Staff Report
Subject:
Resolution of the City of San Bernardino fixing and establishing
charges for services and facilities furnished by the City
sewerage collection and treatment system located inside and
outside the incorporated territory of the City; and repealing
Resolutions 96-347 and 98-12.
Background:
These fees and charges were last increased January 1, 1994 to
repay the debt for the construction of the Rapid Infiltration
and Extraction Treatment Facility (RIX) tertiary treatment
project (9.5% increase). Since that time, a small rate decrease
took place in April 1995 due to lower than anticipated interest
rates for the debt. Over the past nine years, staff has worked
to keep costs under control by outsourcing laboratory testing
and sludge hauling, utilizing methane gas produced by the
digesters for power in lieu of natural gas or electricity,
reorganization to reduce personnel costs, and negotiating an
agreement for electricity used at the RIX facility.

During the past year, Water Department staff has conducted a
comprehensive analysis of the annual wastewater system
connection and treatment costs to determine the revenues
necessary to be derived from monthly sewer services charges.
Financial Impact:
A residential rate increase of $1.25 per month is needed for the
regional system due to increased operations and maintenance
costs over the past nine to ten years. The non-residential rate
increase varies by class, based upon the measured strengths of
the flows sampled for each class.

A residential rate increase of $2.10 per month and a non-
residential rate increase of .19 cents/hcf is needed for the
collection system. This is due to increased operations and
maintenance costs, the addition of a truck and crew to maintain
system growth and reduce sanitary sewer overflows, the increased
videotaping of sewer lines, increased regulatory requirements,
repairs to sewer manholes and aging sewer lines.
Staff is currently working with EDA to cover the increase for
customers participating in the Utility Assistance Program.
Recommendation:
Adopt resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF

Commercial dischargers, for the purpose of this resolution
shall include all dischargers and all premises obligated to pay

sewer service charges under this resolution other than residential

Charges for commercial dischargers shall be computed based upon

actual water consumption as reflected by water meter readings for

the billing period.
Billings based upon such water consumption may
be reduced for the purpose of establishing sewer service charges

Residential dischargers, for the purpose of this resolution,
shall be a'ny single family dwelling unit, any duplex or triplex
family dwelling unit not requiring a City license for occupancy and
operation.
Ci ty shall have the right to terminate services provided to
users outside of incorporated territories of the City by giving a
ninety (90) day notice in writing to the user; and said user and
owner shall be subject to any increase in said fee or fees, charges
and amounts, which may be imposed from time to time by amending this
resolution.
