This is the time and place heretofore set for an Adjourned
Regular Meeting of the Mayor and Common Council of the City of
San Bernardino at their Adjourned Regular Meeting held Friday,
May 27, 1983, at 2:05 p.m., in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of Adjourn-
ment of said meeting held Friday, May 27, 1983, at 2:05 p.m., and
has on file in the Office of the City Clerk an affidavit of said
posting together with a copy of said Order which was posted on
Wednesday, June 1, 1983, at 2:00 p.m., in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, California.

The Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino was called to order by Mayor Holcomb
at 9:30 a.m., in the California Room of the Convention Center, 303
North "E" Street, San Bernardino, California, without a quorum.
The following persons were present: Mayor Holcomb, Council Mem-
bers Hernandez, Quiel, Strickler; City Clerk Clark, City Adminis-
trator Matzer. Absent: Council Members Castaneda, Reilly, Marks,
Hobbs; City Attorney Prince. Also present was Council Member elect
Dan Frazier.
BUDGET HEARING - 1983-84 FISCAL YEAR
Mayor Holcomb made introductory remarks and explained that
there was going to be a trade-off between cuts in services or in-
creased revenue in fiscal year 1983-84.
COUNCIL MEMBERS REILLY AND MARKS ARRIVED
At 9:33 a.m., Council Members Reilly and Marks arrived at the
Council Meeting.
ADJOURNED REGULAR MEETING
A quorum now being present, the Adjourned Regular Meeting of
the Mayor and Common Council of the City of San Bernardino was
called to order.

CITY ATTORNEY PRINCE ARRIVED
At 9:33 a.m., City Attorney Prince arrived at the Council
Meeting.
Mayor Holcomb stated that one of his objectives was to es-
tablish credibility with the employees but added that there is
nothing in the budget for pay increases. He projected that there
would be 44 positions cut, 15 of which are already vacant.
City Administrator Matzer gave an overview of the 1983-84
budget after two rounds of reductions on the department level.
COUNCIL MEMBER CASTANEDA ARRIVED
At 9:52 a.m., Council Member Castaneda arrived at the Coun-
cil Meeting.

City Administrator Matzer explained the criteria for budget
cuts stating that the smallest impact has been on Police and Fire
Departments. He stated that the net result is a budget for 1983-
84 to be set at the same level as the 1982-83 budget. There will
be no pay increases for general employees and almost zero money
for capital improvements. The reserve account has been reduced
to an estimated $421,000 for operating contingency which is way
below the national standard.

Warren Knudson, Finance Director, gave a review of projected
revenues and fiscal resources. He stated that the projected reve-
nue figure does not contain fee adjustments or increases that may
be considered by the Mayor and Common Council and explained some
of the uncertainties with regard to revenue estimates.
PUBLIC SERVICES BUDGET
Manuel Moreno, Superintendent of Public Services, presented
the Public Services budget. Based on his required budget cut,
Mr. Moreno recommended the elimination of the street sweeping
program for the City of San Bernardino. This would reduce the
number of employees in his department to 67.5.
Finance Director Warren Knudson explained reductions in the
street maintenance funds due to cuts from the Transportation Fund.
The Street Superintendent answered questions regarding the
danger of deferring maintenance of streets and the street sweeping
program.
A slide presentation on the Public Services Division was
presented.

POLICE DEPARTMENT BUDGET
Ben Gonzales, Police Chief, presented the Police Department
budget stating that three unfilled positions have been recom-
mended for elimination, and that many capital improvement projects
have been postponed. He gave an overview of the organizational
structure, new programs and concepts, the case management system
and the Hughes Study implementation.
Lieutenant Dave Thomas made a presentation regarding the
C-CAP Grant for data processing.
FIRE DEPARTMENT BUDGET
Gerald Newcombe, Fire Chief, presented the Fire Department
budget. He stated he would not be filling a Paramedic Coordina-
tor position, explained the benefits of a joint purchase program
with other fire departments and other efficiencies throughout
the department.

PARK AND RECREATION DEPARTMENT BUDGET
Annie Ramos, Director of Park and Recreation, presented the
Park and Recreation Department budget. She explained efficiencies
accomplished through mowing schedules and other changes in the
parks and recreation divisions.
The Director of Park and Recreation explained how a reduc-
tion in the Department's budget would impact the Park and Recrea-
tion programs and recommended the closure of a community center
and the sale of the Colima Boy Scout House.
RECESS MEETING
At 12:00 p.m., the meeting recessed until 1:00 p.m., in the
California Room of the Convention Center, 303 North "E" Street,
San Bernardino, California.
RECONVENE MEETING
At 1:00 p.m., the Adjourned Regular Meeting of the Mayor and
Common Council of the City of San Bernardino reconvened in the
California Room of the Convention Center, 303 North "E" Street,
San Bernardino, California.

Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Reilly, Hernandez,
Marks, Quiel, Strickler; City Clerk Clark, City Administrator
Matzer. Absent: Council Members Castaneda, Hobbs; City Attorney
Prince.

PUBLIC WORKS BUDGET
Roger Hardgrave, Director of Public Works/City Engineer,
presented the budget for the Public Works Department. He spoke
regarding personnel cuts and other reductions in the department
and answered questions regarding the City's storm drain system.
PUBLIC BUILDINGS BUDGET
Wayne Overstreet, Superintendent of Public Buildings, pre-
sented the Public Buildings Department budget and energy conser-
vation measures that have been undertaken by the City.
The Superintendent of Public Buildings answered questions of
the Council stating that for the most part, youth leagues are
cooperating with the City on energy conservation.
ELECTRICAL DIVISION BUDGET
Frank O'Brien, Electrical Superintendent, explained what the
Electrical Division is responsible for and which positions will
be targeted for elimination. He explained a problem that the
City is facing with regard to traffic signal maintenance workers
who are underpaid and use the City as a training ground for
finding jobs elsewhere.

GARAGE DIVISION BUDGET
Bob Torbitt, Equipment Superintendent of the Garage Division,
presented the budget for the Garage Division. He stated that four
people would be cut which would create additional down time for
the City's 493 vehicles. Mr. Torbitt answered questions of the
Council stating that there are 26 service types of employees in
the department.
COUNCIL MEMBER STRICKLER EXCUSED
At 1:45 p.m., Council Member Strickler was excused from the
Council Meeting.
LIBRARY BUDGET
Steve Whitney, City Librarian, presented the Library budget
explaining the criteria for proposed reductions. He added that
the cuts recommended for his department may result in the closure
of two libraries and the laying off of two full time and twelve
part time employees.

COUNCIL OFFICE BUDGET
Olen Jones, Executive Assistant to the Council, presented
the Council budget.
MAYOR'S OFFICE BUDGET
Lorraine Velarde, Administrative Assistant, presented the
Mayor's Office budget stating that the present vacant position
of Public Information Officer would remain unfilled.
BUILDING AND SAFETY DEPARTMENT BUDGET
The budget for the Building and Safety Department was pre-
sented by Jack Rosebraugh, Superintendent of Building and Safety.
He explained his recommendations for fee increases and answered
questions regarding the Code compliance Officer position which
is presently vacant.
Manual Moreno, Public Services Superintendent, and Jack Rose-
braugh, Building and Safety Superintendent, answered questions re-
garding the City's hazardous buildings and weed abatement programs.

CITY CLERK'S OFFICE BUDGET
Shauna Clark, City Clerk, presented the City Clerk's Office
budget which included recommendations for increasing revenues by
changing the tax structure for business licenses and instituting
a business license audit program. The City Clerk answered ques-
tions regarding elections.

CITY TREASURER'S OFFICE BUDGET
Craig Graves, City Treasurer, explained how reductions would
affect his budget by requiring a cutback in the operation of the
utility collection center. He answered questions of the Council
regarding costs of operating the center.
AFFIRMATIVE ACTION BUDGET
Ernie Wilson, Affirmative Action Officer, presented the
Affirmative Action budget and answered questions of the Council
regarding the program.
EMPLOYEE RETIREMENT PLAN
Mr. Jim Lynas, a resident of 1160 East Sonora, spoke regard-
ing the need for the Mayor and Common Council to address a con-
stantly escalating cost of the retirement program.
PERSONNEL BUDGET
Joe Canton, Director of Personnel, presented the Personnel
budget stating that the salary for the Chief Examiner position
has been eliminated by the appointment of the Personnel Director
to fill the Director position and the Chief Examiner position
concurrently. He also spoke regarding the Labor Relations
Program and answered other questions of the Council.
. CITY ATTORNEY'S OFFICE BUDGET
Ralph prince, City Attorney, explained how a $7,702 reduction
in his department was accomplished.
LIBRARY FUND
Kiko Gomez, an interested citizen, asked questions regarding
the library fund.
GENERAL EMPLOYEES
Ruben Juarez, employee representative for AFSCME Local 36,
spoke regarding the need to strengthen credibility with the
employees in light that the employees have not received a raise
in two years.
ADJOURN MEETING
At 4:05 p.m., Council Member Quiel made a motion, seconded
by Council Member Reilly and unanimously carried, that the meet-
ing be adjourned.
