Backeround: On September 2, 2003, the Council voted unanimously to authorize the Director of Finance to execute claim forms requesting reimbursement from SANBAG in the amount of $16,602 in Transportation Development Act (TDA), Article 3 funding. This funding is available for projects that improve access to bus stops for pedestrians and people with disabilities. The City's eligible project was the installation of bus pads, sidewalks and ADA pedestrian access ramps. The Staff Report indicated the following recommended motions: I) Authorize the Director of Finance to execute the attached claim forms marked Exhibit "A" requesting reimbursement in the amount of$16,601.50 in accordance with Article 3, PUC Section 99234a "Pedestrian Access to Transit Facilities" for the installation of bus pads, sidewalks, and ADA access ramps. 2) Authorize the Director of Finance to budget $16,600 in anticipated revenue reimbursement in the Transportation Development Act Fund (122-000-4605) and to make the necessary transfers to the Gas Tax and Traffic Congestion Systems Construction Funds for reimbursement to these funds for project costs incurred. Only the first motion appeared on the Request for Council Action and the meeting agenda; therefore, the motion authorizing the accompanying budget amendment was not acted upon. Financial ImDact: The budget amendment reflects the receipt of $16,600 in revenue reimbursement in the Transportation Development Act Fund (122-0090-4605), and the transfer of$7,100 to the Traffic Congestion Fund, and $9,500 to the Gas Tax Fund to reimburse these funds for project costs incurred. Description: Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to Submit a Request for Reimbursement to SANBAG for Transportation Development Act (TDA) Article 3, Pedestrian Access to Transit Facility Projects. Background: Staff successfully applied for Transportation Development Act (TDA), Article 3 funding in 2001, allowing the City to proceed with the installation of bus pads, sidewalks and ADA pedestrian access ramps that were initially requested by Omnitrans. Eligible projects are those that improve access to bus stops for pedestrians and people with disabilities. This program has been developed in recognition of the importance of providing safe and accessible pathways to existing and proposed bus stops. A contract in the amount of $23,442 was awarded to VCI Telecom Inc. of Upland on July 1, 2002 (only $21,204 is eligible for TDA reimbursement). All construction work on this project has been completed and all claims have been paid. One of the project locations (Base Line at Waterman Avenue curb cuts) was not constructed due to additional design concerns. The City is also seeking reimbursement for a segment of sidewalk and ADA access ramps that were installed at 16th Street at Medical Center Drive by DBX Inc. The sidewalk/access ramps were installed concurrent with a new traffic signal at the same location for an additional cost of $12,728 (only $12,000 is eligible for TDA reimbursement). TDA Financial Reporting Forms are attached as Exhibit "A," indicating a total cost for the combined eight (8) projects of $33,932, which included design, inspection and contract administration. The maximum proportional cost of the work eligible for reimbursement from SANBAG is $16,602. In order to obtain reimbursement from SANBAG, the attached claim form marked Exhibit "A" must be executed by the Finance Director and submitted to SANBAG. A minute action by the Mayor and Common Council is required to authorize the Finance Director to execute the document. Financial Impact: Total cost for the combined eight (8) projects was $33,932. $14,888 of costs were originally paid out of the Traffic Systems Construction fund (250-370-5504-7209). The remaining $19,044 was paid from the Gas Tax Fund (126-369-5504-7235). Approximately 50% of the total cost ($16,602) is eligible for reimbursement with TDA (Transportation Development Act) funds administered by SANBAG. A budget amendment is needed to reflect recelvmg these funds ($16,000) into the Transportation Development Act Fund (122-000-4605). Once these funds are received, $7,100 will be transferred to the Traffic Congestion Fund and $9,500 will be transferred to the Gas Tax Fund to reimburse these funds for project costs incurred. 2 Recommendation: 1.
