5/05/03 Council rejected all proposals and directed staff to conduct a new RFP process to obtain

9/02/03 Council authorized the Director of Development Services to solicit proposals for
Professional Civil Engineering Services for the design of a sanitary sewer line to replace or
parallel approximately 5,176 linear feet of existing l2-inch main with a l5-inch sewer main in
Arrowhead Avenue from Mill Street to Chandler Place, including CIP No. SW04-25; and that the new
RFP format be authorized for use for future Public Works Projects.

Subject:
Authorization to execute Agreement for Professional Services with Associated Engineers, Inc.
for design of sanitary sewer main replacement in Arrowhead Avenue from Mill Street to
Chandler Place.
Background:
The Sewer Collection System Master Plan (SMP) was prepared under an agreement between the
City and Psomas for the purpose of studying the City's existing sewer system capacity, integrity
and the systems ability to handle future land use changes and redevelopment to the year 2020. It
is anticipated that 5 to 10 year master plan updates will be required to review historical growth
and future growth conditions. Psomas has made recommendations for improvements based on
the new land use information provided by the City, population projections obtained from current
census data, and data captures from temporary flow monitoring the City has contracted as part of
this project. Hydraulic modeling was used to determine system deficiencies and determine
sizing and alignments of new mains to eliminate deficiencies.
With the complexity and time constraints of this project, a consultant would have greater
resources to complete the designs needed in a timely manner. The consultant selected for this
project will follow the city's design standards and prepare a complete working set of
specifications and drawings ready for bidding.
The adopted FY 2003/04 Capital Improvement Program (CIP) contains the proposed Arrowhead
Avenue Main Sewer Line Project (SS04-25). The existing sewer line exceeds 100 percent
capacity. The Sewer Collection System Master Plan identified this improvement as a priority in
comparison to others. The project will replace approximately 5,176 linear feet of existing 12-
inch main with I5-inch sewer main in Arrowhead Avenue from Mill Street to Chandler Place.
Requests for Proposal (RFP) for Professional Services were sent to II civil engineering firms.
Proposals were received from the following consultant entities:

Interviews were scheduled with the three responding firms.
A selection committee consisting of Development Services Director James Funk, Acting City
Engineer Mike Grubbs, Project Manager/Associate Engineer David Philips, and Senior Planner
Aron Liang interviewed the three consultant firms.
The reviewers/evaluators unanimously rated as number one the team of Transtech Engineering,
Inc./Mapco Engineers, Inc. based on their qualifications and staffs previous experience with the
firm. The City Council's approved evaluation criteria were used. The forms illustrating the

Transtech/Mapco proposed a fee not to exceed the sum of $90,340, which includes $5,000 for
potholing and $5,000 for soils investigation.
Associated Engineers, Inc. proposed a fee not to exceed the sum of $48,433, which includes
$6,000 for potholing and made no mention of soils investigation.
Under the City's Municipal Code (Section 3.04.01OB3), the Mayor and Common Council are not
required to award to the most qualified consultant; but, may award based on extenuating and/or
compelling circumstances, such as a significant cost savings to the City. Associated Engineers,
Inc. is qualified and capable of doing the required work; and, in comparison to the proposed fee
ofthe number one rated consultant entity, at a significant savings to the City.
The Development Services Director is recommending that the number two rated consulting
entity (Associated Engineers, Inc.) be awarded the contract to design the main sewer line in
Arrowhead Avenue.
Financial Impact:
A total of $1,314,000 for the project was approved in the FY 2003/04 CIP to cover consultant
services, administration, inspection, and construction. The funding source is the Sewer Line
Construction Fund, Account No. 245-365-5504-7422 (Replace sewer main in Arrowhead
Avenue from Mill Street to Chandler Place). This award of contract would have the financial
impact of as much as $50,000: A not-to-exceed fee of $48,433 for this project, plus a $1,567
contingency (in the event the scope of work is needed to be expanded), for a total of $50,000.

