CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report SUBJECT: Authorization to proceed for the proposed annexation of 4180 N. "E" Street, located at the southwest comer of 48th Street and "E" Street. BACKGROUND: In January, 2002, this office received a request to hookup to City sewer, from Mr. Armand "Buck" Edelman, owner of 4180 North "E" Street, relative to a proposed construction of four single-family residences. On April 15, 2002, Resolution No. 2002-106 was adopted, making application to the Local Agency Formation Commission (LAFCO) for providing City sewer services to property within unincorporated territory located at 4180 North "E" Street. Subsequently, the owner applied to the County for a development permit for single-family lots. Since the County's minimum lot size for the area is 10,000 square feet, Mr. Edelman would only be allowed to develop three (3) single-family lots in the County. Since the City's minimum lot size is 7,200 square feet for this area, the owner has submitted a letter requesting to annex into the City. The proposed development would then be consistent with the City's General Plan. Upon approval, the resolution and application will be prepared to be filed with LAFCO at a later date. Petitioner will pay all applicable filing fees directly to LAFCO.
