SUBJECT
Resolution authorizing an increase to the annual purchase order with Greenwood's
Uniforms for replacement of Class "B" uniforms.
BACKGROUND
On July 7, 2003, annual purchase order #204118 was awarded to Greenwood's Uniforms
for a total amount of $30,000 for fiscal year 2003/2004, through competitive bidding on
Bid #F04-002. The annual purchase order is for the estimated annual costs for work
uniforms and boots.
Greenwood's Uniforms, a local vendor, supplies the City Fire Department suppression,
administration, prevention, and dispatch personnel with uniform clothing (shirts, pants,
and boots). During fiscal year 2003/2004 a total amount of $28,000 has been expended
for uniform shirts, pants, and safety boots. However, the department is transitioning into
pants and shirts that are made out of Nomex. Nomex has become the norm in the fire
service for uniform materials. Currently, the fire department uniforms are made of a
polyester blend. Nomex has been proven safer than other clothing materials, because of
its fire resistive nature. In addition, Nomex uniform clothing wears much longer than
other clothing materials.
Fire experienced a cost saving by purchasing safety gear from grant funds this fiscal year.
This saving will allow us to continue purchasing Nomex uniforms for personnel in fiscal
year 2003/2004.
The Fire Department projects that an additional amount of $20,000 is needed to cover the
cost of uniforms for the remainder of fiscal year 2003/2004. Therefore, Fire requests that
the annual purchase order awarded to Greenwood's Uniforms be increased for an
additional amount of $20,000 for a total not-to-exceed $50,000.
FINANCIAL IMPACT
There are available funds in the existing Fiscal Year 2003/2004 Fire Department budget
so there is no additional cost to the General Fund for this purchase order increase.
Funds will be used from account number 001-202-5111 by closing out several annual
purchase orders (Allstar Fire Equipment, Fire Maintenance, and Robert Nilson) to
increase Greenwood's Uniform purchase order #204118 to cover the additional uniforms.
RECOMMENDATION
Adopt resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Pursuant to Purchase Order #204118 for the amount of $30,000,

Greenwood's Uniforms supplies the City of San Bernardino with the following uniform clothing:
shirts, pants, and boots. The Fire Department projects that an additional $20,000 is needed for

replacement of Class "8" uniforms for the remainder of FY 03/04. Pursuant to this
11
determination, the Purchasing Manager is hereby authorized to increase the annual purchase order
12
to Greenwood's Uniforms by $20,000, to an amount not-to-exceed $50,000.

SECTION 2. The authorization to execute the above referenced increase to the annual
14
15
purchase order is rescinded if it is not issued within sixty (60) days of the passage of this
16
resolution.
