Subject:
Authorization to establish a 4-way stop at the intersection of Meyers Road at Olive A venue.
Backl!:round:
Development Services Staff received a request from the Verdemont Neighborhood Association to
install a 4-way stop at the intersection of Meyers Road and Olive A venue. The requestors feel
that installation of a 4-way stop at this intersection will enhance traffic safety.
Both Meyers Road and Olive A venue are classified as local, residential streets within this area.
Consequently, the request was evaluated in accordance with City's Administrative Policy for Stop
Sign Installation. The requestors circulated a petition that was prepared by staff and signed by
residents in the vicinity of the intersection.
Traffic Engineering Section staff evaluated the request. Pursuant to the evaluation, staff has
determined that this intersection meets Warrant "B" of the Administrative Policy (see
attachment). This warrant is satisfied when sixty (60%) percent of the residents located within
six-hundred (600) feet of the proposed stop signs, sign a petition agreeing to their installation
and, that at least two other criteria are met. In this case, criteria B-3 and B-4 are met. Part B-
3 of the warrant is met when one or more of the streets leading to the intersection is at a grade
of more than 5% percent (Olive Avenue is at a 5.6 % percent grade at the intersection). Part
B-4 is met when one or more of the approaches to the intersection does not meet the minimum
sight distance requirements. In this case, landscaping on the northwest corner of the
intersection is causing visibility problems for the eastbound approach to the intersection as you
look north.

Since this intersection meets Warrant "B" of the Administrative Policy for Installation of Stop
Signs, staff recommends the installation of a 4-way stop at the intersection of Meyers Road and
Olive Avenue.
The attached Resolution also contains a correction. Several stop signs were installed on the
approaches to Meyers Road between Olive Avenue and Walnut Avenue when a new tract was
recently completed. For consistency, it is recommended that these stop signs be included in
Resolution No. 655.

RESOLUTION NO. 655 ENTITLED, IN PART, "A RESOLUTION...
DESIGNATING CERTAIN STREETS, OR PORTIONS THEREOF AS
THROUGH HIGHWAYS..." AND ESTABLISHING A 4-WAY STOP AT THE
INTERSECTION OF MEYERS ROAD AND OLIVE AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (13.2)
OLIVE A VENUE to read as follows:
"( 13.2) OLIVE AVENUE (Verdemont)
(A)At its intersection with Belmont Avenue (4-Way Stop).
(B) At its intersection with Meyers Road (4-Way Stop).
(C) From Belmont Avenue to and Including Garfield Street."
SECTION 2: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by adding Subsection (9.95)
MEYERS ROAD to read as follows:
"(9.95) MEYERS ROAD
(A) At its intersection with Olive Avenue (4-Way Stop).
(B) From Olive Avenue to Walnut Avenue."