AGREEMENT FOR PROFESSIONAL SERVICES
(FOR NON-FEDERALLY FUNDED PROJECTS)
This AGREEMENT is made and entered into this day of
2003, by and between the CITY OF SAN BERNARDINO, California, a municipal
corporation, hereinafter referred to as the "CITY" and Associated Engineers, Inc.,
hereinafter referred to as "CONS UL T ANT."
WITNESSETH:
A. WHEREAS, CITY has need for sanitary sewer design; and,
B. WHEREAS, CONSULTANT is competent, experienced and able to
perform said services; and,
C. WHEREAS, CONSULTANT has provided the most advantageous and
best proposal for the provision of such services;
NOW THEREFORE, the parties hereto agree as follows:
I.
SCOPE OF SERVICES
Consultant shall perform those services specified in the Proposal dated October
16, 2003, titled "Design of Sanitary Sewer Line Replacement/Upgrade at
Arrowhead A venue from Mill Street to Chandler Place" for preparation of plans,
specifications, and estimates for said project, attached and incorporated herein as
Exhibit 1, and as directed by the City of San Bernardino.
2.
TERM OF AGREEMENT
The services of Consultant are to commence after the City has authorized work to
start by issuance of a Notice to Proceed. This Agreement shall expire one year
from the date of this Agreement unless extended by written agreement of the
parties.
3. STANDARD OF PERFORMANCE
Consultant shall complete all work product and design in conformance with City
of San Bernardino Standard Specifications and Standard Drawings.
4. CHANGES/EXTRA SERVICES
A.
Performance of the work specified in the Proposal is made an obligation of
Consultant under this Agreement, subject to any changes made

subsequently upon mutual written agreement of the parties. Any change,
which has not been so incorporated, shall not be binding on either party.
5. COMPENSATION
A.
The City shall reimburse the Consultant for actual costs (including labor
costs, employee benefits, overhead, profit, other direct and indirect costs)
incurred by the Consultant in performance of the work, in an amount not
to exceed $48,433, with an additional contingency amount of$I,567, for a
total amount of $50,000, except that reimbursement shall not include
courier services, mileage or reimbursement for travel to the City to attend
meetings or conduct the activities. Actual costs shall not exceed the
estimated wage rates and other costs as set forth in the Proposal.
B.
Said compensation shall not be altered unless there is significant alteration
in the scope, complexity or character of the work to be performed.

Any adjustment of the total cost of services will only be permitted when
the Consultant establishes and City has agreed, in writing, that there has
been, or is to be, a significant change.
c.
The Consultant is required to comply with all Federal, State and local laws
and ordinances applicable to the work.
6. PAYMENT BY CITY
A. The billings for all services rendered pursuant to this Agreement shall be
submitted monthly by Consultant to City and shall be paid by City within
thirty (30) days after receipt of same, excepting any amounts disputed by
City. City retains the right to challenge all or any part of an invoice. All
tasks as specified in Proposal shall be completed prior to final payment.
7. SUPERVISION AND ACCEPTANCE OF SERVICES
A. The Director of Development Services of City or his designee, shall have
the right of general supervision over all work performed by Consultant
and shall be City's agent with respect to obtaining Consultant's
compliance hereunder. No payment for any services rendered under this
Agreement shall be made without prior approval of the Director of
Development Services or his designee.

8. COMPLIANCE WITH CIVIL RIGHTS LAWS AND AMERICANS WITH
DISABILITIES ACT
Consultant hereby certifies that it will not discriminate against any employee or
applicant for employment because of race, color, religion, sex, marital status,
national origin or disability. Consultant's hiring practices and employee policies
shall comply with applicable Federal, State and local laws. Such action shall
include, but not be limited to, the following: Recruitment and recruitment
advertising, employment, upgrading and promotion.
9. TERMINATION OF AGREEMENT
A.
This Agreement may be terminated by either party upon thirty (30) days
written notice in the event of substantial failure of the other party to
perform in accordance with the terms of this Agreement. Each party shall
have twenty (20) days following date of such notice within which to
correct the substantial failure giving rise to such notice. Consultant hereby
covenants and agrees that upon termination of this Agreement for any
reason, Consultant will preserve and make immediately available to City,
or its designated representatives, maps, notes, correspondence, or records
related to work paid for by the City and required for its timely completion,
and to fully cooperate with City so that the work to be accomplished may
continue. Any subsequent use of such incomplete documents shall be at
the sole risk of the City and City agrees to hold harmless and indemnify
Consultant from any claim, losses, costs, including Attorney's fees, and
liability arising out of such use.
B. This Agreement may be terminated for the convenience of the City upon
thirty (30) days written notice to Consultant. Upon such notice,
Consultant shall provide work product to City and City shall compensate
Consultant in the manner set forth above.
C. Following the effective date of termination of the Agreement pursuant to
this Section, the Agreement shall continue until all obligations arising
from such termination are satisfied.
10.
CONTINGENCIES
In the event that, due to causes beyond the control of and without the fault or
negligence of Consultant, Consultant fails to meet any of its obligations under this
Agreement, and such failure shall not constitute a default in performance, the City
may grant to Consultant such extensions of time and make other arrangements or
additions, excepting any increase in payment, as may be reasonable under the
circumstances. Increases in payment shall be made only under the "changes"
provision of the Agreement.

