Staff Report
SUBJECT:
Authorization to proceed and resolution making application to the Local Agency Formation
Commission for the proposed annexation of 4180 N. "E" Street, located at the southwest comer
of 48th Street and "E" Street.
BACKGROUND:
In January, 2002, this office received a request to hookup to City sewer, from Mr. Armand
"Buck" Edelman, owner of 4180 North "E" Street ("E" Street in County, "H" Street in City),
relative to a proposed construction of four single-family residences. On April 15, 2002,
Resolution No. 2002-106 was adopted, making application to the Local Agency Formation
Commission (LAFCO) for providing City sewer services to property within unincorporated
territory located at 4180 North "E" Street.
Subsequently, the owner applied to the County for a development permit for single-family lots.
Since the County's minimum lot size for the area is 10,000 square feet, Mr. Edelman would only
be allowed to develop three (3) single-family lots in the County. Since the City's minimum lot
size is 7,200 square feet for this area, the owner would be able to build four (4) single-family
lots, after necessary right-of-way dedication. The owner has submitted a letter requesting to
annex into the City. The proposed development is consistent with the City's General Plan.
Upon approval, the attached application will be filed with LAFCO. Petitioner will pay all
applicable filing fees directly to LAFCO.
Financial Impact:
None --- all fees to be paid by petitioner
Recommendation:
That the Director of Development Services be authorized to initiate proceedings for the
annexation of 4180 N. "E" Street and that resolution be adopted.

WHEREAS, the City of San Bernardino desires to initiate proceedings pursuant to the
Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Section 56000 et Seq.
Of the Government Code) for the annexation of unincorporated territory generally located at the
southwest corner of 48'" Street and hE" Street, more specifically shown on the attached map as
Exhibit "A" attached hereto and made a part hereof and as described in Exhibit "B" attached

WHEREAS, said annexation includes a detachment li'om certain County of San

15 WHEREAS, the area proposed to be annexed is consistent with the Sphere of Influence

WHEREAS, owner of said property to be annexed has requested annexation to the City

That portion of Arrowhead Suburban Farms, Tract "A", as per plat thereof recorded in Book
21 of Maps, Page 2, records of the County of San Bernardino, State of California, described as
follows:
Beginning at the intersection of the centerline of 48'" Street, shown on the map of said
Arrowhead Suburban Farms as "A" Street, and the centerline of North "E" Street (extended as
"H" Street in the City of San Bernardino) shown on said Map of Arrowhead Suburban Farms
as Second Avenue, said point also being on the corporate city limit line of the City of San
Bernardino, as per Annexation No. 193 of said City, LAFCO No. 518;
Thence South 890 36' 00" West, along said centerline of 48'" Street, and said corporate city
limit line, a distance of 330 feet to the northerly prolongation of the west line of Lot 5 of said
Arrowhead Suburban Farms;
Thence leaving said corporate city limit line, South 000 04' 00" East, along said prolongation
and the west line of said Lot 5, said line being parallel with said centerline of said North "E"
Street, a distance of 159 feet to the south line of the northerly 129 feet of said Lot 5;
