This is the time and place set for an Adjourned
Regular Meeting of the Mayor and Common Council of the
City of San Bernardino at their Regular Meeting held at
9:05 a.m., Monday, November 18, 1985, in the Council
Chambers of City Hall, 300 North "D" Street, San
Bernardino, California.
The City Clerk has caused to be posted the Notice of
Adjournment of said meeting held at 9:05 a.m., Monday,
November 18, 1985, and has on file in the Office of the
City Clerk an Affidavit of said posting together with a
copy of said Order which was posted at 3:00 p.m., Tuesday,
November 19, 1985, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.

The Adjourned Regular Meeting of the Mayor and Common
Council of the City of San Bernardino was called to order
by Mayor wilcox at 9:05 a.m., Wednesday, November 20,
1985, in the Council Chambers of City Hall, 300 North "D"
Street, San Bernardino, California.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Council Member
Esther Estrada.
ROLL CALL
Roll Call was taken by the Ci ty Clerk with the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel, Frazier,
Strickler; City Attorney Prince, City Clerk Clerk, Deputy
City Administrator Schweitzer. Absent: None.

PROJECT FUNDING - RESTROOM FACILITIES -
WILDWOOD PARK - ELKS FIELD
In a memorandum dated November 20, 1985, Annie Ramos,
Director of Parks, Recreation & Community Services,
requested the approval of an interim transfer of $10,500
from the Operating Contingency Fund to the Park
Construction Fee Fund to be used for the City's portion of
the project funding to construct restroom facilities at
Wildwood Park and Elks Field.
Council Member Marks made a motion, seconded by
Council Member Quiel and unanimously carried, that funding
in the amount of $10,500 from the Operating Contingency
Fund be appropriated to the Park Construction Fee Fund on
an interim basis, with the understanding that the funds be
paid back with 1986-87 Park Construction Fee Funds, be
approved.

SECCOMBE LAKE STATE URBAN RECREATION AREA
PROJECT - PHASE lA - DRAFT DEVELOPMENT
AGREEMENT
In a memorandum dated November 14, 1985, Annie Ramos,
Director of Parks, Recreation & Community Services,
requested approval of the Draft Development Agreement for
continuing construction of Phase la of the Seccombe Lake
State Urban Recreation Area Project.

Council Member Strickler made a motion, seconded by
Council Member Quiel and unanimously carried, that the
matter concerning the Draft Development Agreement for
continuing construction of Phase la of the Seccombe Lake
State Urban Recreation Area Project be considered at this
time, instead of at the Regular Meeting on December 2,
1985, as continued to at the Regular Meeting held Nov-
ember 18, 1985.
City Attorney Prince answered questions regarding
Governor Deukemejian's veto concerning the funding of the

Council Member Quiel made a motion, seconded by
Council Member Strickler, to approve the Draft Development
Agreement for Phase la of construction of the Seccombe
Lake Urban Recreation Area.
The motion carried by the following vote: Ayes:
Council Members Estrada, Reilly, Quiel, Frazier,
Strickler. Noes: Council Member Marks. Abstain:
Council Member Hernandez. Absent: None.
IN MEMORIUM - ART CHILDS
A moment of silence was held in honor of the memory
of Art Childs, a citizen of the City of San Bernardino who
was an active volunteer working for rent control regul-
ations, who passed away this date.
RECESS MEETING - CLOSED SESSION
At 9:40 a.m., Council Member Strickler made a motion,
seconded by Council Member Estrada and unanimously
carried, to recess for a Closed Session under the
authority of Government Code Section 54957.6 regarding
labor relations matters.

ADJOURN CLOSED SESSION
At 10: 30 a.m., the Closed Session of the Mayor and
Common Council of the City of San Bernardino adjourned to
the Adjourned Regular Meeting in the Council Chambers of
City Hall, 300 North "D" Street, San Bernardino,
California.

RECONVENE MEETING
At 10:30 a.m., the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
reconvened in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.
ROLL CALL
Roll Call was taken by the City Clerk with the
following being present: Mayor wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel, Frazier,
Strickler; City Attorney Prince, City Clerk Clark, Deputy
City Administrator Schweitzer. Absent: None.
NEGOTIATIONS - AFSCME - GENERAL EMPLOYEES
MEMORANDUM OF UNDERSTANDING
Council Member Strickler made a motion, seconded by
Council Member Quiel, to direct Director of Personnel
perlick to go back into negotiations with representation
of the General Unit Employees, AFSCME, regarding the
general unit employees Memorandum of Understanding.

The motion carried by the following vote: Ayes:
Council Members Estrada, Reilly, Marks, Quiel, Frazier,
Strickler. Noes: None. Abstain: Council Member
Hernandez. Absent: None.
NEW CITY LOGO
Discussion was held concerning the adoption of a new
City of San Bernardino logo, a plan of action for its
implementation and cost analysis for the plan of action.
No formal action was taken.
RECESS MEETING
At 10:40 a.m., the Adjourned Regular Meeting of the
Mayor and Common Council recessed until 11:00 a.m.
RECONVENE MEETING
At 11:15 a.m., the Adjourned Regular Meeting of the
Mayor and Common Council of the City of San Bernardino
reconvened in the Council Chambers of City Hall, 300 North
"D" Street, San Bernardino, California.

Roll Call was taken by the City Clerk with the
following being present: Mayor Wilcox; Council Members
Estrada, Reilly, Hernandez, Marks, Quiel, Frazier,
Strickler; City Attorney Prince, City Clerk Clark, Deputy
City Administrator Schweitzer. Absent: None.
WEST SIDE COMMUNITY DEVELOPMENT CORPORATION
LOAN
In a memorandum dated October 3, 1985, Executive
Director of the Redevelopment Agency Saul, requested a
continuance of the matter concerning a loan to the West
Side Community Development Corporation.

In the Staff Report accompanying Executive Director
of the Redevelopment Agency Saul's memorandum dated
October 3,1985, she stated that during the week of
September 23 - 27, 1985, principals of the West Side
Community Development Corporation (WSCDC) met with certain
members of the Common Council and staff to discuss
financial assistance to WSCDC in the amount of $100,000.
At the Council/Commission workshop held on September 30,
1985, the matter was brought before the Mayor and Common
Council. The Community Development Commission directed
staff to execute a letter of commitment to WSCDC
indicating that the Redevelopment Agency would lend WSCDC
an amount not to exceed $100,000 under certain conditions.

Valerie Pope Ludlam, President of the San Bernardino
West Side Community Development Corporation, answered
questions regarding the amount of time needed to get
together with the Redevelopment Committee and bring a
recommendation to the Council.
No formal action was taken.
ADJOURNMENT
At 11:20 a.m., Council Member Frazier made a motion,
seconded by Council Member Hernandez and unanimously
carried, to continue the meeting to 10:00 a.m., Tuesday,
November 26, 1985, in the Council Chambers of City Hall,
300 North "D" Street, San Bernardino, California.
