Synopsis of Previous Council Action:
The Mayor and Common Council have approved application and administration of Community
Foundation funds for the administration of the Senior Companion Program since 2002.
January 13, 2004 - Heard by Grant Ad Hoc Committee and recommended for approval.

Staff Report
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor or her designee to apply for and administer a grant from the Community Foundation
Serving Riverside and San Bernardino Counties in the amount of $10,000 to supplement the
Senior Companion Program for the period of May 1,2004 through April 30, 2005.
Background:
The Senior Companion Program is one in which low-income seniors serve as companions for
frail elderly or disabled persons to help them to remain in their own homes or return to their own
homes, thus avoiding institutionalization. The Senior Companions are volunteers who, because
they are low income, receive an untaxed stipend of $2.65 per hour plus help with the lunch and
transportation. This enables low-income seniors to serve as volunteers, thereby keeping them
active and in their own homes as well as the clients they serve. The Community Foundation has
supported the Senior Companion Program since November 2002. This $10,000 will fund 2
Senior Companions for 12 months (May I, 2004 through April 30, 2005).
The SCP will need to provide an additional $1,960.40 in funds to complete this grant. The
additional funds required will be allocated from the SCP trust account as follows: $1,000.00
donated by the Friends of San Bernardino City Parks, Inc. and $960.40 collected throughout the
year by SCP fundraisers (i.e. candy sales, bake sales, etc.).
Financial Impact:
There is no financial impact to the General Fund.

Application Information
Application Procedures
. All applicants, especially first-time applicants, should speak to the Director of Grant
Programs, Cathy Cooney, prior to submitting a request. Call our office at (909) 684-4194 or
send an e-mail toccooney@thecommunityfoundation.net. We encourage agencies to
consider applying even if they do not have extensive grant writing experience.
. Grant calendars and the Grant Application Form are available from the Foundation's web
page at www.thecommunitvfoundation.net
. . We do not accept hand written letters and we discourage using a typewriter due to the poor
quality print.
· You may submit a rough draft for feedback by faxing it to (909) 684-1911 or sending it by
email toccooney@thecommunityfoundation.net. Rough drafts are due a minimum of two
weeks before the grant application deadline. Pre-submission assistance with your grant
proposal is first come, first serve.
. The final copy of the Grant Application and the ancillary documents should be mailed or
delivered to The Community Foundation at 3880 Lemon Street, Suite 300, Riverside, CA
92501. We do not accept postmarks and we cannot accept late requests.
. After the application has been submitted, the program staff may call to schedule a site visit,
depending on the agency and the nature of the request.
· The date when agencies are notified of the funding decision is listed in the Grant Calendar
and is usually immediately after our Board meetings on the second Monday of April and
October.
Application Packet
Please submit ONE set of the following:
· Completed Grant Application with Narrative (maximum of five pages).
. Explicit approval of your proposal by your Board of Directors.
A copy of your Board meeting minutes indicating that the Board approved the request to The
Community Foundation OR a letter signed by the Board President are adequate
documentation.

· Your most recent audit or year-end financial statement.

(Public agencies do not need to submit this document.)
Final Notes
· Please do not send in multiple requests for the ~ grant cycle unless you are seeking a
grant from more than one fund.
· We cannot accept multi-year grant requests at this time.
· The Community Foundation does not have a mailing list to inform agencies of changes in our
grant making practices. All announcements are distributed through the e-mail list of the
Resource Center for Nonprofit Management. Please call the Resource Center at (909) 686-
2890 to be added to their mailing list if you wish to receive updates. (The service is free.)
· All grant decision are make by the Board of Directors so the encouralZement or enthusiasm of
Drogram staff is not an indication or lZUarantee of fundinlZ.
· We receive far more requests than we carmot afford to fund. Whether you receive a grant or
,not, you are welcome to apply again.

