That the Director of Development Services be authorized to initiate proceedings for a General
Plan Amendment as part of the update of the Land Use Element, from CG-I (Commercial
General) to Residential (RS) relative to City property located at the southwest corner of
Waterman Avenue and 4th Street (APN 0135-191-11) to be included in the City wide General
Plan Update.

Staff Report
SUBJECT:
Authorization to proceed --- General Plan Amendment for City property located at the southwest
corner of Waterman Avenue and 4th Street APN (0135-191-11).
BACKGROUND:
The 4.13 acre parcel located at the southwest corner of Waterman Avenue and 4th Street was
acquired by the City in 1913, as part of a larger property acquisition, portions which in the past
have been sold to private ownership. The unsold portion was leased to the United States of
America Department of the Navy for use as a reserve center until 1996, at which time the
building was demolished and remains as vacant land. The property is currently designated
Commercial General (CG-l).
Several residential developers have expressed a desire to purchase and develop this site for
residential dwellings, including through a Disposition and Development Agreement (DDA) with
the Economic Development Agency. An appraisal on the property was obtained from James
Smothers, reflecting a fair market value of $270,000. A preliminary concept sample layout for
residential development of the site with 22 lots has been prepared for this site and a copy is
attached for your information. The layout also encompasses an approximately 100' strip of ED A
owned land to the south of, and adjacent to the site. The actual layout for this site would be
designed by a developer and be subject to the regular review and approval process.
In order for the property to be sold to the EDA and subsequently developed for residential use, a
General Plan Amendment (GPA) would be required to change the current commercial
designation to residential. If authorization is given, the proposed GP A will be included as part of
the City wide General Plan update that is currently in process and will be submitted at a future
date for review and approval, subject to the required public hearings.
FINANCIAL IMPACT:
None. General Plan Amendment will be included as part of the City wide update of the Land Use
Element of the General Plan.
RECOMMENDATION:
Staff recommends that authorization be given to proceed with the proposed General Plan
Amendment.