II. INDEPENDENT CONTRACTOR
Consultant shall act as an independent contractor in the performance of the
services provided for under this Agreement. Consultant shall furnish such
services in its own manner and in no respect shall it be considered an agent or
employee of the City.
12. ASSIGNMENT OR SUBCONTRACTING
Neither this Agreement, nor any portion thereof, may be assigned by Consultant
without the written consent of City. Any attempt by Consultant to assign or
subcontract any performance of this Agreement without the written consent of the
City shall be null and void and shall constitute a breach of this Agreement.
13. NOTICES
All official notices relative to this Agreement shall be in writing and addressed to

14. RESPONSIBILITIES OF PARTIES
Upon termination, or completion of all work under this Agreement, Consultant
will transfer ownership and title to City of all programs, reports, documents, plans
and specifications.
15.
INDEMNITY
Consultant shall indemnify, defend and hold CITY, its officers, employees and
agents harmless from and against any and all claims, demands, suits, actions,
proceedings, judgments, losses, damages, injuries, penalties, costs, expenses
(including attorney's fees) and liabilities. of, by, or with respect to third parties,
which arise from Consultant's negligent performance of services under this
Agreement. Consultant shall not be responsible for, and City shall indemnify,
defend and hold harmless Consultant from and against, any and all claims,
demands, suits, actions, proceedings, judgments, losses, damages, injuries,
penalties, costs, expenses (including attorneys' fees) and liabilities of, by or with
respect to third parties, which arise from the City's negligence. With respect to

any and all claims, demands, suits, actions, proceedings, judgments, losses,
damages, injuries, penalties, costs, expenses (including attorneys' fees) and
liabilities of, by or with respect to third parties, which arise from the joint or
concurrent negligence of Consultant and City, each party shall assume
responsibility in proportion to the degree of its respective fault.
16. LlABILlTYIINSURANCE
A. Consultant's liability to the City for injury or damage to persons or
property arising out of work performed by the Consultant and for which
legal liability may be found to rest upon Consultant other than for
professional errors and omissions, shall be a minimum of $1 ,000,000. For
any damage or injury on account of any error, omission or other
professional negligence, Consultant's liability shall be limited to a sum not
to exceed $50,000 or Consultant's fee, whichever is greater.
B.
The City will require the Consultant to provide Worker's Compensation
and Comprehensive General Liability Insurance, with coverage sufficient
to insure the Consultant's liability, as above required; and, such insurance
shall include the City, and each of it's officers, agents and employees as
additional insured with exception to additional insured under Worker's
Compensation.
C. Consultant shall provide evidence of insurance with a 10-day notice to
City of termination or material change.
17. VALIDITY
Should any provision herein be found or deemed to be invalid, this Agreement
shall be construed as not containing such provision, and all other provisions
which are otherwise lawful shall remain in full force and effect, and to this end
the provisions of this Agreement are declared to be severable.
18. ENTIRE AGREEMENT
This Agreement represents the entire and integrated understanding between the
parties hereto and supersedes all prior and contemporaneous negotiations,
representations, understandings and Agreements, whether written or oral, with
respect to the subject matter thereof. This Agreement may be amended only by
written instrument signed by both parties.

