Agenda Item No. 17 3/17/Dlj CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution authorizing the execution of Amendment No. 14 to the Agreement between the City and Casa Ramona, Inc. to operate a drop-in center located at 1524 West 7th Street, San Bernardino, California for one additional year. Backl!:round: This department has contracted with Casa Ramona, Inc. for operation of Ramona Drop-In Center since September I, 1983. The center offers information and referral services on a variety of citizen needs, as well as assistance in completing forms and making applications for various services and social programs. The center is also a site for the city-sponsored Summer Lunch Program, which provides free lunches to children. Other services are provided to the poor, elderly, homeless, unemployed, non-English speaking, new arrivals, and crime victims. City residents are aided directly and non-city residents are referred to appropriate agencies. The Hispanic community continues to grow in San Bernardino and these services would benefit a large number of our citizens in much-needed social services. The proposed services include assisting clients with a variety of forms, employment and legal referrals, holiday assistance to needy families and public information/updates. Also included are referrals for daily needs i.e. housing, food, clothing and etc.; seminars on various community interest items, social security assistance, Summer Youth Program, translation services, letter preparation and citizenship information. The complete Casa Ramona proposal of services with a proposed budget of $50,783 is attached to this report. If the City were to provide these services, it would cost an estimated $133,017 to fund a center manager, two administrative clerks, lease fees and supplies. By outsourcing these services the City saves an estimated $82,234 annually. These fees were based on cost of operation for the Westside Community Services Center, which provides similar services to those of Casa Ramona. Financial Imoact: The Ramona Drop-In Center contract cost has remained the same since the1990-91 FY with no increase in compensation. The proposed FY 2004/2005 budget for the Parks, Recreation and Community Services Administration Division will include $50,800 for this item. Recommendation: Adopt Resolution. WHICH THE CENTER PROPOSES TO PROVIDE DURING THE FISCAL YEAR 2004-2005. ADDITIONAL INFORMATION IS PROVIDED ON ACCOMPANYING PAGES, AN APROXIMATE SCHEDULE FOR THE DELIVERY OF THESE SERVICES, AND THE IMPLEMENTATION OF PROGRAMMING IS ALSO INCLUDED. SAN BERNARDINO'S RESIDENTS ARE AIDED DIRECTLY AND OTHERS SOMETIMES ARE REFERRED ELSEWHERE FOR ASSISTANCE, MOST CENTER CLIENTS RESIDE IN THE SPANISH SPEAKING NEIGHBORHOODS OF THE CITY'S WEST AND SOUTH CENTRAL AREAS, HOWEVER, WE SEE MANY PERSONS AT THE CENTER FROM OTHER AREAS THROUGHOUT THE CITY OF SAN BERNARDINO. 