Resolution awarding contract to Ross A. Guy & Son, General Engineering Contractors, Inc. for Sewer
Improvements on State Street (SW 04-14), Roosevelt Avenue (SW 04-15), Lugo Avenue (SW 14-19),
Sepulveda Avenue (SW 04-03), Walnut Street (SW 04-27) and Additive Muscott Street (SW04-39) per Plan
No. 10815.
Background:
This project bid included six (6) of the twenty-six (26) sewer projects proposed in the FY 2003/04 CIP. The
individual projects are:
(SW 04-14) State Street -- 16th Street to Lincoln Avenue
(SW 04-15) Roosevelt Avenue -- Macy Street to State Street
(SW 14-19) Lugo Avenue -- Highland Avenue to 27th Street
(SW 04-03) Sepulveda Avenue -- 4th Street to 5th Street
(SW 04-27) Walnut Street -- Muscott Street to San Marcus Street
(SW 04-39) Additive Muscott Street -- Congress to Walnut Street
Plans and Specifications for Sewer Improvements on State Street (SW 04-14), Roosevelt Avenue (SW 04-15),
Lugo Avenue (SW 14-19), Sepulveda Avenue (SW 04-03), Walnut Street (SW 04-27) and Additive Bid
Schedule No. One -- Muscott Street (SW 04-39) have been approved. Bids have been received and the
construction project is ready to be awarded.
This project was advertised locally in the San Bernardino County Sun Newspaper, F. W. Dodge Company,
Reed Construction Data, Bid America Electronic online Plan Room, Construction Data (Hot Sheet),
Construction Bid Source, the City's web site, and with the San Bernardino Area Chamber of Commerce.

STAFF REPORT - Continued
The additive bid is for Muscot! Street, Congress Street to Walnut Street (SW 04-39), which was scheduled
for FY 2007/2008. This section is an extension of the Walnut Street Project (SW 04-27) and, at the time of
bidding, staff felt that cost savings could be realized by bidding SW 04-39 with SW 04-27. Sufficient funding
is available to fund the basic bid plus the additive bid, therefore, the additive bid is proposed to be included in
the contract.
The estimated project costs are as follows:

Contingencies $ 60,500.00
Inspection and Contract Administration $ 40,375.00
Total $535,000.00
If the project is awarded, it is anticipated that construction can start in February of 2004, and be completed
by May of 2004.
Finaucial Impact:
Funding in the total amount of $458,400.00 for these projects were approved in the FY 2003/04 CIP budget.
There is also available $76,600.00 from the unencumbered sewer fund balance that can be used.

Based on the above table the Finance Department will need to adjust each of the sewer projects budgets to
agree to the last total column (budgets will be rounded to the nearest $100).
Recommendation:
1. Adopt Resolution; and
2. Authorize the Director of Finance to amend the FY 2003/04 Sewer CIP budgets for the projects indicated
in the staff report.

ENGINEERING CONTRACTORS, INC. FOR SEWER IMPROVEMENTS ON STATE
STREET (SW 04-14), ROOSEVELT AVENUE (SW 04-15), LUGO AVENUE (SW 04-
19), SEPULVEDA AVENUE (SW 04-03), WALNUT STREET (SW 04-27), AND
ADDITIVE MUSCOTT STREET (SW 04-39), PER PLAN NO. 10815.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Ross A. Guy & Son, General Engineering Contractors, Inc. at 40680
Vista, Murrieta, CA, 92562 is the lowest responsible bidder for construction of sewer
improvements on State Street (SW 04-14), Roosevelt Avenue (SW 04-15), Lugo Avenue (SW
04-19), Sepulveda A venue (SW 04-03), Walnut Street (SW 04-27), and Additive Muscolt Street
(SW 04-39), per Plan No. 10815. A contract is awarded accordingly to said bidder in a total
e 14 amount of 5403,750.00, with a contingency amount of 560,500.00, but such award shall be

effective only upon being fully executed by both parties. All other bids, therefore, are hereby
rejected. The Mayor is hereby authorized and directed to execute said contract on behalf of the
City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or

Avenue (SW 04-15), Lugo Avenue (SW 04-19), Sepulveda Avenue (SW 04-03), Walnut Street
(SW04-27), and Additive Muscott Street (SW04-39), per Plan No. 10815.
I am providing you with one certified copy of Resolution 2004-35 and four (4) sets of original
