Subject:
Authorization for the Director of Development Services to execute Change Order No. Two to
contract Dalaj International Corp. for bridge seismic retrofit at four locations and replacement
of rail barrier at Rialto Avenue per Plan No. 10309.
Background:
On July IS, 2002, a contract in the amount of $934,341.30 was awarded to Dalaj International
Corp. for bridge seismic retrofit at four locations and replacement of rail barrier at Rialto
Avenue, per Plan No. 10309. This project consists of strengthening four bridges over railroad
tracks in order that they will be able to withstand stronger earthquakes by installing
reinforcement bars and additional concrete work.
These bridges, all over existing railroad tracks, are located as follows:
I. Waterman A venue south of Caroline Street.
2. Mt. Vernon Avenue north of Highland Avenue.
3. Rialto Avenue near Lytle Creek.
4. Rialto A venue west of Macy Street.
Seismic studies prepared for these bridges determined that, in their current condition, they
might not withstand more than small to moderate earthquakes, depending on depth and distance
from earthquake center. As part of this project, the contractor replaced a damaged rail barrier
at Rialto A venue Bridge over BNSF railroad track.
Change Order No. One in the amount of $3,763.23 for vanous changes to the work was
approved administratively.
During construction, it was necessary to excavate and backfill the Mt. Vernon Bridge, install a
chain link fence at the 27"' Street Overpass, repair and replace broken concrete and barrier rails
at the 27'h Street Overpass, and backfill bends #2 and #3 at Mt. Vernon Avenue. Also, it was
necessary to remove and reconstruct an asphalt concrete dike. In addition, the contractor
requested reimbursement as extra work for delays due to switching off a power line at the
north side of the Mt. Vernon Avenue Bridge. Finally, the contractor requested compensation
for approximately half of BNSF additional charges, the amount of which was unanticipated at
the time of bid. These items of extra work increased the total contract amount by $99,542.41
and are the subject of Change Order No.2 (copy attached). The estimated revised contract cost
is as follows:

Approval of this change order will allow staff to close out this project and seek reimbursement
from the California Department of Transportation.
Financial Impact:
Funding for seismic retrofitting of these 4 bridges in the amount of $920,000 was included in
the FY 2003/04 budget. The Director of Finance established Account No. 242-362-5504-7332
with $223,200 and Account No. 129-367-5504-7332 with $28,900 from Measure I funding in
the FY 2003/04 budget, and increased the corresponding Revenue Account No. 242-000-4658
(Federal reimbursement) by $223,200 to reflect the Federal reimbursement to be received for
Rialto Avenue at Burlington Northern Santa Fe Rail Road Crossing (replace rail barrier). The
seismic retrofitting of 4 bridges project is partially reimbursable through Federal and State
grants; however, the City is required to provide $28,920 in matching funds for the Rialto
Avenue at Burlington Northern Santa Fe Rail Road Crossing project.
$20,653.45 of this change order to remove and repair a broken corner of the 27'h Street
overpass is eligible for Federal reimbursement. Staff is seeking additional Federal funding to
cover the $78,888.96 balance of the cost of this change order.
Recommendation:
Authorize the Director of Development Services to execute Change Order No. Two to contract
Dalaj International Corp. in the amount of $99,542.41 for bridge seismic retrofit at four
locations, and replacement of rail barrier at Rialto Avenue per Plan No. 10309.

JUSTIFICATION:
Excavate and backfill Mt. Vernon Bridge, Install 30 foot chain link fence on 27
Street Overpass, Repair/Replace Broken Concrete and Barrier Rails at 27'h Street
Overpass, Back Dig and Fill Bends #2 and #3 ofMt. Vernon Avenue
The cost oflabor and equipment necessary to excavate and backfill the Mt Vernon Bridge
site totaled $32,714.86. It cost $903.47 to install a 30-foot chain link fence on 27th Street,
Item No. 2-1 per the request of Ray Casey. A broken comer of concrete at the 27th street overpass was
replaced. Also, barrier rails on the north and southbound sides of the 1-215 Frwy at 27th
Street were removed and replaced at a cost of$20,653.45. In addition, it was necessary to
excavate at Mt. Vernon Avenue in order to remove the shoring at bend #2. Finally,
structural back fill was necessary at bend #2 and #3 ofMt. Vernon Avenue. The cost for
this Mt. Vernon work totaled $ $12,171.14.
Remove and Reconstruct AC Dike
Item No. 2-2 The current AC Dike construction did not match the original standard drawings. Thus, it
was necessary to remove and reconstruct a 24" x 12" AC Dike, at a total cost of
$14,481.42.
BNSF Additional Charges
BNSF Flagman services were estimated to cost $50.00 per hour in the original bid.
However, actual charges per hour were $56.7075. Also, an additional fee of $4,123.33
Item No. 2-3 was charged for supervisory costs that were not included in bid proposal. Finally, an
additional 17 Y, hours of overtime was charged by BNSF, and was not included in original
bid proposal. The total cost for this item is $34,032.14. The City will compensate half of
these costs for a total of$17,016.07.
Delay Due to Power Line at Waterman Avenue Overhead
Item No. 2-4 Work was delayed due to the fact that a high voltage power line, located on the north side
of the Waterman job site, had to be shut down. The contractor claimed as extra work the
expenses incurred due to this power line switch-off delay.