Engineer with the City of San Bernardino Water Department. Associated Engineers, Inc. has been involved in

Proposal for the Design of Sanitary Sewer Line
Replacement/Upgrade at Arrowhead Avenue from
Mill Street to Chandler Place
RELEVANT PROJECT EXPERIENCE
State Route 210, Segment 9, Sewer and Water Facilities Relocation, Rialto, California: Associated Engineers
is currently preparing plans and specifications for the relocation of several water, and sewer facilities for the City
of Rial to required for construction of the new SR-210 Freeway. The facilities will consist of I,SOO LF of water
mains, and 3,000 LF of sewer main, including three sewer lift stations. Associated Engineers, Inc. is providing
planning, plans, specifications, cost estimates, construction support, and coordination with Caltrans. The estimated
cost of the facilities is $1,500,000.
South Highland Avenue and Juniper Avenue Sewer Improvements, City of Fontana, California: This project
consists of the design of 5,000 LF of 10-inch sanitary sewer for the City of Fontana. The engineering services
included preliminary engineering to determine tributary areas and flows, sewer sizing analysis, plans and
construction specifications. This project also includes dry utility coordination, construction support during bidding
and construction inspection.
The Colonies at San Antonio, Upland, California: The Colonies at San Antonio is a 400 plus acre master planned
community in the City of Upland, which includes both residential and commercial development. Associated
Engineers provided engineering, surveys, mapping, Right-of-Way engineering, utility coordination and construction
staking services for domestic water, sewer, storm drain, new streets and site grading. This work included 51,900
LF of domestic water pipelines from 6-inch to 16-inch; 42,600 LF of S-inch sewer; and approximately 36,400 LF
of storm drain from IS-inch to 72-inch. Extensive analysis and modeling was conducted to facilitate the additional
demands on the systems as the project developed.

Jamey Dye, RCE, will serve as Project Manager - Mr. Dye has more than 17 years of experience in civil
engineering, project managernent, and construction contract administration. He has experience in design, and
construction management for residential, commercial and industrial subdivisions, water wells, booster stations
and water treatment plants. Mr. Dye has worked as a Project Manager in both the public and private sectors.
He is a State of Cali fomi a Certified Grade IV Water Treatment and Distribution Operator.
Zack Isnasious, RCE, will serve as a Design Engineer - Mr. Isnasious's background also includes more than
24 years of engineering experience on design and supervision of water pipeline projects, wastewater systems,
storm water systems and reclaimed water projects. He has been involved in the design, planning and
construction of several remarkable projects". Mr. Isnasious carried out many water projects during his past
experience overseas, as well as in the State of California. His experience includes water modeling, water
system analysis, water system and pump stations technical evaluation, design of pump stations, and water
distribution networks.
Michael Guirguis, EIT, will serve as a Design Engineer - Mr. Guirguis has four year of civil engineering
design experience in land development and water projects. He has provided engineering support for the
preparation of several projects including grading, street, storm drain, sewer and water improvements. He has
experience coordinating with multiple entities for effective processing of project plans through plan check. Mr.
Guirguis was a Civil Engineering Intern at Montgomery Watson Harza, involved in Pipeline design, grading,
and earth reinforcement.
Carolann Stoney, will be responsible for Utility Coordination - Ms. Stoney has extensive experience in
utility coordination, utility research and utility construction for public works projects. She manages a
department of three people who conduct as-built utility confirmation studies, identify utility conflicts, assist
utility owners in determination of relocation options, prepare utility conflict maps and work closely with utility
purveyors to obtain final relocations. As a Utility Coordinator, she determines the cost percentage for the City,
State or Agency, obtains permits and processes legal agreernents. She coordinates pre-construction meetings,
schedules and maintains tight construction schedules between utility owners, project designers and
construction personnel. Ms. Stoney has experience with cities, counties, Union Pacific Railroad, MetroLink,
BNSF, Caltrans, local agencies and all major utility companies in Southern California.

Jim Elliott, RCE, PLS, will serve as Survey Task Leader - Mr. Elliott is both a Licensed Civil Engineer
and a Licensed Land Surveyor. He has 24 years of experience devoted to surveying, engineering and mapping
in the Southern California area. Jim is responsible for mapping oversight at Associated Engineers and has
provided a variety of surveying services on a wide range of projects including roadwayslhighways, commercial,
industrial, and residential. He heads our Mapping Department and is involved with all map calculations.

