This is the time and place heretofore set for an
Adjourned Regular Meeting of the Mayor and Cornman Council
of the City of San Bernardino at their Regular Meeting
held Monday, February 1,1988, at 9:04 a.m., in the
Council Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held Monday, February 1, 1988,
at 9:04 a.m., and has on file in the Office of the City
Clerk an affidavit of said posting together with a copy of
said Notice which was posted at 10:30 a.m., Tuesday, Feb-
ruary 2, 1988, in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Cornman
Council of the City of San Bernardino was called to order
by Mayor Wilcox at 12:10 p.m., in the Management Informa-
tion Center (MIC), Sixth Floor, City Hall, 300 North "D"
Street, San Bernardino, California.

ROLL CALL
Roll Call was taken by Deputy City Clerk Reese with
the following being present: Mayor Wilcox; Council Mem-
bers Estrada, Reilly, Flores, Maudsley, Minor, Pope-Lud-
lam, Miller; City Attorney Penman, Deputy City Clerk
Reese, City Administrator Schweitzer. Absent: None.
REQUEST FOR CLOSED SESSION
At 12:28 p.m., Council Member Flores made a motion,
seconded by Council Member Estrada and unanimously car-
ried, that the Council recess to Closed Session pursuant
to:

CLOSED SESSION
At 12:28 p.m., the Closed Session was called to order
by Mayor Wilcox in the Management Information Center
(MIC), Sixth Floor, City Hall, 300 North "D" Street, San
Bernardino, California.
ROLL CALL
Roll Call was taken with the following being present:
Mayor Wilcox; Council Members Estrada, Reilly, Flores,
Maudsley, Minor, Pope-Ludlam, Miller; City Attorney
Penman, City Administrator Schweitzer. Absent: Deputy
City Clerk Reese.
DIRECTOR OF PUBLIC WORKS/CITY ENGINEER HARDGRAVE
ARRIVED
Director of Public Works/City Engineer Hardgrave
arrived at the Closed Session.
ADJOURN CLOSED SESSION
At 1:15 p.m., the Closed Session adjourned to the
Adjourned Regular Meeting of the Mayor and Common Council
in the Management Information Center (MIC), Sixth Floor,
City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.

RECONVENE MEETING
At 1:15 p.m., the Adjourned Regular Meeting of the
Mayor and Council reconvened in the Management Information
Center (MIC), Sixth Floor, City Hall, 300 North "D"
Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Estrada, Reilly, Flores, Maudsley, Minor, Pope-Ludlam,
Miller; City Attorney Penman, City Clerk Clark, City Ad-
ministrator Schweitzer. Absent: None.
MID-YEAR BUDGET REVIEW - 1987-88
This is the time and place set for a
review.

Warren Knudson, Director of Finance, presented the
mid-year budget review report.
Jim Robbins, Deputy City Administrator, presented a
chart showing what was budgeted for 1987-88 and what has
actually been spent up to mid-year.

Mr. Robbins also presented a chart showing revenue
and expenditures.

City Administrator Schweitzer, Deputy City Adminis-
trator Robbins and Finance Director Knudson explained that
revenues for the year usually do not come into the system
proportionately, and though revenue projections are cur-
rent, it appears there is a deficit because the revenue
stream is uneven.
Deputy City Administrator Robbins presented a chart
showing the vacancy factor.
Finance Director Knudson gave a presentation on the
mid-year budget report.
CITY ATTORNEY PENMAN EXCUSED
At 2:1313 p.m., City Attorney Penman left the Council
Meeting.
The Council discussed the mid-year budget report and
other issues, such as Fire Department station manning; a
crossing guard maintenance district; asset forfeiture
funds in the Police Department, and the sale of used
Police vehicles.

City Administrator Schweitzer and Finance Director
Knudson answered questions about departments' expenditures
to mid-year and whether or not there might be a surplus at
the end of the Fiscal Year, June, 1988.
CITY ATTORNEY PENMAN RETURNED
City Attorney Penman returned to the Council Meeting.
COUNCIL MEMBERS REILLY AND POPE-LUDLAM EXCUSED
At 2:45 p.m., Council Members Reilly and Pope-Ludlam
left the Council Meeting.
City Administrator Schweitzer agreed to send a letter
to the department heads inquiring about any surplus a
department may have in its budget at this time, or that
may be present at the end of the budget year.
MENTAL HEALTH ASSOCIATION - LEASE OF CITY PROPERTY
The Council briefly discussed the lease with the
Mental Health Association for a City facility.

ADJOURNMENT
At 3:20 p.m., Council Member Minor made a motion,
seconded by Council Member Flores and unanimously carried,
that the meeting be adjourned to 9:00 a.m., Monday, Feb-
ruary 15, 1988, in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino, California.
