This is the time and place heretofore set for an
Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino at their Regular Meeting
held at 9: 00 a.m., Monday, June 15, 1987, in the Council
Chambers of City Hall, 300 North "0" Street, San Bernar-
d ino; and recessed to 9: 00 a. m., Tuesday, June 16, 1987,
in the Council Chambers of City Hall, 300 North "0"
Street, San Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:00 a.m., Monday,
June 15, 1987, and recessed to 9:00 a.m., Tuesday, June
16, 1987, and has on file in the Office of the City Clerk
an Affidavit of said posting together with a copy of said
Order whi ch was posted at 1: 00 p.m., on Wednesday, June
17, 1987, in the Council Chambers of City Hall, 300 North
"0" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Wilcox at 1:10 p.m., Saturday, June 20, 1987, in
the Management Information Center (MIC), Sixth Floor, City
Hall, 300 North "0" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the Ci ty Clerk wi th the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Flores, Maudsley, Minor, Pope-Ludlam, Miller; City
Clerk Clark, City Administrator Schweitzer. Absent:
Council Member Estrada; City Attorney Penman.
OUT OF STATE TRAVEL - DEPUTY FIRE CHIEF MOON _
MANAGEMENT IN FIRE SERVICE COURSE - EMMITSBURG,
MARYLAND - JULY 5 - 17, 1987
Pursuant to a memorandum dated June 2, 1987, from
Fire Chief Newcombe, Council Member Minor made a motion,
seconded by Council Member Reilly and unanimously carried,
that authorization be approved for Deputy Fire Chief
Richard A. Moon to attend a Management in the Fire Service
course at the National F ire Academy in Emmi tsburg, Mary-
land, July 5 to July 17, 1987. (1)
GENERAL BUDGET - SAN BERNARDINO COMMUNITY
AGAINST DRUGS, INC.
Jeri Simpson, President/Chief Executive Officer, of
San Bernardino Community Against Drugs, Inc., presented
her budget. (2)
Mrs. Simpson explained that the Mayor had formed a
Drug Task Force that networked law enforcement, the
schools, and the District Attorney's Office for the pur-
pose of addressing the drug abuse problem ln the com-
munity.
Some of the accomplishments of the San Bernardino
Community Against Drugs, Inc., include:
Focusing attention on the lack of equipment at
the San Bernardino County Crime Laboratory;
Working with drug treatment centers;
Encouraging the School District to introduce drug
programs in private schools.
Received a donation from General Telephone Co.
of a communicator which answers 56 calls a day
about drug problems;
Lobbying the School Board for additional Drug
Education funds;
Creating an ordinance dealing with suspension of
business licenses of business that allow the
sale of illegal drugs on their premises;
Increasing the participants in the DARE Program;
Support of the Insight Program in all City Schools;
Sponsoring 12 students at the Californians for Drug
Free Youth Conference;
Held a Cycle Against Drug, with 520 participants;
Worked with the Library to co-sponsor anti-drug
clinics with sport celebrities.
Purchase of equipment for Police Department drug
enforcement.
Sponsoring Red Ribbon Week.
Mrs. Simpson answered questions regarding the line
items in her budget.
Mayor wilcox explained that in the previous budget
year, San Bernardino Community Against Drugs had been
offered a grant from CDBG Funds. However, the Mayor and
Common Council felt that this program was so important
that they placed it in the General Fund Budget.
GENERAL BUDGET - PARKS, RECREATION AND
COMMUNITY SERVICES DEPARTMENT
Annie Ramos, Director, Parks, Recreation & Community
Serv ices Depar tmen t, used a graph to show the depar t-
ment's budget over the last ten years and gave a history
of the department's acreage and number of employees. She
stated that during the summer there are 150 - 200 part-
time employees, primarily in the Recreation Division.
Ms. Ramos used a chart to show the organization of
the department, the staffing of her organization, and
answered questions regarding transfers of programs within
her budget, including the West Side Drop In Center, the
social services contracts and the Senior Companion and
RSVP Programs.
Ms. Ramos answered questi ons regard ing the contract
for Seccombe Lake maintenance and the cost of security.
Ms. Ramos explained that administrative salaries show
an increase because the West Side Drop In Center was
merged into the administrative budget, and explained how
one position had been traded for a proposed position of
Assistant Director of Parks, Recreation & Community Ser-
vices Department.
Ms. Ramos answered questions regarding park main-
tenance and the need to purchase a new gang mower for
$35,000. She stated that the Department also needs a turf
truck and explained what its use would be.

of Ruben Campos as a part-time Center Manager at the Ruben
Campos Center.

and the liability policy on youth trips.
Ms. Ramos answered questions regarding the designa-
tion for several line items and the use of various pieces

of the Council and stated that the funds from the sale of
Orangewood Park are now designated for Anne Shirrells Park
(Rio Vista Park).

