SUBJECT
Resolution of the Mayor and Common Council of San Bernardino authorizing the
issuance of a Purchase Order to Construction Testing & Engineering, Inc to perform
professional materials testing and inspection services for the Verdemont Fire Station
#232
BACKGROUND
The scope of work for this service was developed in conjunction with the Project
Architect to reflect the testing and inspection requirements of the project specifications.
This is required to insure that the general contractor adheres to the design criteria as set
forth in the grading, site and structural plans. These inspections are performed in
coordination with the essential facility resident inspector being engaged by Facilities
(under separate contract) and the inspections performed by the Building and Safety
Department.
The City of San Bernardino Purchasing Department formally advertised the project
through the San Bernardino Sun and the City of San Bernardino Web page. Bid notices
were sent to (45) forty-five vendors and the SB Area Chamber of Commerce. This
number included (17) seventeen local firms.
Proposals for this scope were received on October 28,2003. The submittal date was
timed to coincide with the first bidding effort of the construction phase of the project.
In evaluation of the proposals received all of the consultants were determined
responsive to the conditions of the RFP and qualified to perform the materials testing
and inspection services required

Staff recommends issuance of a Purchase Order to Construction Testing &
Engineering, Inc, lowest responsive proposal, to perform professional materials testing
and inspection services for the Verdemont Fire Station #232 Project.
Due to the original rejection of construction bids in October 2003, the original 90-day
period lapsed. Construction Testing & Engineering, Inc. has provided written
agreement to extend their proposal with no changes to a 180-day period.
The proposal cost for the Materials Testing and Inspection professional services is as
follows:
$28,550.00
$4,300.00 (15% contingency)
$32,850.00
FINANCIAL IMPACT
The project construction, materials testing and resident inspection portions will be
funded with the approved financing through the California Infrastructure and Economic
Development Bank's (ClEDB) Infrastructure State Revolving Fund Program (ISRF)
being budgeted in acct. # 211-377-5504-XXXX.
RECOMMENDA nON
I. Adopt Resolution, and
2. Authorize the Director of Finance to amend the FY 03-04 budget to add
the $2.5 Million ClEDB
loan to fund 211 (Fire Capital & Infrastructure Costs).

BE IT RESOLVED BY THE MA YOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Construction Testing & Engineering Inc. is the lowest responsi,'e
Bidder for the materials testing and inspection professional ser"ices during the course of
construction of the V erdemont Fire Station #232 project in the City of San Bernardino.
The Purchasing l\Ianager is hereby authorized and directed to issue a purchase order
which references this resolution to said Bidder in a total amount of $28,550.00, with a
contingency amount of $4,300.00.
SECTIOl': 2. Any amendment or modification thereto shall not take effect or
become operati,'e until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such .full execution. No oral agreements,
amendments, modifications or waivers are intended or authorized and shall not be implied
from any act or course of conduct of any party. This resolution is rescinded if the
purchase order is not issued \\~thin sixty (60) days of the passage of this resolution.
