CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Set public hearing to consider refuse rate adjustments. Background: The City of San Bernardino Public Services Department Refuse Division provides Refuse and Recycling Services to approximately 40,000 residential customers, as well as commercial and industrial customers throughout the City. These services are provided for a fee relating to the type of service and frequency of services provided, and are based on the actual costs of providing these services. Currently, the monthly service rate for a single family residential customer is $17.60 and includes refuse, recycling and green waste collection using the blue/green/black automated collection system. Through various operational efficiencies, the Refuse Division has been able to absorb these cost increases. The City last adjusted its refuse collection rates in September 1998. Since that time, various costs including fuel, landfill tipping fees and benefits have increased dramatically. In addition, the City has been directed through various regulatory agencies to purchase alternative fueled refuse vehicles and to take various corrective actions at the former Waterman Landfill site. Therefore at this time it has become necessary to propose a rate increase for residential, commercial and industrial customers. Staff is therefore requesting that a public hearing to consider the proposed rate increases be scheduled for June 21 sl at 4:00 p.m. in the Council Chambers. Recommendation: Set public hearing for Monday, June 21, 2004, at 4:00 p.m. in the Council Chambers to consider refuse rate adjustments.
