Recommended Motion:
I. That the Director of Development Services and the City Clerk be authorized to proceed with the

Street, and a portion of Berkeley Street, between 7th Street and 8th Street.

SUBJECT:
Authorization to Proceed - ~roposed vacation of a portion of the alley between Acacia Avenue
and "E" Street, south of 13 t Street, the alley between "F" Street and Acacia A venue, south of
13 th Street, 7th Street, between "F" Street and "G" Street, and a portion of Berkeley Street,
between 7th Street and 8th Street and plan approval.
BACKGROUND:
On September 24,2003, this office received an application for the vacation of an alley between
Acacia Avenue and "E" Street, south of 13th Street, the alley between "F" Street and Acacia
Avenue, south of 13 th Street, 7th Street, between "F" Street and "G" Street, and a portion of
Berkeley Street, between 7th Street and 8th Street. The request was submitted by the San
Bernardino City Unified School District. The School District is preparing for the future
development of Jones Elementary School and the expansion of the parking lot adjacent to the
adult school located at the northwest comer of Base Line Street and "E" Street. A portion of the
alley between Acacia Avenue and "E" Street, south of 13 th Street, was previously vacated. Since
the physical alley no longer exists, this action will reflect the current condition of the alley.
Recently, the School District purchased the parcels located across from the existing adult school
parking lot. The School District is requesting the vacation of the alley between "F" Street and
Acacia A venue, south of 13th Street, in order to connect the existing parking lot to the proposed
parking lot. This would allow for vehicular movement between the lots and for the installation
of fencing around both parking lots.
The proposed vacation of 7th Street, between "G" Street and "F" Street, and a portion of
Berkeley Street, between 7th Street and 8th Street, is necessary for the construction of Jones
Elementary School. Currently, the School District owns all ofthe properties fronting 7th Street,
between "G" Street and "F" Street on the north and south sides, with the exception of the parcel
located on the northeast comer of 7th Street and "G" Street, as shown on the attached map. The
School District is planning to construct an east-west connector street that would link the north
portion of Berkeley Street with "F" Street. The north portion of Berkeley Street would not be
included in the vacation and would continue to serve as public ingress and egress to the abutting
parcels.
If authorization to proceed is given, all affected City departments, utilities and property owners
will be contacted for comments or any possible conflicts with any existing utilities.
FINANCIAL IMPACT:
None. Applicant has paid the first half of the processing fee and will pay the remainder prior to
the legal proceedings.
RECOMMENDATION:
Staff recommends that authorization to proceed with the proposed vacation be given and that
Plan No. 109lOA and 109lOB be approved.
