This is the time and place heretofore set for an Adjourned
Regular Meeting of the Mayor and Common Council of the City of
San Bernardino at their Regular Meeting held Monday, April 18,
1983, at 9:00 a.m., in the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
The City Clerk has caused to be posted the Order of Adjourn-
ment of said meeting held Monday, April 18, 1983, at 9:00 a.m.,
and has on file in the Office of the City Clerk an affidavit of
said posting together with a copy of said Order which was posted
on Tuesday, April 19, 1983, at 9:00 a.m., in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common Coun-
cil of the City of San Bernardino was called to order by Mayor
Holcomb at 2:30 p.m., on Monday, April 25, 1983, in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California.

INVOCATION
The Invocation was given by Reverend Gertrude M. Whetzel of
God's Great Cause Church.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member Quiel,
ROLL CALL
Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Castaneda, Reilly,
Hernandez, Marks, Quiel, Hobbs, Strickler; City Attorney Prince,
City Clerk Clark, City Administrator Matzer. Absent: None.
RECESS MEETING - CLOSED SESSION
At 2:32 p.m., the Adjourned Regular Meeting of the Mayor and
Common Council of the City of San Bernardino recessed for a
Closed Session to discuss pending litigation and a personnel
matter.

CLOSED SESSION
The Closed Session of the Mayor and Common Council of the
City of San Bernardino was called to order by Mayor Holcomb in
the Conference Room of the Council Chambers of City Hall, 300
North "D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Castaneda, Reilly,
Hernandez, Marks, Quiel, Hobbs, Strickler; City Attorney Prince,
City Clerk Clark, City Administrator Matzer. Absent: None.
Also present were Richard Terzian and Ray Schweitzer, Deputy
City Administrator.
ADJOURN CLOSED SESSION
At 3:50 p.m., the Closed Session of the Mayor and Common
Council of the City of San Bernardino adjourned to the Adjourned
Regular Meeting in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.

At 3:50 p.m., the Adjourned Regular Meeting of the Mayor
and Common Council of the City of San Bernardino reconvened in
the Council Chambers of City Hall, 300 North "D" Street, San Ber-
nardino, California.

ROLL CALL
Roll Call was taken by the City Clerk with the following be-
ing present: Mayor Holcomb; Council Members Castaneda, Reilly,
Hernandez, Marks, Quiel, Hobbs, Strickler; City Attorney Prince,
City Clerk Clark, City Administrator Matzer. Absent: None.
SET PUBLIC HEARING - GRIEVANCE - GUERRERO - MAY 9, 1983
Council Member Quiel made a motion, seconded by Council Mem-
ber Strickler and unanimously carried, that a personnel hearing
be held on Monday, May 9, 1983, at 9:00 a.m., in the Council
Chambers of City Hall, 300 North "D" Street, San Bernardino,
California, to hear the grievance of Officer George Guerrero of
the San Bernardino Police Department.
REDEVELOPMENT AGENCY - ADJOURNED REGULAR MEETING
The Adjourned Regular Meeting of the Redevelopment Agency
was called to order by Chairman Holcomb in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, California.
The Redevelopment Agency and the Community Development Com-
mission acted upon their agenda items.

RES. 83-117 - RESOLUTION OF THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO FINDING THAT
AN APPLICATION FOR INDUSTRIAL DEVELOPMENT BOND FI-
NANCING HAS BEEN SUBMITTED PURSUANT TO THE PROVI-
SIONS OF ORDINANCE NO. 3815 OF THE CITY FOR A CER-
TAIN PROJECT, FINDING THAT SAID APPLICATION COM-
PLIES WITH THE PROVISIONS AND REQUIREMENTS OF SAID
ORDINANCE NO. 3815; APPROVING SAID APPLICATION AND
THE PROJECT TO WHICH IT REFERS; DIRECTING THE PREP-
ARATION OF A PROJECT AGREEMENT, A RESOLUTION OF
ISSUANCE AND SUCH OTHER LEGAL DOCUMENTS AS MAY BE
NECESSARY TO CARRY OUT SAID PROJECT AND PROVIDE FOR
THE ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS
THEREFOR; AND MAKING CERTAIN OTHER FINDINGS AND DE-
TERMINATIONS IN CONNECTION THEREWITH. (Roger's

Council Member Strickler stated that he would abstain from
voting on this matter due to a client relationship with the
applicants.
The City Clerk read the title of the resolution.