Mr. Dye has more than 17 years of experience in civil engineering, project
management, and construction contract administration. Mr. Dye had over 10 years of
experience working as the Sr. Engineer for the City of San Bernardino Municipal Water
Department. He has experience in design, and construction management for residential,
commercial and industrial subdivisions, water wells, booster stations and water
treatment plants. Mr. Dye has worked as a Project Manager in both the public and
private sectors. He is a State of Califomia Certified Grade IV Water Treatment and
Distribution Operator.
Supervising and Engineering Section of the Water Department: As supervisor of the
Engineering Section of the City of San Bernardino Water Municipal Department,
Jamey was involved in all aspects of water utility management, his responsibilities
included waterline design, backflow prevention, well maintenance, drilling, energy
optimization, water quality, water discharge, emergency response, State drinking water
permits, booster station design, development of standard drawings, and pipeline
design.
Newmark Groundwater Contamination Superfund Remedial Action: As a Project
Manager for the City of San Bernardino Water Department, Mr. Dye was responsible
for the design and construction management for four water treatment plants with a
combined capacity of 40 million gallons, 30,000 feet of water main, 10 production
wells, 30 monitoring wells, and associated water facilities.

Former Norton Air Force Base. Water System Upgrade: Mr. Dye was responsible for
the upgrade of the water system at the former Norton Air Force Base including,
evaluating the existing water system, developing a proposed plan, completing grant
applications, designing the pipelines, wells, and managing the construction.
Enhanced Reliability Schedule of Improvements: Mr. Dye was a key member of a
team of department staff and outside consultants who developed the first phase of a
long-term master plan for the water system. This involved bringing together a large
amount of information and developing a plan that included reservoirs, boosters, and
pipelines to support long-term growth for the City of San Bernardino through 2055.
This project included applying for and receiving funds.
Upper Santa Ana Water Resources Association: During Mr. Dye's tenure at the City
of San Bernardino Municipal Water Department, he was very involved in regional
water management issues. He regularly attended the Upper Santa Ana Water
Resources Association meetings and was involved on several focus committees for
water issues including basin management, contamination cleanup, high groundwater
mitigation, and water recharge.
Project Manager for Nasland Engineering: As Project Manager for Nasland
Engineering, Mr. Dye was responsible for the design of a large variety of residential
and commercial projects with a diverse set of clients including McMillan Homes, Wal-
Marl, McDonalds, the US Army, and the Immigration and Naturalization Services.

The California Speedway, San Bernardino County, California: Mr. Ingraham
was the Senior Project Manger for civil works for the construction of this
major motor sports facility. Design work included the development of
demolition documents to clear the site of remnants of the former steel min, and
design of the infrastructure for a spectator crowd of 100,000. He was
responsible for the construction documents of development of the 550-acre site
and the moving of 2,000,000+ cubic yards of earth, the refurbishment of an
existing wastewater treatment plant and design of water, sewer, and storm
drain improvements. Associated Engineers completed preliminary surveys and
mapping for the site and provided construction staking for the project which
held it's frrst race in June of 1997.
South Upland Storm Drain, Upland, California: Mr. Ingraham performed
design and specifications for the water line relocation plans for 20,000 feet of
8" through 30" waterlines in preparation for a large storm drain project.

Snow Creek Pipeline & Hydroelectric Plant, Palm Springs, California: Mr.
Ingraham performed a compete design and construction management service
for over 24,000 feet of24" steel pipeline with a hydroelectric component.
Desert Water Agency, Palm Springs, California;. Mr. Ingraham performed
construction inspection and management services for a number of welded steel
reservoirs from 1-5 MG including lining and welding inspection.
City of Edmonton Water System Modeling and Evaluation, Alberta, Canada:
Mr. Ingraham developed a water model for the City of Edmonton (population
720,000) including system calibration.

Mr. Isnasious's background includes more than 24 years of engineering experience in

The Colonies at San Antonio, City of Upland, California: The Colonies at
San Antonio is a 400 plus acre master planned community in the City of
Upland. It is both a residential and commercial development. Associated
Engineers has provided engineering, surveys, mapping, Right-of-Way
engineering, utility coordination and construction staking services. We
have also designed domestic water, sewer and storm drain facilities, new
streets, and site grading. This work included 51,900 LF feet of domestic
water from 6-inch to 16-inch; 42,600 LF of S-inch sewer; and
approximately 36,400 LF of storm drain from IS-inch to 72-inch.
Extensive analysis and modeling was conducted to facilitate the additional
demands on the systems as the project has developed. Mr. Isnasious was
responsible for hydraulic modeling of the water system.

City of Santa Monica, California: Mr. Isnasious designed 42" main sewer
lines for the City of Santa Monica, mainly at Lincoln Boulevard. The
project included a preliminary study on applying the pipe bursting system
on busy city streets, hydraulic calculations and utility coordination.
South Highland and Juniper Avenue Sewer Improvements - This project
consisted of the design and construction management for one mile of 10-
inch VCP sewer main. Prepared preliminary design report and pipe design
calculations, prepared construction drawings, construction specifications,
and cost estimates. Total construction cost $500,000.
Water and sewer utilities relocation - City of Rialto - SR21 0 - Seg.9.
Acted as the lead design engineer and the co-coordinating Engineer with
Caltrans, the City, and the other Utility Owners, saved the client $SOO,OOO
by redesigning the utility relocations, designed and prepared plans and
profiles for the water and sewer lines and the Sewer Lift Stations (3 lift
stations, 2.S5 cfs, 0.65 cfs, 0.31 cfs), prepared bid documents. Total
Construction Cost $3,000,000
47 Jurupa Project- Designed and prepared Water, Sewer, Storm Drain,
Erosion Control and Precise Grading Plans. Coordinated with the City of
Ontario and the San Bernardino Flood Control district, Obtained grading
permits, and flood control permits, prepared cost estimates and bid
documents.

Colonies, Upland, California: Associated Engineers is providing the
surveys, mapping and engineering for the 440-acre land development
project. When completed, this project will have 100-acres of commercial
development adjacent to the new SR-210 Freeway, l70-acres of single-
family residential housing, and a IO-acre elementary school site.
Additionally, it will have 35-acres of new roads, 73-acres of open-space that
functions as a major flood-control basin and 41-acres of freeway
interchange. Associated Engineers has been working with the City of
Upland, State of California Department of Transportation, Metropolitan
Water District, San Bernardino Public Works Department and the U.S. Army
Corps. of Engineers on this multi-faceted project. Phase I consisting 305
Single-Family Residences is ahout to begin. Completed project build-out is
scheduled for 2004. Mr. Guirguis desigued over I mile of sewer lines for a
294 acre development site.

Verizon, Cable TV and The Gas Company. Ms. Stouey assisted the City of
Upland to develop an LS-3 lighting district for the project site. She also
managed the required on-site utility design and installation for three (3)
developers to acconunodate 600 homes.
Basel/ne Avenue Storm Drain, Fontana, California: Associated Engineers
provided utility research and on-site confirmations. Ms. Stoney was
responsible for utility relocation plans and utility base sheets provided by the
design engineer. She attended all progress meetings at the city and coordinated
the pre-construction meeting. During the construction phase she maintained
utility construction schednles and assisted with utility issues requested by the
resident engineer.
Kaiser Ventures West End Master Plan, San Bernardino County, California:
Associated Engineers provided engineering services, utility studies and design
surveys to develop over 700 acres of the former Kaiser Steel Mill in Fontana,
California. We directed a team of professional to complete demolition plans,
master water, sewer and storm drain, dry utility facilities as well as
interconnections to the 1-10 freeway and relocations at Valley Boulevard and
Etiwanda Avenue. Associated Engineers provided tentative and final mapping
of the entire site. Ms. Stoney was responsible for relocation coordination and
final as-built utility maps.
Guastl Plar.a, Ontario, California: Associated Engineers provided engineering
studies, conceptual layouts, utility studies and preliminary design for an 80-
acre mixed-use conunercial project on this historical site. The site will be
developed over the next 20 years, during which time Associated Engineers will
provide the surveying, mapping, right-of-way, utility coordination, and civil
design, as well as providing opinions of probable cost for the various projects.
Due to the historical status of the site, some of the historic buildings will be
upgraded and incorporated into the project.

