STAFF REPORT
Subject:
Authorization to declare Pumalo Street a "Through Highway" from Del Rosa Avenue to Date
Place.
Background:
The Traffic Engineering Section of the Development Services Department received a request
from the County of San Bernardino to concur with their recommendation to declare Purnalo
Street a through highway from Del Rosa Avenue to Date Place. Declaring Pumalo Street a
through highway basically means that stop signs will be installed on all approaches crossing the
street within this area. The City has jurisdiction over two approaches to Purnalo Street within
these limits. One of these approaches (Osbun Road) is already controlled by a stop sign. The
other approach (Taylor Road) remains uncontrolled. Traffic Engineering staff evaluated the
request.
Pumalo Street is classified as a collector in the City's General Plan. Traffic counts, taken by
the County, show that this street carries approximately 3,000 vehicles in a 24-hour period.
Based on this data, staff recommends that the City concur with the County and declare this
section of Pumalo Street a through highway.
Approval of the proposed action will mean that the City will install a stop sign on Taylor
Road's approach to Purnalo Street. All the other uncontrolled approaches to Pumalo Street,
within this area, are under the jurisdiction of the County of San Bernardino. Consequently,
installation of the stop signs on these approaches will be their responsibility.
Financial Impact:
The estimated cost of $ 400.00 for installing the new stop sign will come from Account No.
001-187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolution.

B. PETITION WARRANTS FOR LOCAL RESIDENTIAL STREETS

Use only at residential street intersections excluding arterials, collectors, local collectors, where ADT do not

high pedestrian use facility.
B-6. Pedestrian volume greater than 480 unitslhr in any B hour period.
The combined vehicular and pedestrian volume crossing the major
B-7 street exceeds 125 units during at least two hours where at least 200
vehicles enter the intersection each hour from all approaches during
any B-hour period.
B-B. One approach of the intersection is a driveway serving a
commercial area.
B-9. One approach of the intersection is a driveway servicing a
residential property.
Pass through (non-local traffic) on the subject residential street
exceeds 50 vehicles per hour and exceeds 40"16 of the vehicle traffic
B-10 during the hours from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00
p.m: on a non-holiday Tuesday, Wednesday, or Thursday, with local
traffic defined as vehicles traversing/commuting through the
neighborhood.

exceeds 600 units during any hour at an intersection.
Less than desirable pedestrian or vehicular conditions not listed

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION I: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by adding Subsection (14.23) PUMALO
STREET to read as follows:
