" , CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution awarding a bid and authorizing the issuance of a purchase order to Synchronex for the delivery of twenty-five (25) traffic signal battery backup systems (BBS) in an amount of $109,770.31. Background: Traffic signals in the City of San Bernardino are powered from the Southern California Edison Company power grid. When power outages occur, traffic signals in the affected area go "dark." The California Vehicle Code requires drivers to treat a dark signal as a 4-way stop sign; however, for increased visibility, it is desirable to provide back-up power to the signal to maintain the signal in flash mode during power outages, The California Energy Commission is providing matching grant funding to install BBS for intersections with light emitting diode (LED) traffic signals. The BBS process was initiated with the passage of Senate Bill 84. All cities and counties that have retrofitted their traffic signals with LED are eligible to apply. The City qualifies for the grant application process since we have recently converted to LED traffic signal lighting to significantly reduce energy consumption. There are presently 245 signalized intersections in the City. Battery backup systems have been installed at three recently constructed signalized intersections. Based on the knowledge and working experience of the City Engineer and Traffic Engineer, 25 of the remaining 242 intersections were selected for BBS installation. The Grant application required the City to evaluate and prioritize the proposed candidate intersections. The intersections chosen are located primarily along high-speed heavily traveled arterial roadways, with significant school- aged pedestrian activity, and where traffic safety concerns are a constant issue. There is probably enough flexibility within the BBS Program to allow for the substitution of equally or higher rated intersections, should the need arise. Attached is a list of 25 locations, which have been determined by the City Engineer and Traffic Engineer to have the highest priority for installation of BBS systems based on the evaluation criteria established by the Grant Program. The City's Purchasing Department sent an request for bids to five local Southern California traffic signal hardware vendors, requesting a cost estimate for the purchase of (25) BBS units. One vendor responded to the request. Synchronex submitted a bid on 9/22/03 for $109,770.31 to cover the cost of the (25) BBS units. Therefore, the cost of the BBS project is $109,770.31, including sales tax. This includes the cost of 25 BBS units at an estimated cost of approximately $4,390.81 per unit. The California 2 , ." r .' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report (Continued) Energy Commission will reimburse the City $66,500, which is approximately 66% percent of the cost of the BBS hardware up to $102,300.00. Long Term Maintenance: There is a future cost that will be incurred to maintain and/or replace the BBS units. The BBS batteries have a two-year warranty. A sales representative (SYNCHRONEX) who distributes the BBS units recommends that the "six-pack" battery unit be replaced every five years. The six-pack replacement cost is $980/unit or $163 per single battery replacement. It is estimated that batteries will have to be replaced every five years at an approximate total cost of $25,000. Reasons for Power Failure: Traffic signals at intersections are disrupted for reasons such as power blackouts, vehicle accidents damaging/severing power supplies and weather conditions (including wind and roadway flooding), causing damage to some portion of the power grid or direct source of power to the intersection. The recent windy inclement weather that has swept the Inland Empire during the past several days serves as an example of why the proposed battery backup systems can be beneficial to guarantee roadway safety and reduce weather power outages with related manpower maintenance requirements. Duration of Loss of Power: The Traffic Signal and Street Lighting Supervisor reports that the typical duration of a power outage averaged approximately 2 hours. Approximately 20% percent of the intersections city-wide experienced outages of up to 13 hours during the past 12 months. Approximately 49 intersections had power outages that disrupted signal operations during the past 12 months. Batterv Backup Operations: The Battery Backup System (BBS) or uninterruptible power system (UPS) is designed for transportation and traffic applications. Upon loss of utility power the BBS unit inserts battery power into the system via a supplied Power Interface Module (PIM). In case of UPS failure and/or battery depletion, the PIM will ensure that the UPS will drop out and upon return of utility power, the traffic control system will default to normal operating mode. The BBS will provide a minimum of 4 hours of power to intersection (in red flash mode) after a power outage and the signal will resume its programmed phasing when the regular power is restored. Financial Impact The hardware cost of the BBS project is $109,770.31. The City will be reimbursed for approximately 66% percent of the hardware costs up to a maximum hardware cost of $102,300.00, or $66,500, from the California Energy Commission after completion of the work. The balance of the hardware cost, in the amount of $43,270.31, will be taken from Account No. 250-370-5504-7338 "TC04-02 Traffic Signals and Improvements at Various Locations." City electrical employees will perform the labor, which will be charged to the current fiscal year operating budget. The FY 03-04 budget includes the expenditure and revenue reimbursement for this project. 3 I., . ,- .' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report (Continued) The continuing long-term cost of replacing the batteries is estimated to be approximately $25,000 each five-year period for the 25 intersections proposed to be equipped with BBS. This amount will be included in future operating budgets for the Traffic Signals and Lighting Section. In December of 2003, staff applied for a one year extension of the grant, which was scheduled to expire on December 31,2003. On January 20,2004, a letter (copy attached) was received from the California Energy Commission indicating that all grant extensions are currently on hold as a result of a recently issued spending freeze in response to California's budget crisis. The letter further advises that any expenditure made outside the term of the Agreement will be at the City's own risk. Staff believes this battery backup project is a worthwhile project with or without reimbursement. It will improve traffic safety at the listed intersections, reduce the cost of calling out stand-by personal to set stop signs at dark signals, and reduce the City's liability associated with dark traffic signals. Therefore, we recommend that the City proceed with the project. If grant funds do not become available, then sufficient funds are available from Account No. 250-370-5504-7338 "TC04-02 Traffic Signals and Improvements at Various Locations" to cover the entire cost of the hardware purchase .