Engineers provided an anaJysis which recommended the most cost
effective aJignment, developed the necessary easement documentation
to acquire access for construction and maintenance, and provided flnaJ

The California Speedway, Kaiser Penske Water and Sewer Facilities
Fontana, California: This project inclnded the retrofit of an existing
well and partially buried concrete reservoir, including the design and
construction of over 12,000 LF of potable water main. The project also
included an on-demand booster station for fire and domestic demand.
Associated Engineers designed the detention basins, open channel and
underground drainage facilities. Mr. Elliott provided caJculations and
mapping services.
On-Call Design and Construction SUl1leys, Los Angeles County
Department of Public Works, Los Angeles County, California:
Associated Engineers is providing on-call surveying for the County of
Los Angeles' Public Works Department. Contract services support the
construction, improvement, and maintenance of public roads, drainage
systems, sewer and water lines. Mr. Elliott provides caJculations and
mapping oversight for this work.
State Route 30/ 210, Segments I, 4, 7 & 8, San Bernardino County,
California: Associated Engineers, as a Prime ConsuJtant, was
responsible for all calculations and mapping for surveying and Right-of-
Way Engineering Services for SANBAGI Caltrans - District 8. These
services supported the acquisition of public Right-of-Way and utility
easements. Responsibilities included surveys, preparation of 90 f1naJ
Right-of-Way maps, preparation of 340 legal descriptions, Deeds and
Record of Surveys, along 9 miles of State Route 210. All Right-of-Way
maps were prepared with duel units (English - Metric) in conformance

PROJECT APPROACH
Meet with City Staff - Associated Engineers will meet with City of San Bernardino staff to discuss final design
details and visit the job site to take digital pictures.
Sewer Main Sizing - Associated Engineers will review the design flow requirements and master plan documents
to determine size and points of connection.
Research Existing Records - Associated Engineers utility research group will develop a list of utilities in the area
through the use of the Underground Service Alert system, walking the job site and looking for surface evidence,
knowledge of the local utilities in the area, existing as-built drawings, and discussions with City staff. The
Associated Engineers staff will also collect the horizontal and vertical control information such as benchmarks,
subdivision maps, and centerline ties necessary for the project. Once a list of agencies is compiled, the utility team
will collect as-builts and Atlas drawings from each utility through mail requests, phone conversations, and
physically visiting each utility as necessary to obtain the appropriate information. The City staff will be provided
copies of correspondence and the results of the research phase of the project, as desired.

Preparing Base Sheets - The existing utility and right-of -way information will be compiled into a composite base
map for use in surveying and the basic layout phase of the project.
Field Surveying - With the knowledge collected by the research tearn, the surveyors will be able to quickly collect
the field data needed to perform the final design. The field data will include surveying ground surface elevations,
all visible utility facilities, dipping all sewer and storm drain manholes, surveying the depth to the nut on water
facilities, location and elevations of surface features, utility vaults, any overhead lines, trees, paint striping or other
facilities that may impact ultimate alignments, traffic control, and construction activities. Associated Engineers
does not recommend the additional expense and time delays associated with aerial mapping.
Alignment Selection (1st Submittal) - After the survey data has been compiled and reconciled with the record
utility information, Associated Engineers will develop a preliminary alignment for review by the City of San
Bernardino staff. This will be in the form of20-scale plan and profile sheets showing a single line plan and profile
of the proposed water line alignment. Existing utilities will be shown in both the plan and profile view. Utilities
of unknown depth such as gas, water, and electrical, will be shown in profile as a vertical line only. Once the City
has received the preliminary alignment drawing, Associated Engineers would recommend walking the full length
of the alignment with City staff to identif'y potential conflicts and select potholing locations.
Major considerations during the alignment selection include:
. The ability to install, and test the new system without putting the existing system out of service.
. Excavator access.
. Spoils pile locations.
. Traffic Impacts.
. Minimize the amount of asphalt removed.

