I. That the Director of Development Services and the City Clerk be authorized to proceed with the
proposed vacation of portions of that certain east/west alley between Arrowhead A venue and
Mountain View Avenue, south of 18th Street;
AND
2. That approval of Plan No. 11020 be given.

Staff Report
SUBJECT:
Authorization to proceed - proposed vacation of portions of that certain east/west alley between
Arrowhead A venue and Mountain View A venue, south of 18th Street and plan approval.
BACKGROUND:
In February 2004, this office received a request from Mr. Patrick Neill, owner of 1707 N.
Pershing A venue, shown as Lot 22 on attached plan, for the vacation of portions of the east/west
alley between Arrowhead A venue and Mountain View A venue, south of 18th Street. Public
dumping, blight, public disturbances, and unlawful activities have been a problem in this area for
several years. The vacation of those portions of this alley shown on the attached plan, would
eliminate through traffic while still allowing the owners of the abutting parcels access to their
properties from the adjacent alleys. This would also assist in the elimination of the public
disturbances. The majority of the adjoining parcel owners have signed the petition in favor of the
vacation, as they have all been directly impacted by these public nuisances.
If authorization to proceed is given, all affected City departments, utilities and property owners
will be contacted for comments or any possible conflicts. Part of the proceedings will include the
determination of the future necessity of this alley for public right of way purposes. The
Economic Development Agency has agreed to pay for the vacation process, as the area proposed
to be vacated is within the boundaries for the Neighborhood Initiative Program and relates to
current efforts by EDA to eliminate blight in this area.
FINANCIAL IMPACT:
The Economic Development Agency to pay vacation processing fees.
RECOMMENDATION:
Staff recommends that authorization to proceed with the proposed vacation be given and that
Plan No. 11020 be approved.