GENERAL BUDGET - FIRE DEPARTMENT
Fire Chief Newcombe presented a table of organization
and explained to the Council that the Fire Department
budget is 90% personnel costs. He stated that in order to
meet his required cuts, nearly all equipment requests had
been removed from his budget and that in order to get down
to the bottom line, he would have to cut eight fire
fighter positions. (2)
Fire Chief Newcombe presented a map to show the loca-
tions of the fire stations throughout the City.
Chief Newcombe answered questions regarding para-
medics and response time throughout the City. Last year,
the Fire Department received approximately 14,000 calls,
75% of which were for medical attention.

seconded by Council Member Miller and unanimously carried,

RECONVENE MEETING - JUNE 22, 1987
At 8:10 a.m., on Monday, June 22, 1987, the Adjourned
Regular Meeting was called to order by Mayor Pro Tempore
Miller in the Management Information Center (MIC), Sixth
Floor, City Hall, 300 North "0" Street, San Bernardino,
California.
ROLL CALL
Roll Call was taken by the Ci ty Clerk wi th the fol-
lowing being present: Mayor Pro Tempore Miller; Council
Members Estrada, Reilly, Flores, Maudsley, Minor, Miller;
City Clerk Clark, City Administrator Schweitzer. Absent:
Mayor Wilcox; Council Member Pope-Ludlam; City Attorney
Penman.

MAYOR WILCOX ARRIVED
At 8:15 a.m., Mayor wilcox arrived at the Council
Meeting.
GENERAL BUDGET - POLICE DEPARTMENT
Police Chief Burnett distributed an organization
chart of the Police Department and answered questions
regarding positions on the chart. (2)
COUNCIL MEMBER POPE-LUDLAM ARRIVED
At 8:30 a.m., Council Member Pope-Ludlam arrived at
the Council Meeting.
Police Chief Burnett referred to the Concept Paper
which had been handed to each Council Member regarding the
community oriented policing.
Police Chief Burnett agreed to provide crime statis-
tics for each of the designated sub-areas. Mr. Burnett
stated there were 1.7 sworn officers per 1,000 persons. He
stated that if community oriented stations were abandoned
and the Council wanted to maintain the same per capita
ratio, the only money saved would be the rental rates of
buildings.
Captain Dave Thomas answered questions regarding the
Neighborhood Watch Program.
In talking about costs, Police Chief Burnett stated
that certain line items are untouchable, such as $102,000
for data process i ng. In order to meet the requi red cut,
the Mayor and Common Council would have to agree to elim-
inate four sworn positions, two P-2s and two P-ls. Pres-
ently, the Department is short eight sworn positions, due
to turnover, and three non-sworn positions. In addition,
nine officers are out on extended injury leave.
Police Chief Burnett answered questions regarding a
request for the purchase of cars for area commanders and
regarding the request to include funds in the budget for
up-grading the police shooting range.
The Mayor and Council discussed alternatives for the
shooting range, such as using the sheriff's facilities in
Glen Helen.
Police Chief Burnett answered questions regarding
expendi tures of funds from the Asset Forfei ture Account,
which has $33,000 available. These funds have been used
for the purchase of tasers and can only be allocated for
drug enforcement.

Capt. Mike Lewis answered questions regarding Asset
Forfeiture Funds.
Capt. Dave Thomas answered questions regarding patrol
vehicles.
Capt. Mike Lewis answered questions regarding the
lease of undercover automobiles.
Chief Burnett talked about the type of crime in San
Bernardino and the difference between internal crime, such
as burg lary and robbery, and ex ternal cr ime, as wi th
gangs, such as the Crips and the Black Inland Empire Mob
with confrontations over drug sales in the area.
Police Chief Burnett answered more questions regard-
ing the shooting range at Perris Hill Park.
Chief Burnett also answered questions regarding sal-
ary savings this year which were used to make up for the
cuts the Police Department could not make in last year's
budget.

seconded by Council Member Estrada and unanimously car-
ried, that the Council recess to Closed Session to meet
with its designated representatives regarding labor rela-
tions matters pursuant to Government Code Section 54957.6.

lowing being present: Mayor Wilcox; Council Members

Also present: M. J. Perlick, Director of Personnel;
Richard Bennecke, Executive Assistant to the Mayor; Phil

GENERAL BUDGET - COUNCIL OFFICE
Phil Arvizo, Executive Assistant to the Council,
presented the Council Office Budget.
The Council discussed the Travel Account and Meetings
and Conferences Account.
No formal action was taken.
GENERAL BUDGET - LIBRARY
Steve Whitney, City Librarian talked about the over-
head costs at the Library and gave an overview of the Main
Library and its branches. There are 37 full-time employ-
ees and 36 part-time employees and many students and vol-
unteers to provide support services to the Library.
City Librarian Whitney answered questions regarding
grant funding in the amount of $118,41313 that comes from
the State of California, based upon per capita support at
the local level. He explained that if the City contri-
butes to the Library Budget less than 2.15 Million dol-
lars, the grant money will be lost.
