This is the time and place set for a Recessed Ad-
journed Regular Meeting of the Mayor and Common Council
of the City of San Bernardino at their meeting held at
6:40 p.m., Thursday, July 7, 1988, at the Mediterranean
Restaurant, 1300 E: Highland Avenue, San Bernardino,
California.
The Recessed Adjourned Regular Meeting was called to
order by Mayor wilcox at 9:05 a.m., Friday, July 8, 1988,
in the Management Information Center (MIC Room), Sixth
Floor, Ci ty Hall, 300 North "D" Street, San Bernard ino,
California.
ROLL CALL
Roll Call was taken with the following being pre-
sent: Mayor Wilcox; Counc il Members Estrada, Reilly,
Flores, Minor, Pope-Ludlam, Miller; Assistant City
Attorney Brue, City Clerk Clark, Acting City Admini-
strator Robbins. Absent: Council Member Maudsley.

Acting City Administrator Robbins explained the fund
balance of $310,895.
COUNCIL MEMBER MAUDSLEY ARRIVED
At 9:10 a.m., Council Member Maudsley arrived at the
Council Meeting and took his place at the Council Table.
Acting City Administrator Robbins answered questions
regarding the Parking and Business Improvement Fund (109)
and the Parking District Fund (110).

Annie Ramos, Director of Parks, Recreation and Com-
munity Services, answered questions regarding the Public
Park Extension Fund and the Park Construction Fee Fund
(243). The Park Construction Fee Fund is generated by
development.
The following park improvements were recommended.

Moreno, Jr., Director of Public Services, was
answer questions regarding the Refuse Fund
The Director of Public Services spoke regarding a
new refuse pick-up program using side loaders and a one-
man crew. This program will be in effect on an experi-
mental basis for about 7,000 homes in the community. The
side loaders are on a lease purchase plan.
Mr. Moreno answered questions about the program and
about dump fees. He also answered questions about his
trucks and stated that all city refuse trucks are fully
enclosed so that litter will not blowout in transport.
The roll-off gondolas have a tarp over them.
Acting City Administrator Robbins gave an overview
of the Traffic S<;ifety Fund (128), and the Special Con-
struction Projects Fund (240). $245,000 has been
budgeted for sprinklers in City Hall.
The Street Construction Fund (242) was discussed.
Acting City Administrator Robbins suggested trans-
ferring $310,895 from the Operating Contingency Fund to
the Streets Fund for street repair.

The Director of Public Services answered questions
regarding street needs and explained how street cuts by
utility companies affect the integrity of a street.
Gene Klatt, Assistant City Engineer, answered ques-
tions regarding the local match for FAU funds. He
explained how the City of San Bernardino has been able to
take advantage of reallocated FAU funds by being project-
ready and by having matching funds available.

Gene Klatt responded to a concern about storm drain
needs at Mill and Meridian, and stated that the new Fore-
cast housing tract will make some storm channel improve-
ments in the area.
The Deputy City Administrator stated that the total
budget for 1988-89 is $79,001,714, of which $56,024,770
is from the General Fund and $22,976,944 is from other
funds.
The Council discussed whether or not another meeting
is needed for the purpose of looking at specific programs
in more detail.

It was agreed that a Council Meeting would be held
Wednesday, July 13, 1988, at 3:00 p.m., and that today's
agenda would be continued to that date.
RECESS MEETING
At 10:55 a.m., Council Member Minor made a motion,
seconded by Council Member Flores and unanimously car-
ried, that the meeting recess until 3:liHl p.m. in the
Council Chambers, City Hall, 300 North "D" Street, San
Bernardino, California.
RECONVENE MEETING
At 3: 07 p.m., Mayor Pro Tempore Minor called the
meeting to order in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken with the fOllowing being pre-
sent: Mayor Pro Tempore Minor; Council Members Estrada,
Reilly, Flores, Maudsley, Minor, Miller; Senior Assistant
City Attorney Barlow, City Clerk Clark, Acting City
Administrator Robbins. Absent: Mayor Wilcox; Council
Member Pope-Ludlam.

COMMUNITY DEVELOPMENT COMMISSION/REDEVELOPMENT
AGENCY - ADJOURNED REGULAR MEETING
The Adjourned Regular Meeting of the Community
Development Commission/Redevelopment Agency was called to
order by Vice Chairman Estrada in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.
MAYOR WILCOX ARRIVED
At 3:10 p.m., Mayor wilcox arrived at the Council
Meeting and took her place at the Council Table.

JOINT COMMUNITY DEVELOPMENT BLOCK GRANT FLOAT
LOANS WITH COUNTY - SETTING OF PUBLIC HEARINGS
This is the time and place set to decide a time and
place for a pUblic hearing regarding Community Develop-
ment Block Grant Float Loans. (R-la)
counci 1 Member Estrada made a motion, seconded by
Council Member Miller and unanimously carried, that a
joint public hearing to consider issuing joint Community
Development Block Grant Float Loans with the County of
San Bernardino, for use in the Baseline and Medical Cen-
ter Drive Project, be set for 11:00 a.m., Monday, August
1, 1988, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.

ADJOURN MEETING
At 3: 15 p.m., Council Member Minor made a motion,
seconded by Council Member Maudsley and unanimously car-
ried, that the meeting adjourn to 1:00 p.m., Monday, July
II, 1988, in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
