Synopsis of Previous Council Action:
On December 6, 2005, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-1, P-2, P-3, P-4, P-5, P-6, P-7, Fire Marshal,
Training Officer and Firefighter Trainee; and Police Department P-1, P-2, P-3 and Law
Enforcement Trainee, effective August 1, 2004.
Recommended Motion:
1. That the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief).
and P-7 (Fire Chief) be established, effective August 1,2005.
2. That the Human Resources amend Resolution No. 6429 to reflect the above action.
3. That the Mayor and Common Council authorize the Finance Director to amend the FY 2005-
06 Budget to transfer $69,300 from the General Government Budget (oCt -092-5011) to the
Fire Department.

Subiect:
Establishment of salaries for Fire Department Ranges P-5, P-6 and P-7, effective August 1,2005.
Baekl!round:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was agreed upon with the Fire Safety
Unit on the ten cities to be used for this year's calculation. The salaries of those ten cities have
been averaged to determine the salaries for this year for Fire Safety classifications.
The ten cities selected are:
Downey
Sunnyvale
Burbank
Pasadena
Fairfield
Torrance
Simi Valley
Thousand Oaks
Garden Grove
Santa Rosa

Adding 37.378% to reflect variable fringe benefit costs, which rise with salary, the total costs for
salaries and fringe benefits are $69,300.
Financial Imnact:
The City's FY 05/06 budget in General Government includes $1.8 million to cover all Charter
186 pay increases. The amount was reduced by the Police Safety Unit by $661,700, the Police
Management Unit by $78,700, the Fire Safety Unit by $588,300 leaving a balance of $471,300.
The amount of Charter 186 salary increases outlined above for the Fire Management Unit is
$69,300 leaving a balance of $402,000.
Recommendation:
I. That the salaries for Fire Department Ranges P-4 (Fire Investigator/Captain), P-5 (Battalion
Chief), P-6 (Deputy Fire Chief), and P-7 (Fire Chief) be established, effective August 1,
2005.
2. That the Human Resources amend Resolution No. 6429 to reflect the above action.
3. That the Mayor and Common Council authorize the Finance Director to amend the FY 2005-
06 Budget to transfer $69,300 from the General Government Budget (001-092-5011) to the
Fire Department.
