HomeMy WebLinkAbout2005-060 , 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 -, RESOLUTION NO. 2005-60 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO SUPPORTING FULL FEDERAL FUNDING OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, for thirty years America's cities, including both large and small cities in California, have used Community Development Block Grant (CDBG) grants to create jobs, provide affordable housing, eliminate blight, and generate new economic investment; and WHEREAS, CDBG funds have played a critical role in community and economic development in the city of San Bernardino; and WHEREAS, the CDBG program is a key mechanism for funding code enforcement efforts to improve the condition of the City's housing stock, as well as the demolition of seriously blighted structures; and WHEREAS, CDBG funds have improved public safety in the city of San Bernardino by funding the replacement of aged fire apparatus with new apparatus needed to serve the City's most distressed neighborhoods; and WHEREAS, the CDBG program has increased the quality of life in the city of San Bernardino by providing funds to non-profit agencies, which in turn provide an important safety net of services to senior citizens, low-income families, and other disadvantaged members of the community; and WHEREAS, the President has proposed a new "Strengthening America's Communities Initiative" which combines 18 direct grant programs, including CDBG, into one within the Economic Development Administration (EDA); and WHEREAS, at $3.71 billion, the new program (which combines 18 programs) is nearly $] billion less than the current CDBG program alone; and WHEREAS, without proper funding for CDBG, we risk undermining the economic well being of our communities, the future generations that live there, and the nation as a whole. NOW, THEREFORE, IT IS RESOLVED by the Mayor and Common Council of the City of San Bernardino, California, as follows: 1. We hereby request that Congress enact a FY 2006 budget and appropriations package that funds CDBG formula grants at no less than $4.355 billion, which is at the level with FY 2005 allocations. / / / / / / / / / 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2005-60 ...( RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO SUPPORTING FULL FEDERAL FUNDING OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2. We hereby request that Congress maintain the CDBG as a separate and distinct program from other economic development programs that provides a direct and flexible source of funding to local governments; and 3. We hereby request that Congress maintain the current "dual formula" system where 70 percent of CDBG funds go to entitlement communities based on population. 4.
