This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at their Adjourned Regular Meeting
held at 5:02 p.m., Monday, July 11, 1988, in the Council
Chambers of City Hall, 300 North "D" Street, San Bernar-
dino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 5:02 p.m., Monday,
July 11, 1988, and has on fi Ie in the office of the Ci ty
Clerk an affidavit of said posting together with a copy of
said Notice, which was posted at 8:30 a.m., Tuesday, July
12, 1988, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
The Adjourned Regular Meeting was called to order by
Mayor wilcox at 3:07 p.m., Wednesday, July 13, 1988, in
the Redevelopment Agency Conference Room, Fourth Floor,
City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.

FY 1988-89 BUDGET - PLANNING DEPARTMENT
This is the time and place set for consideration of
the Planning Department Budget for the Fiscal Year 1988-
89.
Deputy City Administrator/Development Jim Richardson
expressed concern regarding the cost of the amendment to
the General Plan. He sta ted that proposed changes in
planning fees are in the process of being prepared and
reviewed by the Ways and Means Committee, which will off-
set the cost of four Planning Department positions.
Discussion ensued regarding the salary savings be-
tween the newly appointed Interim Planning Director and
the previous Planning Director.

The vacancy factor in the Planning Department was
also discussed.

COUNCIL MEMBERS ESTRADA AND POPE-LUDLAM ARRIVED
At 3:15 p.m., Council Members Estrada and Pope-Ludlam
arrived at the Council Meeting.
Deputy City Administrator Richardson answered ques-
tions regarding the filling of vacancies in the Planning
Department.
Acting Ci ty Administrator Robbins descr ibed factors
affecting the turnover rate of the Planning Department.
COUNCIL MEMBER REILLY ARRIVED
At 3:17 p.m., Council Member Reilly arrived at the
Council Meeting.
Acting City Administrator Robbins answered questions
regarding the $60,000 planning services agreement with the
Redevelopment Agency offsetting the costs of additional
General Plan meetings.
Andy Green, Acting Director of Finance, answered
questions regarding Page 29 of the Planning Department
budget printout, stating that after the Redevelopment
Agency is billed, there will be changes.

DEPUTY CITY ATTORNEY GRACE EXCUSED
At 3:27 p.m., Deputy City Attorney Grace left the
Council Meeting.
Acting Director of Finance Green answered questions
regarding the cost of amending the General Plan.
Acting City Administrator Jim Robbins and Deputy City
Administrator/Development Jim Richardson agreed that the
Planning Department can go forward in good shape with the
proposed budget.
SENIOR ASSISTANT CITY ATTORNEY BARLOW ARRIVED
At 3:30 p.m., Senior Assistant City Attorney Barlow
arrived at the Council Meeting.
FY 1988-89 BUDGET - POLICE DEPARTMENT
This is the time and place set for consideration of
the Police Department Budget for the Fiscal Year 1988-89.

Donald Burnett, Chief of Police, answered questions
regarding the proposed budget for his department.

Discussion ensued regarding reports of lack of
officers in the field and complaints regarding the re-
sponse time of field officers. Decreasing the number of
vacancies was suggested.
Chief Burnett answered questions, stating that motor
officers are taken away from traffic enforcement and
accident prevention and used on an adjusted schedule to
work the cruising problem on Mt. Vernon Avenue.

Chief Burnett answered questions regarding the lack
of administrative personnel on duty nights, and the use of
available manpower to its greatest potential.
He stated that a Sergeant is on duty at night as an
operational supervisor regarding field incidents, and
whenever situations require high level management deci-
sions, administrative personnel are on call and available
to respond. Area Commanders and Lieutenants regularly work
in excess of 40 hours a week and are frequently called out
at night.

Chief Burnett spoke against having managers on duty
at night, as their duties require resources available
during the day shift. He stated that different areas have
different needs and that it is possible to have all Area
Commanders out on the same evening in response to needs in
their areas.
The Council discussed the importance of supporting
police officers in the field, and seeing statistics to
prove that personnel is being managed to its best poten-
tial.
The possibility of having a clerical employee handle
the Police Department's budget, instead of a Lieutenant,
was discussed.
Chief Burnett stated that peak crime times are 12:00
Midnight to 2: 30 a .m. and that Thursday is the day of
highest activity. He stated that a new shift has recently
been started at 1:00 p.m.

In response to questions regarding reorganizing the
use of his staff, Chief Burnett stated that the absence of
managers in the evenings has not been raised as an issue
during his monthly meetings with the Police Association
and the Employee/Employer Relations Committee.
He answered questions regarding the number of avail-
able hand held radios. The Police Department has plans to
change to a new communication system, which will make
the radios currently being used obsolete.
CITY ATTORNEY PENMAN ARRIVED
At 4:132 p.m., City Attorney Penman arrived and re-
placed Senior Assistant City Attorney Barlow.
Captain Harp answered questions regarding the number
of available vehicles and their use by police assistants.
CITY CLERK CLARK EXCUSED
At 4:134 p.m., City Clerk Clark left the Council Meet-
ing and was replaced by Deputy City Clerk Lang.

The Mayor and Common Council discussed the number of
Lieutenants and their assignments. The possibility of
using civilian employees to perform some of the duties of
Lieutenants was proposed.
CITY CLERK CLARK RETURNED
At 4:137 p.m., City Clerk Clark returned to the Coun-
cil Meeting and replaced Deputy City Clerk Lang.
Chief Burnett answered questions regarding the posi-
tioning of staff and the use of volunteers in the Commun-
i ty Serv ice Off ices. He described the duties of police
assistants, stating that the department currently has 25.
Alternate methods for the use of staff on the Police
Department were discussed.
CITY ATTORNEY PENMAN EXCUSED
At 4:17 p.m., City Attorney Penman left the Council
Meeting.
Further discussion regarding the use and duties of
police assistants ensued.
CITY CLERK CLARK EXCUSED
At 4:18 p.m., City Clerk Clark left the Council Meet-
ing and was replaced by Deputy City Clerk Lang.

Captain Harp answered questions regarding the place-
ment of pOlice assistants.
The benefits to the Police Department of the new Code
Enforcement Program were discussed.

At 4:20 p.m., City Clerk Clark returned to the Coun-
cil Meeting and replaced Deputy City Clerk Lang.
Chief Burnett expressed his support of the new Code
Enforcement Program.
Council Member Maudsley made a motion, seconded by
Council Member Minor, that $250,000 be taken from the
Operating Contingency Fund of $310,000 for the addition of
five more sworn officers and that $25,000 of the transfer
be used for the purchase of HT radios.

COUNCIL MEMBER POPE-LUDLAM RETURNED
At 4:25 p.m., Council Member Pope-Ludlam returned to
the Council Meeting.
The motion failed by the following vote:
Council Members Reilly, Maudsley, Minor. Noes:
Members Estrada, Flores, Pope-Ludlam, Miller.
None.

Council Member Maudsley made a motion, seconded by
Council Member Miller and unanimously carried, that up to
$25,000 be author i zed from the contingency fund for hand
held radios.
ADJOURN MEETING
At 5:10 p.m., Council Member Minor made a motion,
seconded by Council Member Miller and unanimously carried,
that the meeting adjourn to the Regular Meeting of the
Mayor and Common Council to be held July 18, 1988.
