CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Subiect:
Resolution authorizing installation of 3-way stop signs at the intersections of Jasmine Street at
Hyacinth Street and Sheridan Road at Jasmine Street, and declaring the following road
segments through highways: Aster Street between Jasmine Street and Sheridan Road; Jasmine
Street between Aster Street and Sheridan Road; Sheridan Road between Aster Street and
Jasmine Street; and College Avenue at its intersection with Iris Street.
Backl!l"ound:
The Traffic Engineering Section received a petition from the residents of the Country Corners
Development, via Councilman Kelley's office, requesting that the intersections within their
neighborhood be evaluated for stop signs. The neighborhood is generally located between
College Avenue, Kendall Drive, Aster Street and Jasmine Street. The residents are making
this request in order to resolve several traffic related concerns within their neighborhood
including speeding and cut -through traffic.
Traffic Engineering Staff evaluated the request. All of the intersections are "T" intersections
located in an entirely residential area. The intersections are currently uncontrolled. All of the
intersections have visibility limitations caused by one or a combination of the following:
roadway geometry, block walls, trees and shrubs.
To resolve this situation, staff recommends that Aster Street, Sheridan Road, Jasmine Street,
and College Avenue, within this neighborhood, be declared through highways. This action
will allow staff to install stop signs on the minor street approaches within these street segments
thereby alleviating the visibility concerns.
Additionally, to alleviate the residents' concerns, relative to cut-through traffic, staff
recommends that the following intersections be controlled by 3-way stops: Jasmine Street at
Hyacinth Street; and, Sheridan Road at Jasmine Street. Since these streets are local streets
with volumes of less than 2,500 vehicles per day, the intersections were evaluated for three-
way stops using the Administrative Warrants for Stop Sign Installation. The intersection of
Hyacinth Street and Jasmine Street meets part B-3, B-4, and B-9 of the warrants (two parts
need to be met in order to satisfy the warrant). Part B-3 of the warrant is satisfied when one of
the streets leading to the intersection is at/more than a 5 % percent grade. Part B-4 is met
when minimum sight distance requirements are not met. Part B-9 is satisfied when one
approach to the intersection is a residential driveway. With respect to the intersection of
Sheridan Road at Jasmine Street, parts B-2, B-4, and B-9 of the warrant are met. Part B-2 of
the warrant is met when the streets leading to the intersection do not intersect at a right angle.
Parts B-4 and B-9 are described above.
Copes of the "Administrative Warrants for Stop Sign Installation" are attached for each
location. The warrants have been approved by Mike Grubbs, Registered Civil Engineer.

Councilman Kelley presented the above reconunendations to representatives of the
neighborhood group making the request. The group concurs with reconunendations of Staff
and feel that these reconunendations will enhance traffic safety in their neighborhood. Staff
therefore reconunends that the above reconunendations be approved.
Financial ImDact:
The estimated cost of $ 3,250.00 for installing the new stop signs will come from Account No.
001-187-5111 (Signing and Striping Materials)

We the residents in a portion of the 5th Ward of this city are requesting
mitigation from the speeders traversing our neighborhood. We would
lik~to have stop signs considered for the following intersections; College
~;~,~ and Astor, Astor and Dahlia, Sheridan and Thistle, Sheridan
~~d, Sheridan and Jasmine, Jasmine and Universal, Jasmine
~i!"uth, JlI.'m1ine and Marigold. This should reduce the speeds
within and reduce the number of persons using this neighborhood as a
short cut between College and Kendall. If there are alternate methods to
reduce the speed on a continuous basis, we would welcome your or Mr.
Funk's response. I have the written support of 110 residents in this
neighborhood. I'm sending copies of this letter and the signed petitions
to Mr. James Funk and Mr. Chas Kelley.
