Synopsis of Previous Council Action:
On December 6, 2005, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-1. P-2, P-3, P-4, P-5, P-6, P-7, Fire Marshal,
Training Officer and Firefighter Trainee. and Police Department P-1, P-2, P-3 and Law
Enforcement Trainee, effective August 1, 2004
Recommended Motion.
1 That the salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detectivel
Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective
August 1, 2005
2. That the Human Resources amend Resolution No 6429 to reflect the above action.
3. That the Mayor and Common Council authorize the Finance Director to amend the
FY 2005-06 Budget to transfer $661 ,700 from the General Government Budget
(001-092-5011) to the Police Department Budget in the General Fund and make the

Establishment of salaries for Police Department Pol. P-2, P-3 and Law Enforcement Trainee,
effective August I, 2005
Backl!round:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August I of each year An agreement was agreed upon with the Police Safety
Unit on the ten cities to be used for this year's calculation. The salaries of those ten cities have
been averaged to determine the salaries for this year for Police Safety classifications.
The ten cities agreed upon for classifications P-I, P-2, and P-3 are:

The salary steps were calculated in accordance ,,-ith the procedures outlined in Charter 186 The
Charter states the salaries are determined for Steps I and 5 by calculating the average monthly
salary of the 10 agreed-upon agencies: Steps 2. 3 and 4 reflect equal salary advances. In the last
fev. years. various agencies have created additional steps for longevity in their pay scale
resulting in an overall increase to the City's Step 5 as the averages are calculated, while Step I is
the entry-level position in all agencies and remams constant. As a result, the new monthly
salaries (average monthly salary of the 10 cities) for the P-I position reflect a decrease in salary

in Step I (-$1 64/mo), Step 2 (-$9l/mo), and Step 3 (-$18/mo) for the period August I, 2005
through July 31,2006.
The salary increases in each range for 2005 are as follows:

The 2005-06 Budget reflects 205 Police Officer positions. The calculation for the pol position is
adjusted by the number of employees who are not eligible for a salary increase for the period
August 1,2005 through July 31,2006.
Adding 37.378% to reflect the variable fringe benefit costs, which rise with salary, the total
added costs for salaries and fringe benefits are $661,700. By comparison, total Section 186 for
this group in FY 04-05 was $789,900.
The Law Enforcement Trainee salary will be changed to $3,531 per month ($20.3711 per hour),
which is 80% of Step A for the Police Officer (P-I) salary Resolution No 6429 will be updated
to reflect the revised salaries.
FINANCIAL IMPACT
The City's FY 05-06 budget in General Government included $1,800,000 to cover all Charter
186 pay increases. The amount of Charter 186 salary increases outlined above for the Police
Safety Unit is $661,700 This action will leave a balance of$I,238,300 for the remaining 186
salary increases.
Recommendation:
That the salaries for Police Department Ranges Pol (Police Officer), P-2 (Detectivel
Corporal), P-3 (Sergeant) and Law Enforcement Trainee be established, effective August I,
2005
2. That the Human Resources amend Resolution No. 6429 to reflect the above action.
3 That the Mayor and Common Council authorize the Finance Director to amend the FY 2005-

MEMORANDUM FOR RECORD
Using the California Department of Finance, Demographic Unit, California Cities
Ranked by Total Population as of January I, 2005, the attached list of cities was then
used to calculate the Police Safety Unit salaries for Fiscal Year 2005-06. The
undersigned do hereby agree that the following ten (10) cities will be used to determine
an average for Police Safety Unit salaries pursuant to City Charter Section 186 for Fiscal
Year 2005-06.
