CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL AC\:.t1'l1 Staff Report Subject: Resolution of the City of San Bernardino authorizing the Purchasing Manager of the City of San Bernardino to award a Purchase Order to Skylogix for purchase and installation of Athletic Field Lighting Controllers. Background: Under the Roberti-Z'berg-Harris Block Grant Program, the City of San Bernardino will receive $513,915. These funds have been allocated in the 2003-2008 CIP for various park projects. A wireless automation system for ball field lighting at 22 City parks is one of several projects listed in the CIP and funded out of this grant program. Currently the Parks, Recreation and Community Services Department staff must physically operate ball field lights and check out keys to user groups so they can control the ball field lights. Monitoring and operating the ball field lights, keeping track of and issuing keys takes up an enormous amount of staff time. The keys to turn on/off ball field lights once they are issued are often copied and used by unauthorized user groups to operate the lights. The Parks, Recreation and Community Services Department receives numerous calls regarding lights left on overnight. Automating the ball field lighting will reduce the staff time needed to monitor the lights, reduce energy costs, and prohibit unauthorized use of the lights. Staff has researched the systems that are currently available to automate ball field lighting through other municipalities (i.e. in California, Nevada and Arizona). Additionally systems have been tested at the 2002 National Recreation & Park Association (NRPA) Annual convention & 2003 California Parks & Recreation (CPRS) Annual State conference. Three Athletic Field Lighting companies were identified that can provide an automated remote control system to control the ball field lighting. These three companies are Skylogix, OpenApps and MUSCO sports lighting The Parks, Recreation and Community Services Department solicited information and quotations from all three vendors. To outfit all 38 ball fields at 22-city parks lighted ball fields, the bids were: Company MUSCO control -link system OpenApps Skylogix ARC-IO system City Irvine, CA. Brea, CA. Phoenix, AZ. Bid $118,300 $128,057 $ 98,420 ~ Staff evaluated all three systems. Based on their evaluation the Skylogix system is the system that best meets our needs. The Skylogix automated remote control system (ARC 10) is a wireless remote control system that controls sports and recreational facilities lighting and other equipment. Components of the ARC-1O include Remote Control Units (RCUs), TeleDirect operating system, and Control Station software. Thus, enabling the user to turn on/off ball field lights at all 22 city parks via Web (Internet) access, touch-tone telephones, or on-location keypads. Parks personnel will no longer have to visit individual ball field sites to turn on/off lights, groups will no longer be able to use the lights without proper authorization, and the liability concerns resulting from failing to turn lights on or off will be reduced. This system allows staff to determine who used the lights, when the lights were used and for how long. The Parks, Recreation and Community Services Department oversees 38 lighted ball fields located within 22 city park sites. The average annual cost for ball field lighting (electricity) over the prior three fiscal years was estimated to be $523,000. It is estimated that the department will save $17,500 in energy cost each fiscal year, as a result of this automated system. Financial Impact: That funding in the amount of $98,420 is budgeted in the FY 2003-2004 ClP (expenditures 243- 363-5504). Project number 7437 (athletic field lighting controllers). BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Purchasing Manager of the City of San Bernardino is hereby authorized to award a Purchase Order to Skylogix in the amount of $98,420 for purchase and 9 installation of athletic field lighting controllers. 10 SECTION 2. The Purchase Order shall incorporate by reference this Resolution No. 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2004- , and shall also include the following language: "Purchase Order to Skylogix for purchase and installation of athletic filed lighting controllers in the amount of $98,420, FY 2003-2004 CIP (Expenditures 243-363-5504; Project number 7437-Athelic Field Lighting Controllers). " SECTION 3. The authorization to execute the above referenced purchase order is rescinded if it is not issued within One hundred twenty (120) days of the passage of this resolution.
