Backl!;round: This project is a result of the School of the Month Program. Richardson Elementary School has requested improvements of curb, gutter and sidewalk in front of the school. In the design stages we found a right-of-way issue. The School District has dedicated the needed right-of-way for the new curb, gutter and sidewalk. The Traffic Section found that the crosswalk in front of the school had no handicap ramp and requested that one be installed. With the available monies in our Street and Safety Project Fund (SS04-13), we have included all items needed in this project. Plans and Specifications, for Installation of Curb, Gutter, Sidewalk and Asphalt Paving at Richardson Street from Hardt Street to 400' North (SS04-13), have been approved. Bids have been received and the construction project is ready to be awarded. This project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge Company, Reed Construction Data, Bid America Electronic online Plan Room, Construction Data (Hot Sheet), Construction Bid Source, the City's web site, and with the San Bernardino Area Chamber of Commerce. Financial Impact: Because this project is going to cost over $25,000, Finance recommends that a separate project be set up. Sufficient funds are available to transfer out of Acct. No. 129-367-5504-7156 (Street & Safety Improvements at Various Locations) to Acct. No. 129-367-5504-7448 (Richardson Street - Hardt Street to 400 feet north). Recommendation: 1. BE IT RESOLVED BY THE MAYOR AND COMMON COlTNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Dye and Browning Construction. Inc. at 7365 Carnelian Street. Suite 241, Rancho Cucamonga, CA 91730 is the lowest responsible bidder for the Installation of Curb, Gutter. Sidewalk and Asphalt Concrete Pa\'ing at Richardson Street from Hardt Street to 400' North (SS04-131 per Plan No. 10663. A contract is awarded accordingly to said bidder, and \\ai\'ing all minor irregularities with said bid. in a total amount of $35.690.60, with a contingcncy amount of $9.000.00. but such award shall be effecti\'e only upon being fully executed by both parties. All other bids, therefore. are hereby rejected. The Mayor is hereby authorized and directed to execute said contract on behalf of the City: a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. This contract and any amcndment or modifications thereto shall not take effect or become opcratiw until fully signcd and executed by the parties and no party shall bc obligated hcrcundcr until the time of such full execution.
