STAFF REPORT
Subject:
Resolution to condemn all incidents of hate and to combat prejudices in our community.
Background:
The Mayor, Common Council, and Human Relations Commission were saddened by the recent
vandalism at Our Lady of the Rosary Cathedral. Defacing a religious institution is an incident of
hate and they decry it. The perpetrator actions maybe criminal in nature but always offensive
and repugnant to all people of good will.
City Leaders are also alarmed at the instances of racial conflict in our city schools and call on the
Board of Education of the San Bernardino City Unified School District to join us in a
recommitment to fostering constructive and respectful relationships between all people of our
community.
Mayor, Common Council, and Human Relations Commission call on all citizens of our city to
commit themselves to mutual respect for all and to put forth their best efforts to make our city a
place of harmony, safety, and peace.
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO CONDEMING ALL INCIDENTS OF HATE AND
SUPPORTING EFFORTS OF THE HUMAN RELATIONS COMMISSION TO
COMBAT PREJUDICE IN OUR COMMUNITY
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the Mayor and Common Council of the City of San Bernardino are
deeply saddened about any hate incidents such as the recent vandalism at Our Lady of the
Rosary Cathedral. Defacing a religious institution is an incident of "hate" and we decry it. We
condemn all those who perpetrated this act. Their actions can be criminal in nature, but are
always offensive and repugnant to all people of goodwill; and
WHEREAS, an attack of vandalism on any house of worship in our community is an
attack on all citizens of our city and on the fundamental principles of our nation; and
WHEREAS, we denounce this act and call for our law enforcement agencies to do
anything they can to identify the perpetrators of such acts; and
WHEREAS, we affirm our city's commitment to pluralism and diversity and the
exercise of the basic freedoms guaranteed to us by our Constitution. We are mindful of the
contributions made to our community and nation by immigrants from around the world and
regret that a program to debate the status of immigrants allegedly motivated this incident; and
WHEREAS, we are also alarmed at the reports of racial conflict in our schools. We
acknowledge the strong partnership we maintain with the San Bernardino City Unified School
District and we agree that incidents of racial conflict in our schools are not acceptable. The
good education we want for the children and youth of our community is impeded by such
conflicts. We affirm our commitment with the Board of Education in fostering constructive
and respectful relationships between all people of our community.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL that we call on the citizens of the City of San Bernardino to join in condemning
all incidents of "hate". We resolve that we will not tolerate such acts. We support efforts of
our Human Relations Commission to combat prejudice in our community. We call on all
citizens of our City to commit themselves to mutual respect for all and to put forth their best
efforts to make our City a place of harmony, safety and peace.