1 , THE LARGE NUMBER OF DISADVANTAGED PERSONS WITIDN THE WESTSIDE AND THE NEED FOR THE AVAILABILITY OF PROMPT SERVICES, MAKE TIllS CENTER AN ESSENTIAL. THE WESTSIDE NEED TIllS TYPE OF FACILITY. I BELIEVE TIIA T TIllS CENTER IS ESSENTIAL FOR THE WELL BEING OF THE LARGE NUMBER OF DISADVANTAGED RESIDENTS OF THE WESTSIDE. AS YOU ARE PROBABLY AWARE, STATISTICAL DATA REVEALS THOSE MANY OF THE WESTSIDE RESIDENTS ARE FROM A LOW INCOME STATUS, AND BECAUSE OF TIllS, TRANSPORTATION IS AL WAYS A PROBLEM. CASA RAMONA DROP IN CENTER, IS RECOGNIZED AS ONE OF THE FEW COMMUNITY CENTERS OFFERING SERVICES TO MAJORITY RAZE CONSTITUENCY IN SAN BERNARDINO. 2 , OMBUDSMAN SERVICES/CLIENT ADVOCACY ORIGINALLY, THE CASA RAMONA DROP IN CENTER WAS ENVISIONED AS A SATELLITE CITY HALL. IT OFFERS A WIDE RANGE OF SERVICES CWSE TO HOME, TODAY, THE CENTER HAS EVOLVED FROM A GENERALIZED "MINI CITY HALL" INTO A MORE OF AN OFFICE OR FIRST AND OFTEN LAST RESORT ASSISTANCE FOR A LARGE NUMBER OF CITY RESIDENTS. PRIMARILY, WE NOW SERVE THOSE WHO LACK THE CONFIDENCE, SOCIAL OR LANGUAGE SKILLS OR STAMINA TO CONFRONT PUBLIC AGENCIES OR MUNICIPAL DEPARTMENTS ON THEIR OWN. THE DROP IN CENTER IS THUS THE ONLY ENTRY BY WHICH MANY, MANY THOUSANDS OF CITY RESIDENTS CAN CONFIDENTIALLY SEEK INFORMATION ON ISSUES REGARDING CITY SERVICES, PUBLIC HEALTH, EMPLOYMENT, EDUCATION, HOUSING, ETC. VERY OFTEN, WE ARE ABLE TO CUT THROUGH THE BUREAUCRATIC RED TAPE AND PROVIDE MORE IMMEDIATE SERVICE. AT THE DROP IN CENTER WE HAVE LEARNED TO TAILOR OUR WORDS AND ACTIONS TO THE VARIED REQUIREMENTS OF PEOPLE IN CRISIS. AS PROFESSIONALS WE ARE ALSO HERE TO EXPLAIN THESE NEEDS TO OUR CITY HALL PERSONNEL AND THE OTHER PERSONNEL OF THE PUBLIC AGENCIES IN SAN BERNARDINO. WE ARE A CENTRAL COMPONENT IN WHAT MAYBE VIEWED AS A "MUTUAL AID PACT' FOR INDIVIDUALS AND FAMILIES IN NEED. OUR ULTIMATE GOAL IN SERVING PERSONS AND FAMILIES IS TO FOSTER SELF-CONFIDENCE, PRIDE AND GOOD HEALTH IN OUR CLIENTELE, INSTRESTINGL Y, MANY OF OUR BEST VOLUNTEERS WHO SPEND MANY HOURS MONTHLY WERE ONCE THEMSELVES CLIENTS OF THE DROP IN CENTER SEEKING ASSISTANCE, THIS SELF-HELP RECYCLING WITHIN THE COMMUNITY IS ONE OF OUR MOST NOTABLE SAN BERNARDINO SUCCESS STORIES. 4 , DIRECT SERVICES THE CASA RAMONA DROP IN CENTER CONTINUES TO WORK WITH THE SAN BERANRDINO COUNTY DEPARTMENT OF PUBLLIC SERVICES. COUNTY WELFARE CONTINUES TO REFER LARGE NUMBER OF THEIR MONOLIGUAL lllSPANIC CLIENTS TO US. WITH THE CHANGES BROUGHT ON BY WELFARE REFORM, THERE ARE MANY RESIDENTS NEEDING HELP IN SEEKING WORK, ClllLD CARE, TRANSLATIONS, FILLING OUT JOB APPLICATIONS, EXPLANATION ON THE NEW REQUIREMENTS THEY MuST MEET, ETC. 1.) THERE EXISTS A GREAT NEED TO EDUCATE PEOPLE ON THE DIFFERENT PUBLIC SERVICES AVAILABLE TO THEM, AND HOW THEY MANY SOLICIT TIllS HELP. 2.) THE NEEDS OF THE LOCAL CLIENT POPULATION HAVE GROWN WlllLE THE AVAILABILITY OF SERVICES HAS DECREASED. 