Staff Report
Subject:
Resolution of the Mayor and Common Council authorizing an increase to an annual purchase
order to Professional Communications Network (PCN) for telephone answering services
provided to the Animal Control Department.
Background:
Professional Communication Network (PCN) has been handling the department's telephone
answering system for the past two years under an agreement that provides for a base rate of
$1,920.00 per month for up to 3500 calls. During the first year the Department stayed within the
cost of the estimated purchase order. In August 2003, however, PCN began charging the
department for excess calls as provided for in their contract. The monthly charge increased to
$4,423.06 for a total of7,381 phone calls (3,881 of which were in excess). PCN claims they
didn't charge for previous months of over-usage because their computer software failed to
capture the expense. However, subsequent billings did reflect those charges.
On February 1,2004, the Animal Control Department integrated its telephone service with the
City and eliminated the need for a 24-hour answering service. PCN will continue to provide
night/weekend service at a reduced basic rate of $31 0.00 per month for calls up to 500 per
month. With the Department's new phone system and phone tree, it is anticipated that we can
operate within that standard and avoid additional excess fee charges.
Financial Impact:
Funds for this increase are contained in the Animal Control Department budget FY2003/2004,
Account No. 124-233-5111 ($6,000.00) and 124-231-5121 ($2,000.00).
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND CO:\1MON COUNCIL OF THE CITY
OF SAN BERNARDINO AUTHORIZING AN INCREASE TO AN ANNUAL
PURCHASE ORDER TO PROFESSIONAL COMMUNICATIONS NETWORK (PCN)
FOR TELEPHONE ANSWERING SERVICES PROVIDED TO THE ANIMAL
CONTROL DEPARTMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I. That Professional Communications Network (PCN) was the low bidder
for telephone answering services for the Animal Control Department; pursuant to this
determination. the Purchasing Manager is hereby authorized to issue an increase of $8,000 to
the annual purchase order to Professional Communications Network (PCN) in an amount not to
exceed $32.000 for FY2003/2004.
SECTION 2.
The Purchase Order shall reference this Resolution No. 2004 _
and shall read. Professional Communications Network (PCN), live answer
call service and pager notillcation of emergency calls for the Animal Control Department,
increase P.O. not to exceed $32.000.
SECTION 3. The authorization to execute the above referenced increase to the
purchase order is rescinded if not issued within sixty (60) days of the passage of this resolution.