2004 Grant Guidelines
Mission of Tbe Community Foundation
Weare dedicated to strengthening our communities by meeting the needs and enhancing the
lives of individuals in Riverside and San Bernardino Counties in partnership with philanthropic
individuals, community leaders, and the nonprofit sector. This is accomplished through building
permanent endowments, making prudent grants for charitable causes, being a catalyst to solve
community concerns and strengthening nonprofit organizations.
Grant Parameters
Nonprofit 501(c)(3) or public agencies (in limited circumstances) may apply for grants for
programs, activities or equipment that will primarily benefit the residents of Riverside and/or San
Bernardino Counties.
Community Impact Fund
The Community Impact Fund comprises the Foundation's unrestricted grant money. The
Foundation accepts a wide variety of requests for Community Impact grants so the process is
very competitive. Grants from tbe Communitv Impact Fund are normallv limited to)a
maximum of SI0,OOO. Because of the large number of requests we receive for the Community
Impact Fund (CIF), we have made the following changes:
. Effective immediatelv The Community Foundation will only accept applications from
501(c)3 organizations that can document on-going operations and nonprofit status for at least
three years.
. As of January 2003 Organizations may only apply to the Community Impact Fund once very
12 months. (Not applicable in 2004 since there will only be one CIF grant cycle).

Funding Categories for the Community Impact Fund
. Health & Human Services
Promoting access to healthcare for all residents and helping individuals and families obtain
basic services to promote an improved quality of life.
· Youth & Families
Enhancing opportunities that promote academic achievement and posItive youth
development and developing family support services that foster learning and growth.
· Afts & Culture
Encouraging creative expression and providing opportunities for enjoyment of cultural
activities and art forms.
· Civic & Public Benefit
Building a sense of community and promoting civic participation.
Field of Interest Funds
Field of interest funds are restricted to a specific program area or geographic area. Those
restrictions are made by the fund donors. The size of these grants vary based on the asset size of
each fund. The general criteria used for the Community Impact Fund also apply to the field of
interest funds. When a field of interest fund benefits a specific community, a local advisory
committee reviews grant proposals and makes funding recommendations. The current field of
interest funds, which accept competitive proposals, include:
· Bank of America Hemet Community Benefit Fund-Benefits the residents of the City of
Hemel.
· Idyllwild Community Fund-Benefits the residents of the mountain communities around
Idyllwild.
· Irene S. Rockwell Fund-Benefits the residents of the city ofPerris.
· James Bernard and Mildred Jordan Tucker Fund-Benefits wheelchair users. (ADA
compliance projects are eligible.)
· Bertha M. Green Fund-Provides funds for the care of domestic animals.
· Fred and Eva V. Stebler Fund-Provides funds for the treatment and care of indigent children
in Riverside County, with a strong emphasis on children with special needs.

Grants are generally not made for:
· on-going operating expenses.
· retroactive funding for cost already incurred.
· paying off deficits or existing obligations.
· endowment, capital fund or annual fund appeals.
· capital projects, i.e. construction of new buildings
· direct support of individuals.
· sectarian programs or fraternal organizations.
. event sponsorships.
· research or development activities.
· school or college-based extracurricular activities.
· partisan activities.
· re-granting purposes.
Assessing Grant Outcomes
Grant requests should provide information about the expected outcomes.
· What will look different in the community as a result of our investment? For whom will it
look different?
· How will the capacity of individuals or communities to maintain and improve their quality of
life be enhanced?
· In what ways will organizations, collaboratives and networks of stakeholders be
strengthened?

· Cornerstone Fund-Provides funds for emergency needs, i.e. loss of equipment due to theft or
natural disasters. (We have a separate, expedited application process for this fund. Please
call the Director of Grant Programs for details.)
· Seraphim Fund (New fund)-Aids women and children, including the economically
disadvantages, victims of domestic abuse, and those suffering from physical or mental illness
or substance abuse.
· Walt Whitman Endowment Fund-Supports activities that promote mutual tolerance and
respect between the gay and lesbian communities and the community at large.
· Arts & Culture Fund (No grants will be made from this fund in2004)-Supports arts and
culture activities in the City of Riverside.
Grant making Objectives for all Competitive Funds
· Benefit the neediest and most underserved segments of our communities
· Maximize resources and efficiency through collaboration
. Promote values of personal responsibility and self-sufficiency
· Increase community involvement and volunteerism
· Support early intervention and prevention of social problems
Funding Preferences
Preference is given to organizations:
· located within the two-county area.
· with strong, community-based boards and sound fmancial practices.
· with a proven ability to carry out programs consistent with their mission and with a history of
successful overall operations.
Preference is given to projects:
· that are perceived as a high need in the community being served.
. that fill a gap in service.
. that benefit a large nmnber of residents.
· that enhance collaboration and/or make the delivery of services more effective and efficient.
· that have clear objectives and can docmnent successful outcomes.
· that expand successful programs to serve additional residents or new geographic areas within
the two counties.
· that serve remote areas or areas that have received little Community Foundation funding.
