NOTICE IS HEREBY GIVEN that Council Members Reilly,
Flores, Maudsley and Minor of the City of San Bernardino
have called a Special Meeting of the Mayor and Common
Council for 1:00 p.m., Friday, December 2, 1988, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
The purpose for which this meeting has been called is
to reconsider the wording of Measure "A", which was
adopted by Resolution No. 88-456, at the Council Meeting
of November 28, 1988.

The Special Meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor
Wilcox at 1:05 p.m., Friday, December 2, 1988, in the
Council Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam,
Miller; City Attorney Penman, City Clerk Clark, Deputy
City Administrator Richardson. Absent: None.

REQUEST TO RECONSIDER MEASURE "A" _
REPEAL OF CHARTER SECTION 234(C)
At the meeting held on November 28, 1988, the
voted to place a measure on the March 7, 1989,
which would repeal Section 234(c) of the Charter.

234(c) was adopted in 1944 for the purpose of funding the
City employees retirement system through property taxes.
Council Member Minor stated he had asked for this
special meeting because Mr.Bob Holcomb suggested that
instead of asking the voters if they wanted to repeal the
taxing authority, the measure should be worded to give
the Council the option to levy the tax each year rather
than making it mandatory.
Council Member Minor added that because this issue
had become politicized, he was withdrawing his recommend-
ation.
Referring to Bob Holcomb's suggestion, Mayor wilcox
stated that this proposed change would be trick or treat
legislation and would be unfair to the voters.
Council Member Pope-Ludlam made a motion to recon-
sider the wording of Measure "A".
The motion failed for lack of a second.

ADJOURN MEETING
At 1:10 p.m., Council Member Pope-Ludlam made a
motion, seconded by Council Member Maudsley and
unanimously carried, that the Special Meeting be adjourned
to 9:00 a.m., Monday, December 5, 1988, in the Council
Chambers of City Hall, 300 North "0" Street, San Bernar-
dino, California. (2)
