This is the time and place heretofore set for an
Adjourned Regular Meeting of the Mayor and Common Council
of the City of San Bernardino at their Regular Meeting
held Monday, January 19, 1987, at 9:313 a.m., in the
Council Chambers of City Hall, 31313 North "D" Street, San
Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held Monday, January 19, 1987,
at 9:313 a.m., and has on file in the Office of the City
Clerk an affidavit of said posting, together with a copy
of said Notice which was posted on Tuesday, January 213,
1987, at 11:1313 a.m., in the Council Chambers of City Hall,
31313 North "D" Street, San Bernardino, California.
The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor Wilcox at 1:113 p.m., on Thursday, January 22,
1987, in the Redevelopment Agency Board Room, Third Floor,
City Hall, 31313 North "D" Street, San Bernardino, Cali-
fornia.
ROLL CALL
Roll Call was taken by the City Clerk with the fol-
lowing being present: Mayor Wilcox; Council Members
Reilly, Hernandez, Quiel, Strickler; Sr. Assistant City
Attorney Briggs, City Clerk Clark, City Administrator
Schweitzer. Absent: Council Members Estrada, Frazier.
ALLOCATION OF 1% IDB FUNDS - COMMUNITY DEVELOPMENT
DEPARTMENT AND SAN BERNARDINO ECONOMIC DEVELOPMENT
COUNCIL - CONTINUED FROM JANUARY 22, 1987
This is the time and place continued to for discus-
sion on the allocation of 1% IDB funds (approximately
$726,413) on a fifty-fifty basis - Community Development
Department and San Bernardino Economic Development
Council.
The following two proposed resolutions were discussed
and were to be revised by the City Attorney in accordance
with direction to be given at this meeting.
RESOLUTION OF THE CITY OF SAN BERNARDINO
RELATING TO THE FUNDING OF THE REVOLVING
LOAN FUND TRANSFERRED FROM THE SAN BERNAR-
DINO ECONOMIC DEVELOPMENT COUNCIL TO CITY'S
COMMUNITY DEVELOPMENT DEPARTMENT AND PRO-
VIDING INITIAL FUNDING FOR THE SAN BERNAR-
DINO ECONOMIC DEVELOPMENT COUNCIL'S MARKET-
ING PROGRAM.
RESOLUTION OF THE CITY OF SAN BERNARDINO
RELATING TO THE FUNDING OF THE REVOLVING
LOAN FUND TRANSFERRED FROM THE SAN BERNAR-
DINO ECONOMIC DEVELOPMENT COUNCIL TO CITY'S
COMMUNITY DEVELOPMENT DEPARTMENT, PROVIDING
FOR FUNDING OF CAPITAL IMPROVEMENTS TO
FISCALINI FIELD, AND PROVIDING INITIAL
FUNDING FOR THE SAN BERNARDINO ECONOMIC
DEVELOPMENT COUNCIL'S MARKETING PROGRAM.
Bruce Varner, Chairman of the Economic Development
Council, gave an overview of the EDC's marketing plan and
explained why the EDC had recommended that the loan pro-
gram be turned back to the City of San Bernardino. He
stated that the EDC had prepared a list of forms and pro-
cedures for the loan guarantee program and that they had
devised a plan for setting up a revolving fund to allow
maximum use of City funds. Mr. Varner explained the com-
prehensive marketing program at length and spoke regarding
contacts with the Chamber of Commerce, California State
University at San Bernardino and The Sun Newspaper. He
stated that the Chamber of Commerce would specialize in
the area of business retention.
Mr. Varner answered questions regarding the role of
the outside consultant.
Gene Wood, Member of the Executive Committee of the
Economic Development Council, stated that a marketing
consultant had been hired to develop an overall marketing
plan. Mr. Wood also explained that the preparation of the
program was done at no cost to the Economic Development
Councilor the City.
Bruce Varner, Chairman, Economic Development Council,
answered questions about the proposed marketing plan and
coordination with the Redevelopment Agency.
Ken Henderson, Director, Community Development De-
partment, answered questions regarding the availability of
funds in the 1% IDB account.
The Mayor and Council discussed new monies that would
be available in the fund when the Sisters of Charity Proj-
ect is closed and the amount of funds that were used for
the renovation of Fiscalini Field.
Glenda Saul, Executive Director, Redevelopment
Agency, requested that any transition regarding the loan
program or the office of Economic Development be done in
an orderly fashion.
CONTINUATION OF MEETING
Council Member Quiel made a motion, seconded by
Council Member Strickler and unanimously carried, that the
matter of the allocation of the 1% IDB Funds be continued
to the Meeting of the Mayor and Common Council to be held
on February 2, 1987, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
ADJOURNMENT
At 2:10 p.m., Council Member Quiel made a motion,
seconded by Council Member Reilly and unanimously carried,
that the meeting be adjourned to February 2, 1987, in the
Council Chambers of City Hall, 300 North "0" Street, San
Bernardino, California.
