Reject all bids for the Construction of ADA Access Ramps and Sidewalk at Various Locations,
Phase VI - 2003/04 (SS04-07), per Plan No. 10992 and direct staff to readvertise the project.

This project is Phase VI of our annual contract to construct Americans with Disabilities (ADA)
accessible curb ramps and sidewalk at various locations throughout the City. In selecting the
locations for improvement, priority was given to routes to schools, locations close to government
buildings and business districts, locations suggested by school officials and residents, and locations
identified by public officials. Each year, the City is committed to construct at least $500,000 in new
ADA improvements in the public right-of-way.
Plans and Specifications, for Construction of ADA Access Ramps and Sidewalk at Various
Locations, Phase VI - 2003/04 (SS04-07), were approved on May 14, 2004, and the project was
advertised for bids.
This project was advertised locally in the San Bernardino County Sun Newspaper, FW Dodge
Company, Reed Construction Data, Bid American Electronic online Plan Room, Construction Data
(Hot Sheet), Construction Bid Source, the City's Web site, and with the San Bernardino Area
Chamber of Commerce. Bids were opened on June 1, 2004, and the following bids were received:

The estimated project costs are as follows:

The currently available funding balance for this project is $286,500, which is short of the total
project cost by an amount of $262,500.
An analysis of the bids indicated that the unit price per sqnare foot for concrete ADA ramps was
double the Engineers Estimate, which had been based on bid histories from similar projects. Also,
the unit price per ton for asphalt concrete were as much as 7 times the cost experienced with bids for
similar projects.

Only two bids were received out of a total of 4 sets of plans and specifications taken out. Guzman
Construction Company of San Bernardino and Mendoza Construction of Irvine purchased plans and
specifications; however, those firms did not submit bids.
Staff contacted all four contractors on the plan holder's list to inquire why the bid prices were so
high in relation to those of similar projects, which had been previously completed in the City. The
primary reason given was that the relatively short bid period did not give the bidders time to visit all
the 60+ work locations, which are scattered throughout the City. The bidders also felt that the 40
working days given for completion of the work may not be adequate due to the fact that the project
actually consists of 60 + small projects at scattered locations and that diversity will greatly reduce
efficiency of operation. Several other concerns, such as lack of a mobilization item, were brought
up.
The areas of concern will be corrected and staff is recommending that the project be readvertised for
bids. The funding for this project will be carried over from the FY 2003-04 Capital Improvement
Program (CIP) to the FY 2004/05 CIP.
Financial Impact:
None.
Recommendation:
