This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at their Regular Meeting held 9:12
a.m., Tuesday, September 8, 1987, in the Council Chambers
of City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:12 a.m., Tuesday,
September 8, 1987, and has on file in the Office of the
City Clerk an Affidavit of said posting together with a
copy of said Order which was posted at 4: 25 p.m., Wed-
nesday, September 9, 1987, in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino, Cali-
fornia.
The Adjourned Regular Meeting of the Mayor and Com-
mon Counc il of the City of San Bernardi no was called to
order by Mayor Pro Tempore Reilly at 8:30 a.m., Wednes-
day, September 16, 1987, at the Shandin Hills Golf Club,
3380 N. Little Mountain Drive, San Bernardino, Cali-
fornia.
INVOCATION
The Invocation was given by Gil Hall of the Public
Buildings Division.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Jim Richardson,
Deputy City Administrator.
ROLL CALL
Roll Call was taken by Ci ty Clerk Clark with the
following being present: Mayor Pro Tempore Reilly; Coun-
cil Members Estrada, Reilly, Flores, Maudsley, Minor,
Pope-Ludlam, Miller; City Attorney Penman, City Clerk
Clark, City Administrator Schweitzer. Absent: Mayor
Wilcox.
PUBLIC COMMENTS
There were no comments by the general public.
RES. 87-329 RESOLUTION OF THE CITY OF
SAN BERNARDINO APPROVING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF SAN
BERNARDINO AND THE SAN BERNARDINO PUBLIC
EMPLOYEES' ASSOCIATION REPRESENTING THE
MIDDLE MANAGEMENT EMPLOYEES COMMENCING
AUGUST 31, 1987, AND TERMINATING JUNE 30,
1990. (1)
City Clerk Clark read the title of the resolution.
Ray Schweitzer, City Administrator, explained that
there were a couple of clerical errors in the Memorandum
of Understanding that would be corrected by the Person-
nel Department prior to the printing of the Memorandum of
Understanding.
Council Member Minor made a motion, seconded by
Council Member Pope-Ludlam and unanimously carried, that
further reading of the resolution be waived and that said
resolution be adopted.

Ruby Wicker of the San Bernardino Public Employees
Association, thanked the Council for the agreement and
the official Memorandum of Understanding was signed by
Ruby Wicker, John Tucker, Faustino Chavez, Gilbert V.
Hall and David Thomas.
RECESS MEETING
At 8:45 a.m., the meeting was recessed.
RECONVENE MEETING
At 9:05 a.m.. the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
reconvened at the Shandin Hills Golf Club, 3380 N. Little
Mountain Drive, San Bernardino, California.

following being present: Mayor Pro Tempore Reilly; Coun-
cil Members Estrada, Reilly, Flores, Maudsley, Minor,
Pope-Ludlam, Miller; City Attorney Penman, City Clerk
Clark, City Administrator Schweitzer. Absent: Mayor
Wilcox.
LOCAL GOVERNMENT FINANCING WORKSHOP
A "General Financing Discussion" notebook, prepared
by Miller & Schroeder Financial, Inc., covering financing
terms, a financing team, negotiation of a sale and com-
petitive bidding, a financing schedule, the Tax Reform
Act of 1986, Tax Increment Bonds, Certificates of Parti-
cipation, Assessment Bonds and rating, was distributed.

Jim Iverson, Executive Vice President of Miller &
Schroeder Financial, Inc. made introductory remarks and
introduced Jeff Kinsell, Vice President, who conducted
the workshop.
Norman McPhail, Miller & Schroeder, gave a presenta-
tion on Mello-Roos Community Facilities Bond Financings,
the 1911 and 1915 Acts and Assessment Bonds.
ADJOURN MEETING
At 1:05 p.m., Mayor Pro Tempore Reilly adjourned the
meeting.
