STAFF REPORT SUBJECT Resolution authorizing the City of San Bernardino to submit the updated City's Emergency Operations Plan to the State of California Office of Emergency Services and the San Bernardino County Office of Emergency Services. BACKGROUND On August 18, 1997, the Mayor and Common Council approved resolution #97-247 authorizing the Executive Director, Director, and Assistant Director of Emergency Services plus the Disaster Preparedness Coordinator to execute applications and documents for the purpose of obtaining financial assistance under the Federal Civil Defense Act of 1950. The first of the two attached Resolutions updates that signature authority. On January 14, 2003, the Grant Committee recommended that the Fire Department submit an agenda item requesting authorization to accept a grant from the Federal Emergency Management Agency (FEMA). This grant was to assist local governments in updating Emergency Operations Plans for all hazards with special emphasis on Weapons of Mass Destruction terrorism preparedness. Although the City's Grant Committee recommended approval on January 14, 2003, the County's appropriation authority for cities was contingent on State approval of the consolidated grant application. The County did not receive State approval until April 16, 2003 and notified cities in June 2003. On August 18, 2003, the Mayor and Common Council approved resolution #2003-242 authorizing the acceptance of the FEMA grant funds to update the City's Emergency Operations Plan (EOP). The EOP for the City of San Bernardino addresses the planned response to extraordinary emergency situations associated with natural or human caused disasters, technological incidents, and nuclear defense operations. The EOP does not apply to normal day-to-day emergencies and the well-established and routine procedures used in coping with such emergencies. Instead, the operational concepts reflected in the EOP focus on potential large-scale disasters that can generate unique situations requiring unusual responses. The EOP addresses concepts relating to the various emergency situations, identifies components of the local Emergency Management Organization, and describes the responsibilities of the organization for protecting life and property and assuring the overall well being of the population. The EOP also identifies the sources of outside support, which might be provided (through mutual aid and specific statutory authorities) by other jurisdictions, county, state and federal agencies, and the private sector. The City's EOP was last revised and updated in January 1996. FEMA's grant guidelines require that the City of San Bernardino produce to the State of California Office of Emergency Services and the San Bernardino County Office of Emergency Services an updated Emergency Operations Plan (attachment A) by February 13,2004. In accordance with the FEMA grant guidelines for Emergency Operations Planning, the City's EOP has been updated and is being submitted for your review and approval. . FINANCIAL IMPACT There will be no financial impact to the City's General Fund. WHEREAS, the Mayor and Common Council amended Municipal Code S 2.46.050 by Ordinance No. MC-1142, approved on April 22, 2003; and WHEREAS, such amendment to Municipal Code S 2.46.050 designated the Mayor as Executive Director of Emergency Services, the City Administrator as Director of Emergency Services, and the Fire Chief as Assistant Director of Emergency Services, and created the position of Disaster Management Coordinator; and WHEREAS, Judith Valles was elected Mayor of the City of San Bernardino in November, 1997 and re-elected Mayor in November 2001; and WHEREAS, Fred Wilson was appointed City Administrator effective July 1, 1997 and Larry Pitzer was appointed Fire Chief effective March 3, 1997; and WHEREAS, Brian Preciado is currently Acting Disaster Management Coordinator. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1.
