Recommended Motion:
Approve the Development Services Department classification and salary adjustments to be
effective January 16, 2004, with the following motions:
1. Increase Engineering Associate and Construction Engineer, Range 2485, $4,987-
$6,0621month, five percent (5%) to Range 2495, $5,242-$6,3721month.
2. Establish full-time classification of Senior Civil Engineer at Range 4529, $6,211-
$7,549/month, and modify job description of Senior Engineer.
3. Reclassify City Planner, Range 4518, $5,879-$7,146/month, to Deputy Director/City
Planner, Range, 4559, $7,213-$8,767/month.
4. Reclassify one (1) vacant Senior Planner position, Range 2496, $5,268-$6,403/month,

Staff Report
Subject:
Implementation of classification study of Engineering and Planning positions in Development
Services Department.
Background:
The Development Services Department has been experiencing difficulty in recruiting and
retaining certain engineering and planning positions. A request was made to Human Resources
for a salary survey of those positions. The recommendations below include those positions
meriting an increase as well as other changes for organizational purposes:
Increase Engineering Associate and Construction En~neer five percent (5%)
Salary survey results show the City is paying approximately 3.5% below the average Associate
Engineer salary for comparable positions in the local area. We are recommending a 5% salary
increase to these two positions to bring top step to $6371/month (see Attachment A). These two
positions should receive the same increase due to internal salary structure issues.
Establish full-time classification of Senior Civil Engineer and modify iob description of Senior
Engineer
Modify current Senior Engineer job description to no longer require a professional engineer
license. This position will be eliminated when the current incumbent leaves the City. We are
recommending the creation of a new classification of Senior Civil Engineer with a professional
engineer license requirement. All future vacancies will be filled with this classification and
minimum requirement.
Reclassify City Planner to Deputy Director/City Planner
This position is the top planner in the Development Services Department and is responsible for
planning, organizing and directing the City's current and advanced planning programs. The
Mayor, City Administrator, City Attorney's office, EDA, IVDA, and other City departments rely
heavily on the City Planner to research and prepare special and complex studies and projects,
often outside of what would be considered in the realm ofland use planning. The City Planner
holds a highly visible position, providing assistance and making presentations to the Planning
Commission, City Council, and numerous other commissions, boards, and agencies. The position
supervises and administers key activities such as the General Plan, Development Code, and
environmental codes. Due to the critical role this position takes in the Department, I am
recommending it be reclassified to a Deputy Director level.
Salary survey results show the City is paying 20% below the average for comparable positions in
the local area. We are recommending approximately 22.7"10 increase to bring top step to
$8767/month (see Attachment B). This increase will recognize the new assistant department
head function of this position and provide an appropriate 15% differential between this position
and the Principal Planner.
Reclassifv one (1) vacant Senior Planner position to new classification ofPrinciDal Planner
For organizational structure purposes we are recommending the establishment of a Principal
Planner classification (see Attachment C).
Currently, the Planning Division has four (4) positions one (I) Assistant Planner, two (2)
Associate Planners, and one (I) Senior Planner) capable and primarily devoted to current
planning/permit processing, and one (I) vacant Senior Planner position, and the City Planner.
The City Planner is the only position in the Planning Division with the experience and
knowledge necessary to handle complicated advanced planning and special studies. Thus, these
types of plans and studies can only progress as fast as the City Planner can dispense with day-to-
day current planning activities (such as variances, conditional use permits, zone changes, etc.)
and salvage some time to spend on long range planning and special studies. The position of
Principal Planner will provide a higher level of knowledge, experience, and capabilities not
available at the levels of Senior Planner, Associate Planner, and Assistant Planner. This position
is capable of assisting the City Planner in providing quality man-hours dedicated to the update of
the City's General Plan, specific plan, complicated amendments to the Development Code,
preparing and processing the more complex environmental studies, addressing legal issues with
the City Attorney's office, and training subordinates. The Principal Planner position would be
expected to playa key role in providing support to the Planning Commission and Development!
Environmental Review Committee, and provision ofland use and development processing
information on some of the large and high priority projects such as IVDAlHiIlwood, Lakes and
StreamsIDowntown Revitalization, and other redevelopment! economic development activities.
Financial Impact:
The total annual cost to implement the proposed reorganization is approximately $26,000. The
proposed changes to the various engineering positions cost approximately $15,100 annually and
the proposed changes to the planning positions cost approximately $10,900 annually. It is
proposed that the increased costs for FY 03-04 be paid for from salary savings that Development
Services has generated this year as a result of the many vacancies they have had. For FY 04-05
as much of the increased cost as possible will be budgeted to be paid from various CIP projects
and any balance that remains that cannot be charged to a CIP project will be absorbed with the
existing Development Services budget.
Recommendation:

