Backl!round and Overview: The last comprehensive user fee update was approved by the Mayor and Council in February 2004. At that time, Parks, Recreation, and Community Services and cemetery fee increases were not included. Additionally, fees for the Fire Department's Multi- family Rental Housing Inspection Program (approved at the July 6,2004 meeting) must be established by resolution. Fees for service, otherwise called user fees, must be calculated by determining the actual cost of the services provided. As you may recall, user fees cannot exceed the cost of providing the given service. The analysis consists of information regarding each service for which a fee is charged, including the classifications of any employees involved, the amount of staff time involved in providing the service, and other related costs for materials, supplies, equipment, utilities, etc. Information regarding hourly salary and benefit rates is also included in the analysis. Formulas are then used to calculate the department overhead rate. The citywide administrative rate for each department is applied to the subtotal of costs for each fee. This process results in the determination of the total service cost per unit. Each department's recommended fees are based on this service cost per unit. Costs analysis were completed for the for the following fees: . Parks Recreation and Community Services - Increase in fees for the use of various park facilities. Parks would also like to amend the damage bond deposit requirements for facility use. The deposit structure is determined by the number of people using the facility. Staff is concerned that parties of 50 people or less are not applying for park/facility use because they cannot afford to leave a deposit; thus, the City is not collecting the park/facility use fee. The current damage bond deposit requirement for fewer than 50 people is $300. The clean-up deposit for 50 or fewer people is $75, (this deposit requirement would not be changed). Additionally, of those who do leave a deposit, they pay with a credit card. The cost of processing and then refunding the deposit is approximately $15. It is staffs experience that parties of 50 or less are children's birthday parties and do not pose any damage problems and the deposit is always refunded (please see attached memo from Parks). . Cemetery Fund - Increase in various internment fees and related burial items and new fees for marker inscriptions. . Fire Department - New fees for the Multi-family Rental Housing Program Inspection Program. The fee structure is based on the size of the complex, which would cover the first and second inspection. Additionally, property owners requiring more that two inspections would be billed at an hourly rate for third and subsequent inspections, plus be subject to an administrative citation of $100 per remaining outstanding 7/19/04 Set public Hearingfor fee increase Page 10f2 violation. The current Apartment Inspection fee will be repealed, as that program has been replaced by Multi-family Rental Housing Inspection Program. Draft sununaries of the proposed fee changes and new fees are attached. The next step in this process is to conduct a public hearing, at which the Mayor and Council will consider amending the master fee resolution to incorporate all of these revised/new fees. At the conclusion of the public hearing, and the Mayor and Council may adopt the various fees. Financial ImDact: If the proposed fee adjustments are approved, potential revenue increases will be associated with each fee change. Parks, Recreation, and Community Service fee increases are estimated to generate $11,600 in additional revenue to the General Fund per year. Cemetery fee increases are estimated to generate $29,250 in additional revenue to the Cemetery Fund per year. The proposed fees and citations for the Multi-family Rental Housing Inspection Program are estimated to generate $563,206 in revenue per year (this amount includes revenue from citations). These will be used to offset the cost ofthe program. Randolph, Director Re: Damage Deposit for 50 or Fewer Date: July 6, 2004 Cc: File Request the elimination of the $300 damage deposit for 50 or fewer for park use. The events are generally for small family gatherings or birthday parties and our department has not had any problems with damage. Due to the high cost, customers use a credit card for this transaction that results in our department losing revenue due to the interest charged by the credit card service. The department also experiences customers who inquire about the fees and never return due to the high cost of the damage deposit.
