Staff Report
Subject:
Resolution ratifying submittal of the Funding Request Form to the Department of
Conservation, Division of Recycling for California Beverage Container Recycling and
Litter Reduction Activities.
Background:
The California Beverage Container Recycling and Litter Reduction Act provides funding
to local govemments for specified beverage container recycling and litter reduction
activities that encourage communities to recycle beverage containers.
The Funding Request Form for Beverage Container Recycling and Litter Reduction
Activities, if approved, will provide $53,870 for the implementation and promotion of
beverage container and litter reduction activities within the City. Of this total request,
$6,000 will be used to offset personnel costs within the Environmental Projects Division.
The remaining $47,870 will be utilized to purchase materials necessary for program
implementation and promotion of beverage container recycling activities. The City has
received block grant funds from the Department of Conservation, Division of Recycling
for the last four years. Application due date April 30, 2004.
Ratification is requested due to staff missing the previous agenda item deadlines.
Specific projects during the funding period include implementation of beverage
container recycling program at San Bernardino Valley College, further expansion of
beverage container recycling at Califomia State University, San Bemardino, expansion
of commercial commingled and multi-unit beverage container recycling, school
education program, and public education campaign to promote beverage container
recycling and litter reduction.
The grant term is July 1, 2004 through June 30, 2005.
Financial Impact:
The funding amount is $53,870. There are no matching funds required by the City.

OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. That the people of the State of California have enacted the California

Beverage Container Recycling and Litter Reduction Act that provides funds to cities and
counties for beverage container recycling and litter cleanup activities;
SECTION 2. That the California Department of Conservation, Division of Recycling
has been delegated the responsibility for the administration of the program within the State.
setting up necessary procedures for cities and counties or their designees under the program;
SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container
Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request
Form by the due date and time in order to be considered to receive funds from the Department
of Conservation, Division of Recycling;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
ratifies the submittal of the Grant Application Form to the California Department of
Conservation, Division of Recycling (attached hereto as Exhibit "A"). The Mayor of the City of
San Bernardino, or her designee, is hereby authorized to execute in the name of the City of
San Bernardino all necessary forms hereto for the purposes of securing payments and to
implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the Califomia
Beverage Container Recycling and Litter Reduction Act and provide information regarding this
program to the Division upon request.

The number of beverage containers recycled as measured by prelposttonnage reports (by material type) exceeded
expectations at the CSUSB campus, increasing by 400% from fiscal year 2001/02 to fiscal year 2002103.