3.) AS THE UNEMPLOYMENT RATE HAS DROPPED, THE SOCIAL SERVICE NEEDS OF TODA Y'S FAMILIES HAS CHANGED, SUCH AS ClllLD CARE, WITH BOTH PARENTS WORKING, THE CARE OF THE ClllLDREN HAS BECOME A PROBLEM FOR THE FAMILY. WE ASSIST IN REFERRING FAMILIES TO OTHESR ClllLDCARE CENTERS. FILLING OUT FORMS AND TRANSLATION ONE OF THE MOST IMPORTANT FUNCTIONS OF THE DROP IN CENTER IS TO PROVIDE ASSISTANCE TO THE SPANISH SPEAKING WITH: 1.) EXPLAINING AND COMPLETING A VARIETY OF GOVERNMENT FORMS. 2.) TRANSLATION OFOFFICIAL DOCUMENTS, OFFICIAL CORRESPONDENCE. 3.) TYPING LETTERS. 4.) REFERRALS TO SPECIFIC AGENCIES OR SERVICE PROVIDERS. THESE SERVICES WILL CONTINUE TO BE PROVIDED ON MONDAY THRU FRIDAY FROM 9:30 TO 11:30 A.M. AND FROM 1:30 TO 4:30 P.M. 5 ~ EMPLOYMENT SRVICES THROUGHOUT THE YEAR. WE ASSIST CLIENTS WITH FINDING JOBS AND APPLYING FOR EMPL YMENT. WE NETWORK WITH CITY, COUNTY, FEDERAL AGENCIES, PRIVATE CORPORATIONS, AND ACT AS A CLEARINGHOUSE AND REFERRAL SERVICE. WE DO NOT ASSIST IN FILLING OUT LEGAL FORMS. WE DO NOT HAVE A PARA-LEGAL IN OUR CENTER, DUE TO LACK OF FUNDS. WE CONTINUE TO ASSIST INDIVIDUALS TO THE DEGREE THAT WE CAN. WE CONSULT A PARA-LEGAL ON MATTERS OUR CLIENTS NEED ASSISTANT WITH, IF THE PROBLEM REQUIRES MORE EXPERIENCED ASSISTANCE, WE REFER THE CLIENT TO THE PROPER AGENCY. SEVERAL HUNDRED PEOPLE ARE ASSISTED EVERY MONTH. I) , SOCIAL SECURITY OUTREACH EACH FIRST FRIDAY OF THE MONTH, A FIELD REPRESENTATIVE FROM THE SOCIAL SECURITY ADMINISTRATION OFFICE VISITS THE CENTER TO ADVISE, AND TO ASSIST OUR CLIENTS. THE CENTER STAFF IS RESPONSffiLE FOR THE SCHEDULING OF CLIENT APPOINTMENTS. THOSE WHO CANNOT WAIT FOR AN APPOINTMENT IN THE CENTER, ARE REFERRED DIRECTLY TO THE LOCAL SICIAL SECURITY OFFICE, AND MAY LATER BE ASSISTED WITH THEIR FORMS, TRANSLATIONS, ETC. ALL PERSONS NEEDING ASSISTANCE WITH SOCIAL SECURITY PROBLEMS DO NOT REQUIRE INTERVIEWS WITH THE SOCIAL SECURITY REPRESENTATIVE. SOME MAY ONLY REQUIRE ASSISTANCE WITH THE FORMS OR TRANSLATIONS. ALL WHO QUALIFY FOR TIllS PROGRAM ARE GIVEN THE TYPE OF WORK WHERE THEY CAN LEARN WHILE ON THE JOB. AT CASA RAMONA WE OFTEN RECRUIT HELPERS FOR OUR ADMINISTRATION OFFICE, MAINTENANCE, AND CUSTODIAL DEPARTMENT. PERSONS QUALIFYING FOR TIllS PROGRAM ARE GIVEN A TOTAL OF 100 HOURS PER MONTH. MANY OF THESE SUMMER YOUTII EMPLOYEES RETURN TO THE CENTER FOR HELP DURING THE SCHOOL YEAR IN SEEKING PART TIME EMPLOYMENT IN THE PRN ATE SECTOR. 8 '. A.S.A. LEARNING PROGRAM TIffi CASA RAMONA DROP IN CENTER WORKS IN CONJUNCTION WITH OTIffiR PROGRAM CALL, EDUCATION & CAREER CENTER. A.S.A. LEARNING CENTERS. TIffi A.SA. LEARNING CENTER HAS GNING THE YOUNG PEOPLE OF OUR COMMUNITY TIffi OPPORTUNTIY TO WORK THROUGH THE ASSISTANCE OF TIffi WORK EXPERIENCE ACT (W.I.A.). TInS PROGRAM PLACE STUDENT AGES 16 TO 21, IN DIFFERENT COMMUNITY BUSINESSES FOR A PERIOD OF SIX MONTHS. TIffi STUDENTS ARE NOT TO TAKE THE PLACE OF REGULAR EMPLOYEES, TIffiY ARE PLACES IN OUR. CENTERS TO LEARN. TIffi GOAL OF THIS PROGRAM IS TO PROVIDE OUR STUDENTS WITH TIffi NECESSARY TOOLS TO SET AND ACHIEVE ACADEMIC AND CAREER GOALS. 