(dba PPR) for the Sewer Rehabilitation by Cured-In-Place Pipe (CIPP) Method on "E" Street between 2nd Street and 5th Street (SW04-06) per Plan No.1 0540. Backl!round: On September 15, 2003, the Mayor and Common Council approved the FY 2003/04 CIP, allocating $250,700 in Account No. 245-365-5504-7313 "E" Street - Repair Main, for the installation of a high- strength PVC liner in the existing sewer main in "E" Street between 2nd Street and 4th Street. This method of repair has been proven to be a cost-effective treatment for sealing minor cracks in sewers and storm drains. The cure time for the lining material is 6-12 hours. During construction, video investigation revealed that three sections of 8-inch pipe on "E" Street between 4th Street and 5th Street had damaged joints and required repair before lining could be applied. This type of repair is not in PPR's scope of work, therefore it was required that a subcontractor, Guzman Construction Co., be hired to make repairs. The cost for repairing these three locations is $5,000 for each section, for total cost of$15,000. Also, while evacuating the linear sewer lines on "E" Street between 2nd Street and 3rd Street, sewage flowed into an overflow line that was not shown on any plans. This sewer overflow damaged approximately 200 feet of the new lining. The contractor proposed to repair this section at a cost of $40,000. The contractor was assigned and has agreed to assume 50% of the responsibility for this damage and will cover $20,000 ofthe cost, leaving $20,000 as the City's share of the cost. Therefore, the total cost of this change order is $15,000 + $20,000 = $35.000 The revised project costs are as follows: Item Cost Estimated Cost Construction Cost $ 95,200.00 Contract Chanl!e Order No. One $ 35,000.00 Total $130,200.00 Since excavation for the sewer is occurring in "E" Street between 4th Street and 5th Street, staff has requested that the contractor provide a proposal to grind and repave the portion of "E" Street between 4th Street and 5th Street. If the proposal is reasonable, staff will bring back a request for approval of Change Order No. Two to complete the grinding and repaving of "E" Street full width between 4th Street and 5th Street. 2 CITY OF SAN BERNARDINO REOUEST FOR COUNCIL ACTION STAFF REPORT Additionally, since trenching for the sewer is being done in "E" Street between 2nd Street and Court Street, staff will coordinate with the Public Services Department to grind and overlay the reach of "E" Street between 2nd Street and Court Street. However, this grinding and overlay will have to wait for completion of the "E" Street beautification project, which is expected to start construction in July of 2004. Financial Impact: There is sufficient funding for this project in Account No. 245-365-5504-7313 "E" Street - Repair Main (SW04-06) to cover this change order. Street TOTAL COST CCO #1 $ 35,000.00 JUSTIFICATION: Replace Three Sections of 8-inch Pipe on "E" Street Between 41 Street and Sib Street During initial video investigation of the sewer main, it was determined that three 1-1 sections of the sewer main were damaged. These sections must be repaired prior to relining the pipe. Each section repair will cost $5,000.00 and this cost includes asphalt concrete (A.C.) paving, backfill, traffic control, and labor. (See attached ro osal from Guzman Construction Co. dated June 10,2004. Replace Approximatelv 200 Linear Feet of 12-inch Sewer Pipe on "E" Street Between 2n. Street and 3m Street While evacuating the linear sewer lines on "E" Street in front of the Radisson Hotel, sewage flowed into an overflow line that was not delineated on any plans. This 1-2 overflow caused sewage to damage approximately 200 linear feet of pipe. The contractor assumes one-half of the responsibility for the collapsed line and thus will absorb half of the $40,000 repair cost.