Council Member Quiel made a motion, seconded by Council Mem-
ber Reilly and unanimously carried, that further reading of the
resolution be waived and said resolution be adopted.
Resolution No. 83-117 was adopted by the following vote:
Ayes: Council Members Castaneda, Reilly, Hernandez, Marks, Quiel,
Hobbs. Noes: None. Absent: Council Member Strickler.
REDEVELOPMENT AGENCY - COMPLETION OF AGENDA
The Redevelopment Agency discussed the staff report regard-
ing the Court and "E" Street project with Vanir Development Com-
pany and the request for an advancement of $500,000.00 on the
hotel development and completed their agenda items.
ORD. MC-268 - ORDINANCE OF THE CITY OF SAN BERNAR-
DINO AMENDING CHAPTER 2.56 OF THE SAN BERNARDINO
MUNICIPAL CODE TO PROHIBIT THE HANDLING AND MAIL-
ING OF ABSENTEE BALLOTS BY VOLUNTEERS OR WORKERS
OF ANY CANDIDATE OR SUPPORTING OR OPPOSING ANY
MEASURE. (URGENCY MEASURE)

The City Clerk read the title of the ordinance.
City Attorney Prince stated that this ordinance would change
the law as it applies to local elections only and answered ques-
tions regarding the effective date.

Council Member Hernandez made a motion, seconded by Council
Member Marks and unanimously carried, that further reading of the
ordinance be waived.
Council Member Hernandez made a motion, seconded by Council
Member Marks, that the ordinance be adopted to be effective at
12 noon, April 26, 1983, and that the City Clerk be instructed
to notify all parties prior to the time of the effective date.
Ordinance MC-268 was adopted by the following vote: Ayes:
Council Members Castaneda, Reilly, Hernandez, Marks, Quiel,
Strickler. Noes: None. Absent: None. Abstain: Council Mem-
ber Hobbs.
COUNCIL MEMBER HERNANDEZ EXCUSED
Council Member Hernandez was excused from the Council Meeting.
APPOINTMENT - TOMLIN - COMMISSION FOR DISABLED PERSONS
Pursuant to the recommendation of Council Member Reilly,
Mayor Holcomb appointed Mr. Elmer L. Tomlin of 1337 North "G"
Street, to serve as a member of the Commission for Disabled
Persons.

Council Member Reilly made a motion, seconded by Council
Member Quiel and unanimously carried, that the appointment be
confirmed.
COUNCIL MEMBER HERNANDEZ RETURNED
Council Member Hernandez returned to the Council Meeting and
took his place at the Council Table.
APPOINTMENT - LYNN - CITY ATTORNEY'S OFFICE
Council Member Quiel made a motion, seconded by Council Mem-
ber Reilly and unanimously carried, that Francine B. Lynn be ap-
pointed to the position of Senior Legal Secretary in the City
Attorney's Office at Range 92, Step A effective May 2, 1983.
CRIME WORKSHOP
This is the time and place set for a Council community work-
shop on crime for the purpose of assessing the local crime prob-
lem and determining appropriate community crime fighting responses.

Ben Gonzales, Chief of Police, was present to answer ques-
tions. He explained the organizational structure of the Police
Department, new programs and the Hughes Study implementation.
Lieutenant Dave Thomas was present to explain the MET
(Multiple Enforcement Team) and talked about the problems with
statistics concerning crime and how they can be manipulated.
Police Chief Ben Gonzales answered questions regarding the
use of foot patrols and the increase in residential robberies.
Several persons from the audience asked questions regarding
the Police Department. The topics of concern included drinking
in parks, patrols in the Mt. Shadows area and drug use and sell-
ing within parks.
Mayor Holcomb suggested that a measure be placed on the
next ballot to create a tax override for police services.
COUNCIL MEMBER QUIEL EXCUSED
At 4:42 p.m., Council Member Quiel was excused from the
Council Meeting.

Ben Gonzales, Police Chief, answered questions regarding the
number of officers per capita in the City of San Bernardino and
stated that San Bernardino is just about on track.

Former Police Chief Warren Cocke stated that he dislikes
hearing that nothing was being done to prevent crime and ex-
plained that some crimes such as family quarrels that result in
shootings cannot be prevented.
The Mayor and Common Council discussed the issues presented
but no official action was taken.
COUNCIL MEMBERS HERNANDEZ AND HOBBS EXCUSED
Council Members Hernandez and Hobbs were excused from the
Council Meeting.
ADJOURN MEETING
At 5:16 p.m., Council Member Castaneda made a motion,
seconded by Council Member Marks and unanimously carried, that
the meeting be adjourned.