9 SUMMER LUNCH PROGRAM EACH SUMMER THE STAFF WORKS WITH CITY REPRESENTATIVES TO COORDINATE THE ANNUAL "SUMMER LUNCH PROGRAM" AT CASA RAMONA. THIS PROGRAM OFFERS A NUTRITIONAL LUNCH TO HUNDREDS OF NEEDY CHILDREN IN THE COMMUNITY FROM THE LATTER PART OF JUNE TO THE START OF SEPTEMBER. THROUGH THIS PROGRAM WE PROVIDE LUNCHES TO CHILDREN AGES ONE THRU EIGHTEEN YEARS. PERSONS NINETEEN AND OVER. WHO ARE MENTALLY OR PHYSICALLY DISABLED. AND PARTICIPATE IN APUBLlC OR PRIVATE NON-PROFIT SCHOOL PROGRAM FOR THE MENTALLY OR PHYSICALLY DISABLED, ALSO QUALLIFY BUT, MUST PROVIDE PROOF OF ATTENDANCE. CITIZENSHIP PROGRAM THE DEPARTMENT OF JUSTICE HAS CHANGED THE WAY THEY HANDLE THE CITIZENSHIP PROGRAM. THEY NO LONGER CONTRACT WITH COMMUNITY BASED ORGANIZATIONS TO DO THE TEST, CONSEQUENTLY OUR PARTICIPATION HAS BECOME MORE OF AN EDUCATIONAL AND INFORMATIONAL ROLE. WE WILL CONTINUE TO WORK WITH OTHER COMMUNITY BASED GROUPS IN KEEPING THE COMMUNITY INFORMED ABOUT THE CHANGES IN THE CITIZENSHIP REGULATIONS, DATES, AND LOCATIONS OF TEST SITES. THE NUMBER OF PEOPLE BEING SERVED FOR TIDS PROGRAM CONTINUES TO RANGE BETWEEN 50 TO 65 PER WEEK. 10 ~ PUBLIC INFORMATION FOR 2004-2005, AS WE CONTINUE TO SEE THE COMMUNITY GROWS, WE ARE PLANNING A MORE COMPREHENSIVE OUTREACH PROGRAM. IT IS OUR PLAN TO ESTABLISH AN ONGOING RELATIONSHIP WITH THE HISPANIC RADIO STATIONS IN THE AREA. WE ANTICIPATE OOING MORE COMMUNITY EDUCATION ON THE SERVICES PROVIDED BY THE CITY PARKS AND RECEATION DEPARTMENT. PROGRAMS AFFECTING SENIOR CITIZENS, OTHER CHILDCARE PROVIDERS, OUR OWN PROGRAMS AND SPECIAL EVENTS. BUT PERHAPS THE MOST EXCITING AND IMPORTANT PROGRAM WE WILL DO THIS YEAR WILL BE THE COMMUNITY EDUCATION ON THE IMPORTANCE OF AN ACCURATE CENSUS. WE WILL WORK TO ENSURE THE CITY OF SAN BERNARDINO DOES NOT HAVE AN UNDER COUNT. CURRENTLY THERE IS A GREAT VARIETY OF PUBLICATIONS THAT ARE BROUGHT TO CASA RAMONA FOR DISTRIBUTION TO THE GENERAL PUBLIC. JOB BULLETINS, ANNONCEMENTS, NEWSPAPERS, VOTER, EDUCATION PAMPHLETS, FLYERS, AND HANDBOOKS FROM THE MEXICAN CONSULATES OFFICE, ETC. WE WILL CONTINUE TO DISTRIBUTE THESE MATERIALS AT OUR OWN EVENTS AS WELL AS THOSE EVENTS IN, WHICH WE PARTICIPATE. MANY TIMES WE HAVE TO TRANSLATE OR ANSWER QUESTIONS ABOUT THE NFORMATION FOR THE PEOPLE. 