CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
SUBJECT:
Authorization to Proceed and Plan Approval- proposed vacation of portions of Gannett Parkway,
northerly of Hallmark Parkway and portions of Mc Arthur Boulevard, westerly of Gannett
Parkway.
BACKGROUND:
This office recently received a request to vacate a portion of Gannett Parkway (formerly
Campeau Drive), northerly of Hallmark Parkway, and a portion ofMc Arthur Boulevard,
westerly of Gannett Parkway. The request came from a representative of a proposed Wal-Mart
store to be constructed at this site. Presently, Wal-Mart is in escrow on the two parcels westerly
and easterly of Gannett Parkway. The general location of this proposed vacation is shown on the
Vicinity Map attached as Exhibit "I", and details are shown on Plan No. I 0225, attached as
Exhibit "2". If the vacation is approved, Wal-Mart will dedicate a realignment ofMc Arthur
Boulevard as shown on Exhibit "3". The vacation will not take effect until the recording of the
Resolution Ordering Vacation, which will be deferred until Wal-Mart has acquired the property
and dedicated the realignment. In the event that Wal-Mart does not acquire the property, the
Resolution Ordering Vacation will not be recorded and proceedings will be terminated.
If authorization to proceed is given, all affected City departments and utility companies will be
contacted for the existence of any facilities or conflicts. Any requests for reservation of
easements will be reserved in the Resolution ofIntention and the Resolution Ordering Vacation
which will be submitted at a later date, after the department and utility responses are received.
The applicant will pay the $1,000 processing fee.
FINANCIAL IMPACT:
None. Applicant will pay the $1,000 processing fee.
RECOMMENDATION:
Staff recommends that authorization to proceed with the proposed vacation be given and that
Plan 10225 be approved.
URGENCY CLAUSE:
Wal-Mart is in escrow on the adjoining parcels to this proposed vacation. The closure of escrow
will be contingent on the approval of this vacation, which they would like to proceed with in a
timely manner.