SUMMARY DESCRIPTION
Under administrative direction from the Develooment Services Director, develops, organizes,
manal!es. and directs the activities and operations of the Planning Division and assists the deoartment
director in manal!inl!. suoervislnl!. and coordinatinl! the activities and ooerations of the
Develooment Services Deoartment: performs a variety of complex and responsible professional
planning work; advises, assists and administers policies established by the Planning Commission, the
Mayor and the Common Council on matters conceming the orderly growth of the City; coordinates
assigned activities with other City departments and outside agencies; provides complex administrative
support to the Director; acts in the absence of the Director; and performs related duties as required.
ORGANIZATIONAL RELATIONSHIPS
The class of Deouty Director/City Planner is a division head and is also at the working-supervisory
level in the planning series. Supervision is received from the D;'ector of Development Services.
Supervision is exercised over professional staff as assigned.
REPRESENTATIVE DUTIES
The following duties are typical for positions in this classification. Any single position may not perform

I. Provides courteous and expeditious customer service to the general public and City department
staffs.
2. Assumes manal!ement resoonsibility for assll!ned services and activities. and holds a hil!hlv

3. Participates in the development and implementation of department goals, objectives, policies and
procedures; recommends and implements resulting policies and procedures.
4. Directs, oversees and participates in the development of the department work plan; assigns work
activities, projects and programs; monitors work flow; reviews and evaluates work products,
methods and procedures; coordinates work plan and problem solving sessions with development-
related departments and outside agencies.
5. Develops, organizes and directs work and personnel relative to all phases of the development
permitting and review process; develops and reviews staff reports related to planning; acts as staff
advisor to the Planning Commission, Development/Environmental Review Committee, Mayor and
Common Council, and other City departments.
6. Confers with architects, engineers, developers, outside agencies, and the general public in acquiring
information and coordinating current planning cases; facilitates pre-<1evelopment and issue
resolution meetings between development customers and City staff to identify and resolve
regulatory issues; responds to and resolves difficult and sensitive citizen inquiries and complaints.
7. Prepares various reports for the Director of Development Services; oversees the development and
presentation of annual reports on cost effectiveness of various programs.
8. Prepares complex written materials such as amendments to the City's Municipal Code requiring in-
depth analysis and understanding of complex regulations and the structure of other governmental
agencies; researches and advises on regulations.
9. Monitors and evaluates the City's General Plan and Develooment Code for consistencv with
state laws. effectiveness. and relevancv to City oolicies.

10. Screens and evaluates applications for conditional use permits, subdivisions, development permits,
and variances; accepts and reviews applications for completeness before presentation to committees
and the Planning Commission; confers with applicants on presented plans; reviews environmental
impact data and makes recommendations.
11. Reviews and resolves site design problems; conducts preliminary development review meetings;
negotiates with developers to modify site plans; reviews zoning case files and legal notices; drafts
Planning Commission agenda items.
12. Plan-checks building permit requests, conferring with building inspectors, officials, architects,
developers and others; reviews plans and drawings to ensure compliance with approved plans and
City ordinances; prepares requests for proposals, evaluates proposals and monitors consultant work.
13. Initiates correspondence to developers and the public; responds to correspondence and answers
questions from the public regarding planning issues.
14. Interprets and applies zoning ordinances; prepares maps, charts and graphics; performs site
inspections; reviews final plans to ensure conformance with conditions of approval; prepares and
presents staff reports to committee, commissions and Council; directs the review of the City's
comprehensive general plan and area plans; researches and prepares new ordinances.
15. Participates in the selection, training, motivation and evaluation of Planning division's personnel;
provides or coordinates staff training; works with employees to correct deficiencies; implements
discipline and termination procedures.
16. Participates in the preparation and administration of assigned program budget; forecasts funds
needed for staffing, equipment, materials and supplies; monitors and approves expenditures;
recommends adjustments as necessary.
17. Serves as staff on a variety of boards, commissions and committees; prepares and presents staff
reports and other necessary correspondence.
18. Provides responsible staff assistance to the Director of Development Services.

innovations in the field of Planning.

Minimum Oualifications
Bachelor's degree in land use planning, or closely related field and six (6) years of planning
experience with two (2) years of supervisory level professional planning experience. A Master's
degree in land use planning or closely related field may be substituted for one (I) year of the required
non-supervisory experience.
License or Certificate:
Possession of a valid Class "C" California Driver's License is required. For out-{)f-state applicants, a
valid driver's license is required. A valid Class "C" California Driver's License must be obtained
within ten (10) days ofappointrnent (CA Vehicle Code 12405c).