11 '. , COMMUNITY EDUCATION WITH THE FAST GROWTH OF THE CITY AND IN PARTICULAR THE mSPANIC COMMUNITY, THE NEED TO PROVIDE BILINGUAL SERVICES IS INTENSIFIED. WE RECONGNIZE THAT THE NEEDS OF THE NEW ARRIVALS TO San Bernardino ARE CHANGING ISSUES SUCH AS UNDERSTANDING HOW TO BUY A HOME, AND BEING INFORMED ABOUT THE EDA HOME BUYER. PROGRAMS WILL PROVE TO BE VERY VALUABLE FOR THE RESIDENTS AND GOOD FOR THE CITY. IT IS ANATICIPATED THAT OVER THE COURSES OF THE NEXT FEW YEARS THERE IS GOING TO BE MAJOR CHANGES IN THE WEST SIDE OF SAN BERNARDINO. WE ARE IN THE INITIAL PLANNING PROCESS OF DESIGNING A NEW REINFORCED COMMUNITY CENTER. THE NEW FACILITY WILL ENABLE US TO PROVIDE A GREATER LEVEL OF SERVICES TO THE COMMUNITY. SOCIAL SECURITY: - THE FIRST FRIDAY OF THE MONTH WE HAVE A REPRESENTATIVE FROM THE SOCIAL SECURITY OFFICE COME TO OUR FACILITY TO MEET WITH CLIENT NEEDING ASSISTANCE. 9.) SUMMER YOUTH PROGRAM: EVERY YEAR WE GET 2 TO 3 YOUTH FROM TIllS PROGRAM. WE ASSIGN THEM TO WORK IN THE DIFFERENT PROGRAMS HERE AT THE CENTER TInS PROGRAM IS THROUGH THE CITY OF SAN BERNARDINO. 10.) SUMMER LUNCH PROGRAM: DURING THE SUMMER WE SILL SERVE AS A SITE TO HAVE TIllS PROGRAM. CHILDREN FROM 1 TO 18 CAN COME AND HAVE A FREE LUNCH HERE. TInS PROGRAM IS ALSO A CITY SPONSORED PROGRAM. 14 11.) TRANSLATIONS: WE ASSIST ALL WHO NEED TO HAVE DOCUMENTS TRANSLATED. MANY DO NOT KNOW HOW TO READ. WE READ AND TRANSLATE DOCUMENTS AS NEEDED. 12.) LETTER PREPARATION: WE TYPE MANY DIFFERENT TYPE OF LETTERS AND DOCUMENTS FOR OUR CLIENTS. WE ALSO HELP PEOPLE WITH THE PREPARATION OF LETTERS AND DOCUMENTS. 13.) CITIZENSHIP INFORMATION: WE PROVIDE INFORMATION ON LOCATIONS OF TESTING SITE, MEXICAN CONSULATE'S OFFICE, CONGRESSIONAL OFFICES, FEDERAL BUILDINGS, AND GENERAL INFORMATION ON QUALIFICATIONS FOR CITIZENSHIP. 14.) WE SERVE AS A SITE FOR THE SAN BERNARDINO COUNTY WORK SENTENCE COMMUNTIY SERVICE PROGRAM. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE MAYOR OR HER DESIGNEE TO EXECUTE AMENDMENT NO. 14 TO THE AGREEMENT BETWEEN THE CITY AND CASA RAMONA, INC. RELATING TO THE OPERATION OF A DROP-IN CENTER LOCATED AT 1524 WEST 7TH STREET, SAN BERNARDINO, CALIFORNIA, TO EXTEND THE TERM OF THE AGREEMENT FOR AN ADDITIONAL ONE YEAR PERIOD. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said City Amendment No. 14 to the Agreement with Casa Ramona, Inc. relating to the operation of a drop-in center located at 1524 West 7th Street, San Bernardino, California, to extend the term of the Agreement for an additional one year period. Amendment No. 14 is attached hereto, marked Exhibit I, and incorporated herein by reference as fully as though set forth at length. All other terms and conditions of the Agreement shall remain in full force and effect. SECTION 2. The agreement authorized by this resolution shall not take effect until fully signed and executed by both parties. Neither party shall be obligated hereunder unless and until the agreement is fully executed and no oral agreement relating thereto shall be implied or authorized. SECTION 3. The authorization granted hereunder shall expire and be void and of no further effect if the agreement is not executed by both parties within 120 days following the effective date of the resolution.