Cost Estimates - Associated Engineers would develop a construction estimate to be submitted with the first
submittal for review by the City of San Bernardino.
In addition to material size and type, Associated Engineers will consider the following items during cost estimate
development:
. Completed projects of similar size and type.
. Condition and extent of asphalt impacted.
. Traffic Conditions.
. The existence of concrete underpayment.
. General soil conditions.
Potholing - Associated Engineers recommends potholing in the following situations:
. Points where the record drawings show potential conflicts.
. Points where there is a large bank of electrical or communications conduits (in the event that they have
been incased in a large block of concrete).
. Points where the location of the utility is not well know.

Associated Engineers recognizes that potholing is expensive and often adds unnecessary cost and time delays to
the project and would therefore keep the number and location of the potholes at a minimwn. Associated Engineers
is proposing to use HP Communications for potholing services.
Soils Investigation - It is unlikely that soils investigation will be necessary for this project. Whether soils borings
are required will depend on the number and size of the potholes and the condition of the existing soils encountered
during potholing activities. Soils investigation costs are excluded from the project scope. If soils investigations
are determined necessary, Associated Engineers will be able to recommend a soils engineer and evaluate the results
of the soils report.
Draft Design Submittal (2nd Submittal) and Draft Traffic Control Plan - After receipt of all the City's
comments and the data from the potholes, Associated Engineers staff will proceed with final design drawings and
specifications. The 80% design and specifications would then be submitted to the City for the second design
review. It is anticipated that this product would be submitted to utility companies and impacted agencies for
review prior to fmal acceptance by the City. Any comments on the Draft Design Submittal would be compiled and
discussed prior to finalizing the plans and specifications. .
Final Design Drawings, Construction Specifications, Cost Estimates, and Traffic Control Plan - Based on
the comments and feed back from the Draft Design Submittal, Associated Engineers would prepare final drawings,
specifications, cost estimates, and traffic control plans for review and approval by the City.
Construction Management - Associated Engineers has an experienced team of construction inspectors and
contract managers available to provide construction support, if requested by the City of San Bernardino.
Construction Management services has been excluded from the project scope.

Associated Engineers maintains an office in the City of San Bernardino and has engaged in civil engineering,
surveying, Right-of-Way engineering, and construction administration for public and private clients since
1955. The firm's 46 employees include, eleven (II) registered civil engineers, seven (7), licensed land
surveyors, CADD operators, survey/ mapping technicians, civil designers, and administrative staff who support
these services. Projects have included all aspects of civil engineering design, construction management,
surveys, studies, planning, and utility coordination. Survey capabilities include boundary, topographic, AL T A
and utility mapping, aerial control surveys, right-of-way mapping and construction staking. Associated
Engineers' clientele include highway and airport authorities, industrial, commercial and residential developers,

50 PC workstations to a file server with a capacity of 130 gigabytes of storage, which is copied to backup tape
nightly. Over 30 PC stations are configured for CADD applications including MicroStation, InRoads,
AutoCAD, as well as hydrology, hydraulics applications, Microsoft Office and others. Two HP DesignJet
1055C color network plotters assist with all plotting requirements, including draft and final plan mylars,
together with 36-inch wide color photo and presentation quality plots. To achieve maximum efficiency in the
field, Associated Engineers uses fast, accurate and dependable survey equipment. We utilize Geodimeter
System 600 total stations as our mainstay survey instrument. When remote and safe data gathering are required,
we have a Geodimeter Reflectorless 610 GR200 instrument. We have two Lieka Series 3000 digital bar-code
reading levels for precision differential level runs and Trimble 5700 GPS receivers for large scale control
surveying or fast RTK data collecting. We also are able to trace underground utility locations using our two
Metrotech 810 Line Tracers.

questions, we would be happy to receive the presentation now. Please make sure in your
presentation that you comment on your firm's experience as it relates to the proposed
projects.
2. Please tell us about your project personnel and how their respective disciplines benefit the
work necessary to complete the project.
3. What is your estimated time for completion of the project?
4. What projects, if any, have you completed in the City of San Bernardino?
5. Do you know of any issues impacting your capability to meet the obligations of the scope of
