levels contained in the Preliminary Detail Budget for the 2003-2004 Fiscal Year,
or as needed to pay the authorized costs incurred for the month of July, 2003
only, pending final approval of the 2003-2004 budget

Resolution 2003-208 adopted, authorizing the City of San Bernardino to establish
2003-2004 expenditures for month of August only, at one-twelfth the proposed
levels contained in the Preliminary Detail Budget for the 2003-2004 Fiscal Year,

STAFF REPORT
SUBJECT:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing
the City of San Bernardino to establish 2004-2005 expenditures for the month of July,
2004 only, at one-twelfth the proposed levels contained in the Preliminary Detail Budget
for the 2004-2005 Fiscal Year, or as needed to pay the authorized costs incurred for the
month of July, 2004 only, pending final approval of the 2004-2005 Budget.
BACKGROUND:
On June 9th, 2004, the FY 2004-2005 Preliminary Budget was presented for
consideration to the Mayor and Common Council. The Mayor and Common Council
met again on June 16th to discuss some proposals to balance the City's FY 2004-2005
Budget. At the time of this writing, the State has not yet adopted a budget for FY 2004-
2005. Because the City's budget will be significantly impacted by the State's budget
situation, and because it is not anticipated that the full impact of the State's budget on
the City will be known by June 30th, it is recommended that the proposed continuing
resolution be adopted.
The proposed resolution will authorize City expenditures for the month of July, 2004 at
one-twelfth the proposed levels contained in the Fiscal Year 2004-2005 Preliminary
Detail budget, or as needed to pay the authorized costs incurred for the month of July.
Additionally, at the Mayor's direction, staff is developing budget-balancing proposals for
the consideration of the Mayor and Council at the June 30th Council/Budget meeting. If
a balanced budget is not adopted by July 31st, staff will bring forward a continuing
resolution similar to this action for the month of August.
FINANCIAL IMPACT:
This resolution authorizes continuing expenditures for the month of July, 2004.

6 WHEREAS, the Mayor and Common Council, having held budget hearings on June 9, 2004,
7 June 16,2004, and June 30, 2004, and having received revenue estimates for the 2004-2005 fiscal
8 year in the Preliminary Detail Budget, desire to establish the 2004-2005 expenditures for the City
9 of San Bernardino for the month of July, 2004 only, at one-twelfth the proposed levels contained in
10 said Preliminary Detail Budget for the 2004-2005 fiscal year, or as needed to pay the authorized
11 costs incurred for the month of July, 2004 only, pending final approval of the 2004-2005 budget.
12 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
13 COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:
14 SECTION 1. The Mayor and Common Council hereby authorize the City of San Bernardino
15 to establish the 2004-2005 expenditures for the month of July, 2004 only, at one-twelfth the
16 proposed levels contained in the Preliminary Detail Budget for the 2004-2005 fiscal year, or as
17 needed to pay the authorized costs incurred for the month of July, 2004 only, pending final approval
18 of the 2004-2005 budget.
19 SECTION 2. This Resolution shall take effect upon the date of its adoption.
