SUBJECT:
Resolution ratifYing participation in the FY 2004 State Homeland Security Grant Program
submitted by the San Bernardino County Fire Department, Office of Emergency Services,
BACKGROUND:
On July 7, 2003, the Mayor and Common Council approved resolution #2003-187
ratifYing participation in the FY 2003 State Homeland Security Grant Program Part I and
Part II to purchase first responder equipment.
On March 16, 2004, the San Bernardino County Fire Department, Office of Emergency
Services notified all local jurisdictions of the availability of FY 2004 State Homeland
Security Grant Program funds from the Federal Department of Homeland Security. Under
the State Homeland Security Program this year, California was awarded nearly $134
million for its state and local agencies. San Bernardino County allocated funding to the 35
Fire Districts in the Operational Area on a per capita basis (attachment A).
On April 13, 2004, the Grants Ad Hoc Committee recommended the FY 2004 SHSGP be
approved and submit a request to the Mayor and Common Council to ratifY the grant
participation submittal.
The FY 2004 SHSGP grant seeks to build on progress toward enhancing the capabilities of
state and local first responders by providing funding for emergency prevention,
preparedness, and response personnel to prevent, deter, respond to and recover from threats
and incidents of terrorism.
Operational Areas (OA) are required to submit a single grant application package to the
California Office of Homeland Security that represents the consensus of the OA Approval
Authority. San Bernardino County Fire Department, Office of Emergency Services is
required to administer the grant.
The deadline for submittal of the FY 2004 SHSGP to California Office of Homeland
Security was April 24, 2004. The City was required to submit the budget detail worksheet
(attachment B) on April 5, 2004 to the San Bernardino County OES. The performance
period for the grant is 24 months from the federal award date and will provide funding for
communication equipment (one mobile display communication, two 800 MHz mobile
radios, and one VHF mobile radio) and a mobile command vehicle.
Application time frames for the FY 2004 SHSGP were very short. Because of this, the
Fire Department submitted the required budget detail and subsequently presented the issue
to the Grants Ad Hoc Committee. The Grants Ad Hoc Committee directed the Fire
Department to submit a request to Mayor & Council for ratification of the grant
participation submittal.

FINANCIAL IMPACT:
The City of San Bernardino will receive funding in the amount of $84,291 from the FY
2004. There is no match requirement associated with this grant and is 100% federally
funded. Payments for expenditures approved in the grant will be on a reimbursement
basis. Therefore, the City will request reimbursement for expenditures through the County
subsequent to expenditure.
RECOMMENDATION:

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor and Common Council hereby ratify the Fire Chiefs submittal of
FY 2004 State Homeland Security Grant Program budget detail worksheet in the total amount of
$84,291 for the San Bernardino City Fire Department. A copy of the budget detail worksheet is
attached as Attachment B and incorporated herein by reference.
