Public Works Improvements to the Southeasterlv and Southwesterlv Corners of Baseline and Mount Vernon Avenue BACKGROUND: The Mt. Vernon Corridor Redevelopment Project Area was adopted in 1990, and since that day has experienced limited success in attracting development, due in part to its low income demographic, its lack of freeway frontage and also to its small, irregularly sized lots. Recently, however, there has been a great deal of interest at the junction of Fifth and Mount Vernon Avenue where an exciting development is planned on the west side of the street and also at the junction of Mount Vernon Avenue and Baseline where two new developments are planned on the south side of Baseline to the east and west of Mount Vernon Avenue (Walgreen Drug Store and Amapola Rico Taco). Strong northern and southern "anchors" established on Mount Vernon Avenue will undoubtedly assist in the effort to complete the infill development along this once vibrant corridor. CURRENT ISSUE: With the proposed new Amapola Rico Taco headquarters on the east side of Mount V ernon Avenue and a proposed Walgreen Drug Store on the west side of Mount Vernon A venue, both at the junction of Baseline, Development Services has determined that the traffic flow at this corner will increase to an extent that traffic mitigation will have to be undertaken to ensure a smooth flow of traffic circulation. Development Services has proposed widening the curb returns at the southeasterly and southwesterly corners of Baseline and Mount Vernon Avenue, which will also necessitate modifications to the traffic signals and relocation to approximately 25 feet (the "Improvements"). In view of this, Agency Staff are of the opinion that burdening the two pending developments with additional costs for public right-of-way and infrastructure improvements could well put one or both the projects in jeopardy. Consequently, Staff recommends funding the Improvements as the Agency contribution to the new development of this key corner. Development Services will coordinate the entire public works project and include this work in the Capital Improvement Program for fiscal year 2004/05 with funding to be provided by the Agency. One half of the Improvements is located within the Mt. Vernon Corridor Redevelopment Project Area and the other half within the Northwest Redevelopment Project Area. As there are no funds in the Northwest Redevelopment Project Area to undertake this work and there is a Finding of Benefit for the adjacent Northwest Redevelopment Project Area, these Improvements will be financed entirely out of the Mt. Vernon Corridor Redevelopment Project Area Bond proceeds. It is anticipated the work will be complete before the end of 2004.
