This is the time and place set for an Adjourned Regu-
lar Meeting of the Mayor and Common Council of the City of
San Bernardino at their Regular Meeting held at 9:02 a.m.,
Monday, January 4, 1988, in the Council Chambers of City
Hall, 300 North "0" Street, San Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:02 a. m., Monday,
January 4, 1988, and has on file in the Office of the City
Clerk an Affidavit of said posting together with a copy of
said Order which was posted at 11:30 a.m., Tuesday, Janu-
ary 5, 1988, in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Pro Tempore Pope-Ludlam at 9:00 a.m., Friday,
January 8, 1988, in the Council Chambers of City Hall, 300
North "0" Street, San Bernardino.

INVOCATION
The Invocation was given by Phil Arvizo, Executive
Assistant to the Council.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Miller.
ROLL CALL
Roll Call was taken by the Ci ty Clerk wi th the fol-
lowing being present: Mayor Pro Tempore Pope-Ludlam;
Council Members Estrada, Reilly, Maudsley, Minor, Pope-
Ludlam, Miller; City Clerk Clark, City Administrator
Schweitzer. Absent: Council Member Flores; City Attorney
Penman.

TRAFFIC MITIGATION MEASURES - UNIVERSITY PARKWAY
AND KENDALL DRIVE
Roger Hardgrave, Director of Public Works/City Engi-
neer, was present along with Anwar Wagdy, Traffic Engi-
neer, and gave a traffic analysis of the University Park-
way thoroughfare from Kendall Drive south to 1-215, and
recommended some speed zones for the street. (1)

Roger Hardgrave, Director of Public Works/City Engi-
neer, spoke regarding the improvements to be installed.
Signalization will be completed in 30 days, head signs,
drainage and other improvements will also be made.
City Attorney Penman read a paragraph from a report
prepared by Traffic Engineer Jim Perkins, who did a study
on University Parkway and Hallmark.

Roger Hardgrave, Director of Public Works/City Engi-
neer, answered questions regarding speed enforcement and
the importance of using radar as the most efficient meas-
ure.
The Council discussed line of sight conditions on
University Parkway.
ORD. MC-615 - ORDINANCE OF THE CITY OF SAN
BERNARDINO AMENDING SECTION 10.52.040 OF
THE SAN BERNARDINO MUNICIPAL CODE ESTAB-
LISHING A SPEED ZONE ON THE UNIVERSITY
PARKWAY OF 45 MPH BETWEEN INTERSTATE 1-215
AND NORTH PARK BOULEVARD; AND DECLARING THE
URGENCY THEREOF.

City Clerk Clark read the title of the ordinance.

Council Member Minor made a motion, seconded by
Council Member Maudsley and unanimously carried, that
further reading of the ordinance be waived, that the ordi-
nance be adopted as an urgency measure and that all other
mitigating measures, such as increased signage, signaliza-
tion within 30 days, raising of the dips in University
Parkway to make a better line of sight and enhanced en-
forcement, be implemented by staff.

MAYOR'S DIRECTIVE TO DEPARTMENT HEADS - ATTENDANCE
AT CLOSED COUNCIL SESSIONS ON CODE ENFORCEMENT
Council Member Estrada presented her request to dis-
cuss an off-the-agenda item concerning a January 7, 1988,
d i recti ve from Mayor wi lcox to department heads order ing
them not to attend a closed Ways and Means Committee meet-
ing on code enforcement.
