June 17, 1983 This is the time and place heretofore set for an Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino at their Adjourned Regular Meeting held Monday, June 13, 1983, at 2:00 p.m., in the California Room of the Con- vention Center, 303 North "E" Street, San Bernardino, California. The City Clerk has caused to be posted the Order of Adjourn- ment of said meeting held Monday, June 13, 1983, at 2:00 p.m., and has on file in the Office of the City Clerk an affidavit of said posting together with a copy of said Order which was posted on Wednesday, June 15, 1983, at 11:00 a.m., in the California Room of the Convention Center, 303 North "E" Street, San Bernardino, California. . The Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino was called to order by Mayor Pro Tempore Strickler at 2:07 p.m., on Friday, June 17, 1983, in the California Room of the Convention Center, 303 North "E" Street, San Bernardino, California. ROLL CALL Roll Call was taken by the City Clerk with the following be- ing present: Mayor Pro Tempore Strickler; Council Members Castaneda, Reilly, Hernandez, Marks, Quiel, Strickler; City At- torney Prince, City Clerk Clark, City Administrator Matzer. Absent: Mayor Holcomb; Council Member Frazier. GARAGE BUDGET Bob Torbitt, Garage Superintendent, answered questions ex- plaining that car repairs are costed at $28.00 an hour. The Council discussed vehicle inspection in the Garage for fix-it tickets and the cost of providing this service. It was explained that the Highway Patrol will not certify repairs on tickets issued by City Police, therefore, the Garage must provide this service. . Council Member Quiel made a motion, seconded by Council Mem- ber Marks, to direct the City Attorney to prepare an ordinance to charge fees in the amount of $10.00 for fix-it tickets and bring the ordinance back to the Council for adoption. The motion carried by the following vote: Ayes: Council Members Castaneda, Reilly, Marks, Quiel, Strickler. Noes: Coun- cil Member Hernandez. Absent: Council Member Frazier. CITY ATTORNEY BUDGET Ralph Prince, City Attorney, presented the budget for the City Attorney's Office and answered questions. BUILDING AND SAFETY DEPARTMENT BUDGET Jack Rosebraugh, Superintendent of Building and Safety, pre- sented the recommended cuts for the Building and Safety Depart- ment budget. He answered questions regarding positions in his department including a Clerk, Code Compliance Officer and General Building Inspector. . The Council discussed the salary of the Code Compliance Officer. . . . Council Member Quiel made a motion, seconded by Council Mem- ber Hernandez and unanimously carried, that the position of Code Compliance Officer and General Building Inspector be reinstated in the Department of Building and Safety and the salary range of the Code Compliance Officer be set at Range 103 which is the same as for General Building Inspector. Council Member Marks made a motion, seconded by Council Mem- ber Quiel and unanimously carried, to direct the City Administrator to make a personnel analysis of the jOb of Code Compliance Officer and make recommendations on a job description and appropriate salary to the Common Council. COUNCIL MEMBER FRAZIER ARRIVED At 3:22 p.m., Council Member Frazier arrived at the Council Meeting. CITY CLERK BUDGET The City Clerk presented the recommended cuts in the City Clerk's Office. She answered questions regarding the business license audit program stating that an additional $4,600 would be necessary to hire four work study interns as auditors beginning September, 1983. . Lee Gagnon, Business License Supervisor, was also present to answer questions. Council Member Quiel made a motion, seconded by Council Mem- ber Strickler and unanimously carried, to authorize $4,600 in the City Clerk's budget for an internship program to audit business licenses. Shauna Clark, City Clerk, also answered questions regarding the request for a City car and the cost of an election for annexa- tion of the Highland area. Frank Schuma, Planning Director, also answered questions re- garding the Highland annexation. City Administrator Matzer agreed to research the date for holding the annexation election and report back to the Council. RECESS MEETING At 3:50 p.m., the meeting recessed for five minutes. . RECONVENE MEETING At 3:58 p.m., the Adjourned Regular Meeting of the Mayor and Common Council of the City of San Bernardino reconvened in the California Room of the Convention Center, 303 North "E" Street, San Bernardino, California. ROLL CALL Roll Call was taken by the City Clerk with the following be- ing present: Mayor Pro Tempore Strickler; Council Members Castaneda, Reilly, Hernandez, Marks, Quiel, Frazier, Strickler; City Clerk Clark, City Administrator Matzer. Absent: Mayor Holcomb; City Attorney Prince. CITY TREASURER BUDGET Craig Graves, City Treasurer, presented the recommended cuts in the City Treasurer budget and answered questions regarding the utility collection center. The Council discussed the location of the collection center and whether other centers should be located throughout the City. . - 2 - 6/17/83 . . . . . . Council Member Frazier made a motion, seconded by Council Member Castaneda and unanimously carried, that the utility collec- tion center be moved to the Operation Second Chance building (Dorothy Ingraham Branch Library); that the hours of operation be Monday through Friday, with an evaluation from the City Treasurer after six months; and the City Treasurer be instructed to attempt to work out an arrangement with the City Librarian for joint use of personnel as a means of coming up with further reductions in costs. PLANNING DEPARTMENT BUDGET Frank Schuma, Planning Director, answered questions regard- ing the Highland annexation study. An allocation of $60,000 for salaries and services concerning the Highland annexation was dis- cussed. Council Member Quiel made a motion, seconded by Council Mem- ber Reilly and unanimously carried, to address the $60,000 and show it in the Planning Department budget as funding for the Highland annexation plan. PUBLIC BUILDINGS BUDGET The Council discussed the proposed cuts in the Public Build- ings budget for custodial maintenance. Council Member Marks made a motion, seconded by Council Mem- ber Castaneda and unanimously carried, that the City Administrator be directed to work with the Superintendent of Public Buildings on coming up with a custodial maintenance program for fiscal year 1983-84 at a funding level of $200,000 less than is allocated in the current budget and report back to the Mayor and Common Coun- cil as soon as possible. CONTINUED BUDGET SESSIONS Council Member Quiel made a motion, seconded by Council Mem- ber Strickler and unanimously carried, that the budget study ses- sion be continued to Monday, June 20, 1983, after the regular Council Meeting is completed. ADJOURN MEETING At 5:20 p.m., Council Member Quiel made a motion, seconded by Council Member Strickler and unanimously carried, that the meeting be adjourned.
