Speed Limit on "E" Street between Hunts Lane and Century Avenue. Background: The Traffic Engineering Section of the Development Services Department has received several complaints/concerns relative to the lack of a speed limit on "E" Street between Hunts Lane and Century Avenue. Since there is no established speed zone within this section of "E" Street, the maximum speed limit is sixty-five (65) m.p.h. Staff concurs with the concerns raised and feels that this speed limit is too high for this area. Consequently, a study was initiated to establish a speed zone. The adjacent segment to the north has already been established a 40 m.p.h. speed zone. The following are the results of the evaluation: "E" Street is classified as a Major Arterial in the City's General Plan. There is approximately one mile in length between Hunts Lane and Century Avenue. The width of the street generally varies from seventy (70) to seventy-three (73) feet. Approximately 10,300 vehicles travel through this section of "E" Street on a 24-hour period. Three speed surveys were conducted within this area. Averages 44 m.p.h. 38 m.p.h. * NOTE: Critical speed is the speed at or below of which 85 percent of the traffic is moving. Based on the State Traffic Manual, it is one of the most important components in determining an appropriate speed limit for a particular section of a road. Pace speed is the ten-mile increment of speed containing the largest number of vehicles in a survey. Based on the above data, staff recommends that a 40 m.p.h. speed limit be established on "E" Street between Hunts Lane and Century Avenue. The recommended speed limit is consistent with the average of the critical speeds (44 m.p.h.). Additionally, the proposed speed limit is consistent with the existing 40 m.p.h. speed limit on "E" Street north of Century Avenue. Financial Impact: The estimated cost of $ 800.00 for installing the new speed limit signs will come from Account No. 001-187-5111 (Signing and Striping Materials). The foregoing data was collected according to the methodology for Engineering and Traffic Surveys prescribed in Section 8-03.3 (B) (2) (c) of the Traffic Manual of the Department of Transportation of the State of California. Measurements were made by means of a radar device under conditions designed to determine the actual speed of unimpeded traffic. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1: Section I 0.52.030 of the San Bernardino Municipal Code is amended to add the following street to those currently listed in Section 10.52.030: " 10.52.030 FORTY MILES PER HOUR In accordance with and pursuant to the authority of Sections 22357, 22358, and 22360, of the California Vehicle Code, the Mayor and Common Council do hereby determine and declare upon the basis of an engineering and traffic survey that a prima facie speed limit of forty miles per hour shall be established upon the following streets or portions thereof in the City: 'E' Street: Between Hunts Lane and Century Avenue."
