This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at the Regular Meeting held at
9:01 a.m., Tuesday, July 5, 1988, in the Council Chambers
of City Hall, 300 North "0" Street, San Bernardino,
California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held on Tuesday, July 5,
1988, at 9:01 a.m., and has on file in the Office of the
City Clerk an affidavit of said posting together with a
copy of said Notice which was posted at 9: 00 a.m., Wed-
nesday, July 6, 1988, in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.

The Adjourned Regular Meeting held jointly between
the Cities of San Bernardino and Highland was called to
order by Mayor Wilcox of the City of San Bernardino at
6:40 p.m., Thursday, July 7, 1988, at the Mediterranean
Restaurant, 1300 E. Highland Avenue, San Bernardino,
California.
ROLL CALL
Roll Call was taken by Ci ty Clerk Clark wi th the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Maudsley, Minor, Pope-Ludlam, Miller;
Senior Assistant City Attorney Barlow, City Clerk Clark,
Acting City Administrator Robbins. Absent: Council
Member Flores.
Also present from the City of Highland were: Mayor
Johnson; Council Member Tully; City Manager Racadio.
Absent: Council Members Jim Rismiller, Jody Scott,
Robert Shelton; City Attorney Battersby, City Clerk Lee.

CROSSTOWN FREEWAY - COMPLETION OF EAST END
Nick Davies, Deputy District Director for Project
Development, and Bob Pote, Senior Design Engineer from
Caltrans, gave a presentation regarding anticipated
changes in the configuration of the eastern end of the

Crosstown Freeway. They explained that on and off ramps
planned for the Palm and Pacific Avenue areas might have
to be reconfigured, as the area has been nominated for
historical designation.
To compensate for the loss of facilities at Palm and
Pacific, a diamond interchange would be designed for
Central Avenue between Highland and Pacific Avenues. The
Base Line and Church ramps would also have to be rede-
signed for a larger loop ramp on the south side.
Mr. Pote used a map to show the elevation of the
freeway and answered questions regarding the design.
CITY OF HIGHLAND COUNCIL MEMBER RISMISSLER ARRIVED
Jim Rismiller, Council Member from the City of High-
land, arrived at the meeting.
The Ci ty of Highland has agreed to the changes in
the Crosstown Freeway at a prev ious meeting. It was
agreed by concensus that San Bernardino needed more time
to review this proposal before taking action.

FIRE PROTECTION - MUTUAL AID
Sam Racadio, City Manager for the City of Highland,
stated that the issue of mutual aid fire protection is
before the San Bernardino-Highland Intergovernment
Affairs Committee. (4)
CROSSING GUARD SERVICES AGREEMENT -
TRAFFIC SIGNAL/STREET LIGHT MAINTENANCE AGREEMENT
Mayor wilcox presented Mayor Johnson with a copy of
the City of San Bernardino's Resolution Nos. 88-222, a
crossing guard services agreement, and 88-223, a traffic
signal/street light maintenance agreement, adopted on
July 5, 1988, and requested that the Mayor of Highland
and the City Clerk sign the agreements. (2 & 3)
The agreements were signed and returned to the City
Clerk.
PUBLIC COMMENTS
Mayor wilcox called for public comments. (A)
Mr. Jim Smi th of the Chamber of Commerce Govern-
mental Affairs Committee requested information regarding
the City Council's negotiations with the State of Cali-
fornia for use of park land for San Bernardino County
Hospital.

SAN BERNARDINO COUNTY HOSPITAL - PATTON PARK
AS HOSPITAL SITE
Mayor Wilcox explained that as the item requested by
Mr. Smith had been specifically continued from the July
5, 1988, meeting to tonight's meeting, that the matter
could be legally discussed. (12 and S-5 from 7/5/88)
She explained that San Bernardino had met with the
State of California and the State had given the City an
indefinite extension for negotiations concerning the use
of Patton Park as the relocation site for County Hos-
pi tal.
Members of San Bernardino City Council expressed
concern about a report from the State that an "official
from the City of Highland" had contacted the State for
the purpose of objecting to the relocation of County
Medical Center from their present site to the Patton Park
property.

Mayor Dennis Johnson of the City of Highland denied
any knowledge of the contact with the State on this
issue. He stated that he is personally in favor of the
medical center being located at the Patton Park site;
however, he felt that the City of San Bernardino, which
would have to find another park site, should consider
placing a park at Del Rosa and Ninth Streets. (8)
There was some discussion between the two cities
about a new park site.
Council Member Minor made a motion, seconded by
Council Member Reilly and unanimously carried that the
following items from the July 5, 1988, Agenda of the
Mayor and Common Council of the City of San Bernardino,
be continued to the Regular Meeting to be held at 9: 00
a.m., Monday, August 1, 1988, in the Council Chambers of
City Hall, 300 North "0" Street, San Bernardino, Cali-
fornia: Item 12 - a resolution renewing the commitment
to complete development of the Patton Park property; Item
S-5 - Closed Session to discuss property matters.
CABLE TELEVISION
The issue of cable television is still in discussion
at the Intergovernmental Committee level. (5)

It was pointed out that 81313 cats are killed each
month at the San Bernard ino Animal Shel ter because the
Animal Control employees are unable to locate owners and
because of overpopulation.
HIGHLAND HILLS LAWSUIT
The Mayor and members of the San Bernard ino Ci ty
Council expressed their concern about an action by the
City of Highland to join in a lawsuit against the City of
San Bernardino over the development of the Highland Hills
project.

At 8:02 p.m., Mayor wilcox called the Closed Session
to order at the Mediterranean Restaurant; 1300 E. High-
land Avenue, San Bernardino, California.

Roll Call was taken wi th the following being pre-
sent: Mayor Wilcox; Council Members Estrada, Reilly,
Maudsley, Minor, Pope-Ludlam, Miller; Senior Assistant
City Attorney Barlow, City Clerk Clark, Acting City Ad-
ministrator Robbins, Deputy City Administrator Richard-
son. Absent: Council Member Flores.
EXECUTIVE ASSISTANT TO THE MAYOR BENNECKE AND
EXECUTIVE ASSISTANT TO THE COUNCIL ARVIZO ARRIVED
At 8:40 p.m., Richard Bennecke, Executive Assistant
to the Mayor and Phil Arvizo, Executive Assistant to the
Council arrived at the Closed Session.
ADJOURN CLOSED SESSION
At 8:55 p.m., the Closed Session adjourned to the
Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino.

At 8:55 p.m., Mayor wilcox called the Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino to order at the Mediterranean
Restaurant, 1300 E. Highland Avenue, San Bernardino,
California.

At 8: 55 p.m., Council Member Minor made a motion;
seconded by Council Member Pope-Ludlam and unanimously
carried, that the meeting recess to 9:00 a.m., Friday,
July 8, 1988, in the Management Information Center (MIC
Room), Sixth Floor, City Hall, 300 North "0" Street, San
Bernardino, California.
